COMMENTS AND OBJECTIONS: It is understood the asphalt project would need twenty (20) acres of the farm they purchased and would be across the railroad tracks which go through both applicant's and objector's property. There is one gas well on the objector's property, and dust created by applicant's operations could interfere with the separator and tank battery connected with the well. The noise and pollution from the asphalt operation, together with the increased heavy traffic could make objector's property less desirable for residents of the existing buildings thereon. It is understood a similar operation was refused by Adams County on the grounds stated. Objector does not want to decrease the value of her farm in making it a less desirable place to live. Lupton Weld County, Colorado (LSC # 010040) Dear Mr. Martin: We are pleased to submit our report of the traffic impacts of the proposed Asphalt Specialties - Ft. Lupton development in Weld County, Colorado. This study first provides a summary of existing and planned future roadway and traffic conditions in the vicinity of the proposed site. It then provides estimates of the amount and directional distribution of traffic that will be generated by the proposed operation as well as estimates of existing plus project-generated traffic volumes on the surrounding road system. Year 2010 background and total traffic are also provided. Finally, the impacts of the project's generated traffic are evaluated and recommendations are made regarding roadway improvements. Site Location and Proposed Use The 80-acre project site is located approximately three miles south of Ft. Lupton, Colorado, and immediately east of Weld County Road (WCR) 27 between WCR 6 on the south and WCR 8 on the north. All access is planned at a single access point onto WCR 27, about 0.4 miles north of WCR 6. Activity at the site is proposed to include the production of both concrete and asphalt. Existing Roadway Characteristics Figure 1, enclosed, illustrates the site location relative to the nearby roadway system. Figure 2 illustrates the existing lane geometry and traffic control at the intersections of WCR 27 with WCR 6 and WCR 8 and the intersections of State Highway (SH) 85 with WCR 6 and WCR 8. In the vicinity of the site, WCR 27 is a paved, two-lane, north/south route providing continuity between 14th Street on the north and Bromley Lane on the south. West of WCR 27, WCR 6 and WCR 8 are both paved, two-lane, east/west routes providing access to SH 85. At its intersections with WCR 6 and WCR 8,it has two through lanes, an exclusive left-turn lane, and an exclusive right- turn lane on both the northbound and southbound approaches. Acceleration lanes are also provided for eastbound to southbound and westbound to northbound traffic entering SH 85. Future Roadway Characteristics From discussion with Weld County staff, it was identified that the intersection of WCR 6 and SH 85 will be improved by the Year 2003. The improvements will include construction of exclusive eastbound and westbound right-turn lanes, SH 85 re-pavement in the vicinity of WCR 6, lengthening of the existing acceleration and deceleration lanes to their appropriate lengths, and signalization. A SH 85 west frontage road with acceleration and deceleration lanes at all public roads is also planned and will extend from WCR 2 to WCR 8. These improvements were assumed completed by the Year 2010. In addition, the intersections of WCR 27 with WCR 6 and WCR 8 will be improved to include increased radii and in some cases auxiliary lanes. It is not known at this time exactly the extent of these improvements and therefore they were not included in the Year 2010 intersection capacity analyses. Existing and Future Background Traffic ^ Figure 1 also illustrates existing peak-hour intersection turning movement traffic volumes in the vicinity of the Asphalt Specialties-Ft. Lupton development. Separate heavy vehicle volumes were also included based on percentages obtained from traffic counts. The percentages were further verified with 1996 CDOT Traffic Data. The existing traffic counts were conducted in January 2001 by Counter Measures, Inc. Printouts of all count data are contained in Appendix A. Year 2010 volumes for WCR 6 and WCR 27 were obtained from discussions with Weld County staff. The volumes were based on an ongoing Weld County Functional Classification Study by Felsburg, Holt, and Ullevig. Growth factors were calculated based on existing and Year 2010 volumes. The resulting factors are as follows: 2.1 - WCR6 east and west of WCR 27 2.1 - WCR 8 east and west of WCR 27, 2.7 - WCR 27 north and south of WCR 6. Although data for WCR 8 was not available, it was assumed to have the same growth factor as WCR 6. The nine-year growth factor for SH 85 is approximately 1.3. This factor was deter- mined from interpolation of the 1996 CDOT 20-Year growth factor for SH 85 in the vicinity of the site. Figure 3 illustrates the projections of 2010 background traffic based on the growth factors described above. Volumes at the intersection of WCR 6 and SH 85 were adjusted to correlate with volumes from the WCR 6 and SH 85 Study by Gene Coppola. A copy of the appropriate '-- figures can be found in Appendix B. The background heavy vehicle volumes are also shown and were based on current heavy vehicle percentages. The background traffic is the future traffic Mr. Tug Martin Page 3 February 12, 2001 volume on the area roadways without the expected traffic generated by the site and forms the basis for evaluating the impacts that traffic generated by the Asphalt Specialties - Ft. Lupton development will have on the surrounding roadway system. Estimated Traffic Generation Based on information supplied by the applicant, the following peak season daily traffic generation activities are projected: • Concrete/Asphalt Trucks: 320 trips/day; • Employees and Vendors: 40 trips/day. For the purposes of this analysis, peak day,peak season traffic generation estimates were made and should be considered conservatively high. Based on these estimates, the Asphalt Specialties - Ft. Lupton development is projected to generate a total of 360 peak-day vehicle- trips, or 180 vehicles entering and 180 vehicles exiting the site during a peak work day. It is assumed that peak-hour activity as a percentage of total weekday activity is the same as that published by the Institute of Transportation Engineers in the 1996 edition of Trip Generation as they apply to"light industrial" land uses. As a result, 14.6 percent (28 entering and 24 exiting vehicles) are projected during the morning peak-hour and 13.9 percent (23 entering and 27 exiting vehicles) are projected during the evening peak-hour. Of the total vehicle-trips, it is estimated that six(five entering and one exiting)will be made by employees/other light vehicles in the morning and five (one entering and four exiting) will be made by employees/other light vehicles in the evening. Table 1 provides a summary of the expected traffic generation of the Asphalt Specialties - Ft. Lupton development. Table 1 TRIP GENERATION (1) Asphalt Specialties-Ft. Mr. Tug Martin Page 4 February 12, 2001 Estimated Traffic Distribution and Assignment Based on estimates from Banks and Gesso, LLC, about 50 percent of the traffic generated by the Asphalt Specialties - Ft. Lupton development would be oriented to and from the north on WCR 27. The remaining 50 percent would be oriented to and from the south on WCR 27. Further breakdown of the traffic distribution at the study intersections is indicated on Figure 4. Application of these percentages to the peak-hour generation estimates of Table 1 yields the intersection traffic assignments shown on Figure 5. Also shown in Figure 5 are the total passenger car equivalents (PCEs) for the movements affected by the trip distribution and assignment. The number of PCEs is based on the provision in Section 2.3-4e of the Colorado State Highway Access Code where it states that a passenger car equivalent of three for each truck and combination of 40 feet or longer should be used. It is assumed that all of the heavy vehicles entering and exiting the Asphalt Specialties - Ft. Lupton development will be 40 feet or longer. Finally, Figures 6 and 7 illustrate Year 2001 and 2010 total volumes which are the combination of background (Figures 1 and 3) and project-generated (Figure 5) traffic. Again, passenger car equivalents are indicated for movements affected by the proposed Asphalt Specialties - Ft. Lupton development. Capacity Analyses In order to assess the impacts of the proposed Asphalt Specialties - Ft. Lupton development, related capacity analyses have been performed which compare existing and future background traffic operating conditions (Figures 1 and 3) with those reflecting the addition of project- generated traffic (Figures 6 and 7). The methodology used is that presented in the 2000 edition of the nationally accepted Highway Capacity Manual published by the Transportation Research Board of the National Academy of Sciences. The concept of Level of Service (LOS) is used as a basis for computing combinations of roadway operation conditions. By definition, six different Levels of Service are used (A, B, C, D, E, and F) with"A"being a relatively free-flow condition and "E" representing the "capacity" of a given intersection or traffic movement. The capacity analyses assume the present roadway geometry for the short term (existing and existing plus project-generated) and the expected improvements of the intersection of WCR 6 and SH 85 for the long term (2010 background traffic and 2010 total traffic). Table 2 summarizes the results of the LOS analyses. Computer printouts containing output from Synchro version 5 software (which uses the 2000 Highway Capacity Manual methods) are included in Appendix C. Short Term Traffic Impacts At the intersection of WCR 6 with SH 85, the eastbound and westbound approaches currently operate at LOS "D" and "C", respectively, for the morning peak-hour and "F" for the evening peak-hour. With the addition of project-generated traffic, all movements will continue to operate at current Levels of Service with the exception being the westbound approach which will decline to LOS "E" in the morning peak-hour. In addition, the overall intersection Level Mr. Tug Martin Page 5 February 12, 2001 of Service for the evening peak period will decline from LOS "A" to LOS "C". However, the side street volumes at the intersection of WCR 6 and SH 85 for the short term scenarios are low with or without the addition of project-generated traffic and do not warrant a traffic signal. All of the other study intersections and turning movements under the short term scenario operate at excellent Levels of Service (LOS "A") or better with or without the addition of project- generated traffic. 2010 Traffic Impacts A signalized intersection analysis of the 2010 background and total traffic at the intersection of WCR 6 and SH 85 was performed and subsequently yielded very good results(all movements performed at or better than LOS"B"). Again,this analysis assumed that the planned improve- ments and signalization of WCR 6 and SH 85 were completed. All other intersections will operate at an excellent Level of Service (LOS "A") with or without the addition of project- generated traffic. Some minor street movements are expected to experience long delays (in excess of 50 seconds) but their volumes are not enough to warrant signalization. Figure 8 shows the average daily impacts due to the site traffic including the daily number of heavy vehicles generated by the Asphalt Specialties - Ft. Lupton development and indicates that these daily traffic impacts are minimal. The project-generated traffic will be accountable for no more than 7.5 percent of the anticipated daily traffic on any of the area roads. Truck Impacts on Pavement Condition The destructive effect of repeated wheel loads is the major factor which contributes to the deterioration of roadway pavements. Since both the magnitude of the load and the number of repetitions are important, provision is made in pavement design procedures to allow for the effects of the number and weight of all axle loads expected during the design period. The Colorado Department of Transportation (CDOT) uses pavement design procedures which convert traffic data to 18 Kip equivalent single-axle load applications (18K ESAL). 18 Kip or 18,000 lbs is the maximum legal load allowed on a single axle. CDOT uses the following load equivalency factors for flexible pavement design: • passenger vehicle: 0.003 • single-unit trucks: 0.249 • combination trucks: 1.087 The latter category includes most of the concrete trucks, dump trucks, and tractor trailer combinations that would be hauling materials to and from the proposed Asphalt Specialties - Ft. Lupton development. 18k ESAL's have been calculated for Asphalt Specialties- Ft. Lupton on WCR 27 in the vicinity of the site access where truck loading will be the highest as shown in Table 3, using the CDOT load equivalency factors and assumptions regarding the breakdown of traffic into the various vehicle classifications. Note that half of the combination units were assumed to be unloaded with a load equivalency factor of 0.249. Based on these assumptions, the proposed Asphalt Mr. Tug Martin Page 6 February 12, 2001 Specialties - Ft. Lupton development will generate about 133,675 ESAL's by the Year 2010, or a 26 percent increase in ESAL's over the background traffic. Recommendations In both the short and long term scenarios,the northbound and southbound approaches to the site access do not need deceleration lanes based on their Levels of Service. However, according to specifications from the Colorado Department of Transportation, in instances where the posted speed limit is higher than 40 mph and there is a high percentage of trucks, deceleration and acceleration lanes are needed. Based on these requirements, the following recommendations regarding the intersection of WCR 27 with the Asphalt Specialties - Ft. Lupton site access are made: 1. Based on the posted speed limit of 40 mph in the vicinity of the site, it is recommended that a right-turn deceleration lane of 515 feet (370 foot deceleration lane and a 145 foot taper) and a right-turn acceleration lane of 525 feet (380 foot acceleration lane and a 145 foot taper) be constructed. In addition, a southbound left-turn lane of 554 feet (370 foot deceleration lane, 144 foot taper, and 40 feet of storage) is recommended. According to the Colorado State Highway Access Code, each auxiliary lane must be built to full length and width. Summary and Conclusions Based upon the foregoing analyses, the following conclusions can be made concerning the traffic impacts of the proposed Asphalt Specialties - Ft. Lupton development: 1. During the peak hauling season, the Asphalt Specialties - Ft. Lupton development is expected to generate a total of 320 heavy vehicle-trips and 40 passenger vehicle/ other light vehicle trips. During the morning peak-hour, about 52 vehicle-trips will be generated (28 entering and 24 exiting) while during the evening peak-hour, 50 vehicle-trips are expected (23 entering and 27 exiting). 2. About 50 percent of the proposed vehicle activity is expected to be oriented to and from the north on WCR 27.The remaining 50 percent of the proposed vehicle activity is expected to be oriented to and from the south on WCR 27. 3. Peak-hour Level of Service analyses indicate that the addition of project-generated traffic will have minimal impact on all intersections except at WCR 6 and SH 85 where the Level of Service is expected to decline to "C" for the Year 2001 evening peak-hour. However, the intersection is planned to be improved and signalized by the Year 2003, which will result in a very good Level of Service (LOS "B" or better) for both the morning and evening peak periods. 4. The Asphalt Specialties- Ft. Lupton development will result in a 26 percent increase in 18k ESAL's on WCR 27 in the vicinity of the site access. Mr. Tug Martin Page 7 February 12, 2001 5. By the Year 2010, the Asphalt Specialties - Ft. Lupton development will account for 1.7 percent of total traffic and 25.8 percent of side road traffic at the intersection of WCR 6 and SH 85. 6. The traffic impacts of the proposed Asphalt Specialties- Ft. Lupton development can be accommodated by the existing roadway system with the improvements recommended herein.
