They have not been fCtirlaI4I dpproJed by-tfieWeld County Council.*** Minutes 7:71 FEB 28 PH 2: 15 WELD COUNTY COUNCIL January 16, 200AEC; ,./ED Tape 156AB The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday, January 16, 2001 6:30 p.m. ROLL CALL: The meeting was called to order by temporary chair Councilman Dwaine Kurtz. Councilman Mitchell Martin was excused. Councilwoman Jody Malone and Councilwoman Joyce Smock were present constituting a quorum of the members. Councilman Douglas Rademacher arrived at 6:40 p.m. Also present: Mr. Tom Teixeira and the Council secretary, Bev Thomas. REVIEW PROGRAM: Councilman Kurtz introduced Mr. Tom Teixeira, Executive Director of the Greeley/Weld Housing Authority. Mr. Teixeira shared the mission of the Weld County Housing Authority, to provide safe and sanitary housing to low income residents of Weld County. He explained that this is accomplished through several programs. The Rent Assistance Program currently assists 458 families with their rent and has an annual budget of$2,026,3587".“ chan9e4 -lo cnmwlw as corrected Litalen.M The Home Rehabilitation Loan Program rehabilitated 14 houses in 2000. The program is funded by Federal Community Development Block Grant funds received from the Colorado Division of Housing and from the Authority's revolving loan program. The Authority administers a $60,00 Weld County Shelter Grant to the three homeless shelters in Weld County. The Public Housing and Property Management Program has 64 Senior housing units located in Greeley and Dacono. ELECTION OF OFFICERS: Council President Councilwoman Joyce Smock nominated Councilman Dwaine Kurtz for 2001 Council President. The motion was seconded by Councilwoman Jody Malone and carried unanimously. Council Vice President Councilman Douglas Rademacher made a motion that Councilwoman Joyce Smock be the Council's 2001 Vice President. AGENDA ADDITIONS/APPROVAL: The agenda was approved with no additions. APPROVAL OF MINUTES: Councilman Douglas Rademacher made a motion that the December 29, 2000 Council minutes be approved. The motion carried. PUBLIC COMMENT: There was no public comment. UNFINISHED BUSINESS: There was no unfinished business. NEW BUSINESS: CORRESPONDENCE: Council members asked to receive a copy of the January 9, 2001 certified letter received from Beem and Mann, Attorneys at Law. COORDINATOR REPORTS: Councilwoman Jody Malone reported on the January 8 Elected Officials meeting. It was noted during 2001 Weld County property will be reassessed and therefore it would be appropriate to schedule Weld County Assessor, Mr. Sessions, to speak at a Weld County Council meeting. PAYMENT OF THE BILLS: Vice President Joyce Smock made a motion that the bills be paid as listed: Mileage for Councilwoman Jody Malone $46.36 Mileage for Councilman Mitchell Martin $19.52 Mileage for Councilman Douglas Rademacher $34.16 Mileage for Councilwoman Joyce Smock $73.20 Postage/printing for Bev Thomas $41.26 The motion carried. ADDITIONS: 1. Resolution 131 RE: 2001 Meetings Councilman Douglas Rademacher made a motion Resolution 131 RE: the Council's 2001 meeting day be approved. Councilwoman Joyce Smock seconded and the motion carried. • 2. Report to the People Fourth Quarter 2000 The fourth quarter 2000 Report to the People was approved by the Council. ***These minutes are for informational purposes only. Resolution 132 and 133 RE: Mr. Oster and Mr. Roberts Councilman Douglas Rademacher made a motion to approve Resolution 132 and Resolution 133 thanking former Council members Oster and Roberts. Councilwoman Joyce Smock seconded the motion and it carried.
