The Weld County Public Works Department has reviewed this PUD substantial change request.
COMMENTS:
Internal Roadways: It has come to the attention of the Public Works Department that the intersection of State
Highway 66 and the I-25 Frontage Road does not have the capacity to safely convey the traffic demand proposed
in the northeast quadrant of the MUD. This information was provided to the Public Works Department as part of
a Traffic Impact Study for a proposed development.
Originally, the I-25 Frontage Road was proposed to be upgraded to a minor arterial. We now understand that this
minor arterial must redirect the traffic load away from the frontage road to provide adequate spacing between
signals. We propose this road to be constructed along the WCR 9.5 half-section line. Unfortunately, the bridge
crossing at the St Vrain Creek has already been built. This minor arterial will, therefore, have to curve from the
frontage road alignment to the WCR 9.5 alignment through a subdivision. The WCR 9.5 alignment will need to
accommodate a 55 mph design speed (approximately 1200'radius). It is not possible with the map included in my
packet to determine if the road shown meets this criteria.
Redirecting a minor arterial through the subdivision at an acceptable design speed constitutes a substantial change
to the nearby roadways and the land use.
RECOMMENDATION: Approval
DEVELOPMENT CONDITIONS (If Approved):
The alignment of WCR 9.5 shall be designed to meet the county standards for a minor arterial in an urban
area.
D A new traffic impact study and drainage study shall be required to evaluate the proposed land use changes.

The Weld County Department of Public Health and Environment has reviewed this proposal.
The application has satisfied PUD Ordinance No. 197 in regard to water and sewer service. Water will
be provided by Little Thompson Water District and sewer will be provided by St. Vrain Sanitation
District.
In the previous Change of Zone referral comments, the Department was concerned about the
management of waste water, flies, dust and odors from the Equestrian Center. It appears the
Equestrian Center has been eliminated from the new proposal, so those concerns are no longer an
issue. Also, some residential lots have been replaced with light industrial and office development. As
you are aware, the commercial, industrial and office uses in the development will be subject to the Site
Plan Review process once they are identified. The Department will conduct additional review of those
uses at that time.
Previous referral comments, dated August 9, 1999, appear to still be applicable, and will be re-stated as
part of this referral. They are:
1) The applicant shall obtain water and sewer service from the Little Thompson Water District and
the St. Vrain Sanitation District.
2) The applicant shall obtain a storm water discharge permit from the Water Quality
Control Division of the Colorado Department of Public Health and the Environment, if
required. Silt fences shall be maintained on the down gradient portion of the site during
all parts of the construction phase of the project.
3) During development of the site, all land disturbance shall be conducted so that nuisance
conditions are not created. If dust emissions create nuisance conditions, at the request of the
Weld County Health Department, a fugitive dust control plan must be submitted.
4) In accordance with the Regulations of the Colorado Air Quality Control Commission any
development that disturbs more than 5 acres of land must incorporate all available and practical
methods which are technologically feasible and economically reasonable in order to minimize
dust emissions.
a) If land development creates more than a 25 acre contiguous disturbance, or exceeds 6
months induration, the responsible party shall prepare a fugitive dust control plan, submit an air
pollution emissions notice, and apply for a permit from the Colorado Department of Public Health
and Environment.

Dear Julie:
Thank you for referring the Riverdance PUD Rehearing to the School District. The projected student impact upon the St.
Vrain Valley School District of what appears to be the possibilty of 499 new units on 466.45 acres is a total of 296
students. Any students living in this subdivision would attend Mead Elementary School, Mead Middle, and Skyline High
School under the present school boundaries. However, due to potential growth in these schools this development and
other existing developments in this feeder could be placed in another attendance area in the future. Bus transportation
would likely be required.

The District is on record as not opposing growth so long as the growth is planned and is manageable from a student
enrollment standpoint. This development would impact all levels of schools in the current attendance area. While there
are new schools planned in this area which should reduce overcrowding, there are other approved developments which
would, together with this proposal, have a significant cumulative impact on these schools.
As the volume of developments increases in this attendance area with no alleviation of the existing overcrowded
conditions, the ability to provide the same quality education for these new students that is provided students in other
areas becomes increasingly difficult. Therefore, the District would oppose this land use amendment because it would
add to the enrollment of an already overcrowded school. Should this proposal be considered for approval, the District
would request the cooperation and participation of the developer and County in working towards mitigating the impacts
on the schools. This mitigation would include the calculation and payment of an appropriate cash in-lieu of land
dedication fee to address the capacity concerns and the need for future school sites (per the attached chart). Please
