External Roadways: WCR 7.5 is designated as a major arterial roadway in the MUD plan. Major arterials requr e
a minimum 110 foot right-of-way. Sufficient right-of-way is shown on the plat. The typical section of WCR 7.5 vv;.s
not included. The alignment of the median is confusing. The developer should meet with the Public Worts
Department to discuss the median alignment. I understand that only one-half of WCR 7.5 is to be constructed I y
this developer. Please indicate the portions of WCR 7.5 that are being constructed now. Intersection sight distant e
triangles shall be shown on the plat. All landscaping in the intersection sight distance triangles must be less th≥ n
3.5 feet high at maturity. Several improvements were required at the intersection of State Highway 119 and We R
7.5. Plans will need to be submitted for these improvements.
Internal Roadways: The right-of-way for internal roadways must be dedicated to the County. Please label II e
right-of-way on all streets. Stop signs and street name signs will be required at all intersections. Is a pedestri; n
signal warranted at the future school? Is that part of this project? The necessary conduits shoulc! be on the plan>.
Storm Water: The detention calculations are confusing. The engineer should meet with the Public Wei s
Department to discuss the calculations. Weld County will accept maintenance of the storm sewer system. after !i e
approval of the roadway and drainage plans. Please provide a computer file of the storm sewer layout in ; n
Autocad or GIS format.

The Weld County Health Department has reviewed this proposal.
The application has satisfied PUD Ordinance No. 197 in regard to water and sewer service. Water will
be provided by the Left hand Water District and sewer will be provided by St. Vrain Sanitation District.
The initial impact plan provided in the application materials adequately addresses all potential impacts
as required by section 4.2.5.14 of the PUD Ordinance. Lots located in the flood plain have beer
eliminated.
The Department recommends approval with the following conditions:
1. Water service shall be obtained from the Left hand Water District and sewer from St.Vrain Sanitation
District.
2. The applicant shall obtain a storm water discharge permit from the Water Quality Control Division
of the Colorado Department of Public Health and the Environment, if required. Silt fences shall be
maintained on the down gradient portion of the site during all parts of the construction phase of the
project.
3. During development of the site, all land disturbance shall be conducted so that nuisance conditions
are not created. If dust emissions create nuisance conditions, at the request of the Weld County
Health Department, a fugitive dust control plan must be submitted.
4. In accordance with the Regulations of the Colorado Air Quality Control Commission any development
that disturbs more than 5 acres of land must incorporate all available and practical methods which
are technologically feasible and economically reasonable in order to minimize dust emissions.
5. If land development creates more than a 25 acre contiguous disturbance, or exceeds 6 months
induration, the responsible party shall prepare a fugitive dust control plan, submit an air pollution
emissions notice, and apply for a permit from the Colorado Department of Public Health and
Environment.

Dear Monica:
Thank you for referring the Idaho Creek /Kent Carlson PUD Final Plat to the School District. The projected student
impact upon the St. Vrain Valley School District of what appears to be the possibilty of 353 new single family units on
100.37 acres is a total of 233 students. Any students living in this subdivision would attend Praire Ridge Elementary
School, Frederick Middle, and Fredrick Middle/Senior High School under the present school boundaries. However, due
to potential growth in these schools this development and other existing developments in this feeder could be placed in
another attendance area in the future. Bus transportation would likely be required.

The District is on record as not opposing growth so long as the growth is planned and is manageable from a student
enrollment standpoint. This development would impact all levels of school in the current attendance area. While there
are new schools planned in this area which should reduce overcrowding, there are other approved developments wh ch
would, together with this proposal, have a significant cumulative impact on these schools.
As the volume of developments increases in this attendance area with no alleviation of the existing overcrowded
conditions, the ability to provide the same quality education for these new students that is provided students in other
areas becomes increasingly difficult. Typically the District would oppose development that would overcrowd the schools
however this developer has signed an agreement to dedicate a 10 acre parcel for a future elementary School The
dedication is required within 10 days of recording the final plat. In addition, the developer will need to amend the 100-
year flood plain by removing it from the school site. This will need to be accomplished prior to construction of the f rst
filing. These items and other developer responsibilities are identified in the signed agreement. The District appreciates
the cooperation of the developer and County in the process. Please let me know if you have any further questions.

Dear Monica;
Thank you for sending the Idaho Creek PUD final plat application to the City of Longmont for
our review and comment. The property is about 100 acres and is located south of SH119 and on
either side of WCR71/ extended. The City has responded to previous applications concerning
this property so you have the benefit of those comments.
At this final stage of the planning process, we note that there still are plans to dedicate land for
an elementary school on the west side of WCR71h (an arterial) and have the residential portion of
the development on the east side of WCR71.. We support the dedication of land for an
elementary school site so that an essential public facility can be provided to serve the urban
development in the area. We also note that the developer's agreement with the St. Vrain Valley
School District (SVVSD) indicates that the developer will be responsible for removing the
school site out of the flood plain. However, we did not notice how adequate and safe pedestrian
circulation will be provided between the proposed residential area on the east side of the arterial
and the school site and open space on the west side of the arterial. We trust that if not already
done so in your review process, that Weld County, the SVVSD, and the applicant will resolve
this issue prior to Weld County granting final approval.

1. Proper building permits shall be obtained prior to any construction, remodeling, demolition or
excavation.
2. Building permits are required for any accessory buildings being constructed or moved onto
property.
3. Separate building permits are required for all monument signs. Signs shall adhere to Section 42 of
the Weld County Zoning Ordinance and Section 2.8 of the Weld County MUD Ordinance as
applicable. Engineering may be required.
4. Engineered foundations are required for all primary residences and may be required for accessory
buildings. Engineered foundations shall be based on a site-specific geotechnical report or an open
hole inspection performed by a Colorado licensed engineer. Any fill material shall contain no rock
or similar irreducible material with a maximum dimension greater than 12 inches. All fills shall be
compacted to a minimum of 90 percent of maximum density. Engineering reports shall be supplied
for all fill material.
5. All buildings or structures shall maintain distances from property lines and adjacent buildings as
outlined in Table 5-A of the 1997 Uniform Building Code.
6. Setbacks to oil and gas facilities shall be as required by The Weld County Zoning Ordinance.

7. All buildings taking place in the flood plain shall meet the requirements of the Weld County Zoning
Ordinance, Weld County Building Code Ordinance, and FEMA.
8. Educational facilities shall fall under the building and electrical requirements of the State of

10. A complete review of buildings or structures by the Weld County Inspection Department or the
Fire District may reveal other building issues or areas needing attention.

Dear Planners:
You requested information regarding law enforcement services to the proposal of Idaho
Creek CR# S-554 housing development approximately 1/8 mile east of WCR 7 and 1/8 mile
south of State Hwy 119. The Idaho Creek project was described as approximately 353 lot spaces
on 51 acres. My own estimates indicate this project would add between 883-1059 residents and
generate additional service population.
The Weld County Sheriffs Office would be responsible for the provision of law
enforcement services to this development. This development lies within patrol Beat 2 which
contains a current estimated service population of 11.000 persons over 191 square miles. Growth
projections indicate the service population in Beat 2 is likely to grow to about 17,000 persons
over the course of the next 10 years.
The Sheriffs Office implemented a long-term plan to add additional patrol and detective
positions during a ten year period beginning in 1999 in response to general population growth.
Even if all additional positions were funded, alternative call-response strategies will still be
necessary to provide the level of law enforcement services consistent with similar settings in
suburban counties. Any additional personnel require approval of the Board Of Weld County
Commissioners who are not bound, in any way, by the Sheriffs long-term proposal.

The Sheriffs Office does not support housing development unless it incorporates
physical design features which reduce the likelihood of crime occurring. Physical design issues
that must be addressed include: 1) How easy will it be to enter the area?2) How visible,
attractive, or vulnerable do targets appear? 3) What are the chances of perpetrators being seen?
These questions can only be answered by a thorough plan review.
It is essential street names in a new development not to duplicate any existing street
names within the county. The street names in this proposal are duplicate and will need to be
renamed. Individual house addresses must be prominently displayed and readily visible from the
street. Overall design must provide prompt, easy access for emergency response vehicles into
the development, on streets, and from the streets to individual residences. It is important the
design include physical features, i.e. dips and/or speed bumps,to effectively reduce speed. Street
lighting is another concern. With all different layouts of the streets, it is essential there is ample
amount of lighting to help prevent crime and allow emergency response to locate the residences.
With the size of this project there would need to be an on-site-manger available 24 hours
a day. Are there plans for a pre-screening process for the residents? With previous problems
from surrounding projects, pre-screening would benefit, both developers and the Weld County
Sheriffs Office in mitigating calls for service.
There needs to be a plan and easy location for a community center. With the size of this
project, there will be a need to meet and discuss future concerns from the residents. A designated
school bus drop-off and pick -up area is needed. There is a proposed school but in the interim it
is very important a school bus pick-up site be built to mitigate resident issues and provide for
improved safety.
Open space is aesthetically pleasing. However, fencing or some other barriers are
necessary to separate from the existing water ponds to mitigate the threat of drowning for small
children living in the area. Existing oil tank sites are also located close to the development.
Fencing needs to surround them to alleviate the potential of vandalism.
General mitigation features need to include, but are not limited to, lot design or block
layout that reduce the availability of crime targets, elimination of barriers that prevent easy
detection of potential offenders or an offense in progress, and placement of physical obstacles to
committing a crime. It is important neighborhood space and traffic patterns be designed to
reduce routine exposure of potential offenders to crime targets.

Dear Ms. Daniels-Mika:
I have one main concern about this final PUD. According to the site plans, the developer is planning to put
an elementary school in the 100-year floodplain of Idaho Creek. It appears that over half of the school site
will be within the floodplain, and I am concerned that portions of the building, and a majority of the play
ground areas and sporting fields will be within the 100-year boundaries.
This brings up 2 major concerns: 1)The schools proximity to a creek and it's placement in a floodplain pu s
children at risk, not only from flood events, but from accidents involving the creek itself; and 2) most
schools are used as emergency shelters in the event of bad storms, floods, snow storms and man-made
disasters—the schools location near or within a floodplain makes this use of the school impossible.
As this is only the final PUD review, we would recommend that the planned site for the elementary school
be moved to a safer location. Should the developer choose not to move the school, we would ask that a
detailed floodplain study he completed as a part of the building/development permit for the school, and th;.t
flood protection measures be followed and implemented to protect the school and its students from harm.
