Box 758 Greeley, Colorado 80632 Dear Commissioner Geile, I received your letter of May 14 regarding the funding of the start-up costs of the City and County of Broomfield's Dept. of Health and Human Services. I appreciate your support of the use of Colorado Works short term reserve funds and federal pass through funds to cover these costs. As you raised a concern about the child welfare allocation process, I want to clarify that the current fiscal year allocation given to counties in accordance with the formula agreed upon by the Child Welfare Allocation Committee and the State Dept. remains unchanged. Weld and all other counties will receive and be able to spend all of their allocation should they need to. I am proposing to incorporate Broomfield into the closeout process, which is an administrative function separate from the allocation process overseen by the Child Welfare Allocation Committee. With respect to the use of county administration and child care funds, I feel that Broomfield's expenses for administrative costs in those areas are no different than any other county's and are therefore eligible for reimbursement. I do appreciate your concern about the impact of incorporating the financial needs of a new county into processes that did not anticipate such an event. We are committed to prioritizing our funding processes in order to minimize the impact to other counties wherever possible while still trying to meet the legitimate expenses of Broomfield. I would also like to take this opportunity to thank Weld County for its role in working with Broomfield, its neighbor counties and the State on a wide range of issues related to the creation of a new county department of human services. Your participation and cooperation is much appreciated.
