Enclosed is a copy of the preliminary plan for Senate and House of Representatives districts adopted
by the Reapportionment Commission pursuant to section 48 of article V of the state constitution.
The plan includes maps of the proposed districts, statistical reports covering population, racial and
ethnic data, voter registration, selected election results, and compactness, as well as narrative
descriptions of the Commission process,the legal criteria for legislative districts, census population
data, how to contact the Commission, and salient features of each district.

PRELIMINARY PLAN
Description of Commission Process
The Colorado Reapportionment Commission convenes every 10 years in accordance with article V,
section 48 of the state constitution. Its job is to redraw the boundaries of districts in the state House
of Representatives and the state Senate. Its work schedule is set by the state constitution.
The Commission consists of I I members: Four legislators, three members appointed by the
Governor, and four members appointed by the Chief Justice of the Colorado Supreme Court. The
state constitution specifies that members must be from various geographic areas of the state and that
no political party can have more than 6 commissioners.
The Commission held its first meeting on May I I, 2001. It has met biweekly and considered
proposals for 8 regions of the state. Many citizens have testified before the Commission and have
provided information about Colorado geography, demographics, and communities of interest. The
Commission adopted its preliminary plan for the Senate on August 28 and for the House on August
30. These plans are the subject of public hearings currently being held in 22 locations around the
state to gather public input. After completion of the hearings, the Commission will meet again to
consider changes and to adopt a final plan.
The final plan must be filed with the Colorado Supreme Court by December 7. The Court will rule
on objections to the plan.and the state constitution requires that the plan be filed with the Secretary
of State for implementation by February 13, 2002.
Legal Criteria for Districts
State and federal law require the Reapportionment Commission to apply a number of criteria in
drawing plans for House of Representatives and Senate districts. The Colorado Supreme Court has
indicated that these criteria have the following hierarchy:
1. The equal population requirements of the 14th Amendment to the U.S. Constitution and the
provisions of the 15th Amendment that protect the right to vote;
2. The federal Voting Rights Act,which guarantees to racial,color,and language minorities an
equal opportunity to participate in the political process and to elect representatives of their
choice;
3. The state constitutional requirement that there be no more than a 5%difference in population
between the smallest and the largest districts in a plan;
4. The state constitutional limitations on splitting counties and municipalities;
5. The state constitutional mandates of compactness and contiguity;
6. The state constitutional provision on maintaining communities of interest within a district.
The Commission recognized that other criteria can be applied, such as avoiding contests between
incumbent legislators or creating politically competitive districts,but that these criteria have a lower
priority than the federal and state criteria enumerated above.
Population Data
Compliance with equal population requirements is determined by using data from the 2000 federal
census. This data is furnished by county,precinct(sometimes referred to as a"voting district"),and
census block. The data is broken down by racial and ethnic goup and by voting age. i.e.,how many
are 18 years old or over, and how many are less than 18.
The Census Bureau asked people whether they were Hispanic or non-Hispanic. It also asked people
to report themselves in 6 racial categories: White, Black or African-American, Asian, American
Indian or Alaska Native, Native Hawaiian or other Pacific Islander, and Other. For the first time,
people were allowed to report themselves in more than one racial category. The 126 possible racial
and ethnic categories made the Commission's analysis of this data a daunting task.
The Commission's racial and ethnic reports combine many of these categories. The reports on the
preliminary plans include figures for Hispanics (of any race) and non-Hispanics broken down
according to the 6 racial categories. Multi-racial persons are allocated and reported according to the
January 18,2001,U.S. Department ofJustice Guidance Concerning Redistricting and Retrogression
Under Section 5 of the Voting Rights Act.

DESCRIPTIONS OF SENATE DISTRICTS IN THE PRELIMINARY PLAN
Eastern Plains
District 1 This district consists of whole counties in the rural northeast portion of the state,
together with the northern portion of Lincoln County and the eastern portion of Weld
County. It also includes the rural eastern portion of Arapahoe County and the rapidly
growing county of Elbert.
District 2 This district includes the whole counties of Baca,Bent,Cheyenne,Crowley, Kiowa,
Kit Carson, Las Animas, Otero, and Prowers in the southeast quadrant of the state,
as well as the remaining portion of Lincoln County. To equalize population, the
district includes the southeast portion of El Paso County, including the community
of Security-Widefield.
Central and Southern Colorado
District 3 This district is dominated by the city of Pueblo, which remains whole. It has a
Hispanic population of 40.44%.
District 4 This is a central mountain district that includes many of the ski and other recreation
communities of the state. It encompasses the whole counties of Gunnison,Chaffee,
Lake, Pitkin, Eagle, and Summit. It also includes the North Park area in southern
Grand County.
District 5 The 6-county San Luis Valley area, together with Huerfano, Custer, and Fremont
Counties and the remaining portion of Pueblo County, comprise this district. Its
Hispanic population is 27.30%.
Western Slope
District 6 This district is somewhat smaller in area than the current senate district, since the
population of southwest Colorado has grown faster than the state average. This
district extends from the southern border of the state to the eastern part of Montrose
County and the city of Montrose.
District 7 District 7 includes the rest of Montrose County and the bulk of the population in
Mesa County.
District 8 This northwest Colorado district includes all of Moffat, Routt,Jackson, Rio Blanco,
Delta. and Garfield Counties and the remaining parts of Grand and Mesa Counties.

El Paso County
District 9 This district lies in the northeastern part of El Paso County. It is bounded by 1-25
along much of its western side, and by East Woodmen Road and State Highway 94
on the south. It includes the Woodmoor, Monument,and Black Forest communities
and dips into the northern part of the city of Colorado Springs.
District 10 This El Paso County district is found to the south of District 9. It includes a portion
of central Colorado Springs and the Cimarron Hills area.
District 11 This El Paso County district extends west to capture Manitou Springs and south to
capture part of the Stratmoor area. The remainder of the district includes nearly one-
third of the population of Colorado Springs. It is the most politically competitive
senate district in the city, with 34% of its registered voters Republican, 30%
Democrat, and 36% unaffiliated.
District 12 This district includes all of Teller County and the western portion of El Paso County.
It extends north to the Douglas County border and includes the Air Force Academy
and Fort Carson. It includes about one-fifth of Colorado Springs' population.
Western Boulder, Clear Creek, and Gilpin Counties
District 13 This large rural district includes all of Clear Creek and Gilpin Counties,the western
portion of Jefferson County,and the western and northern portions Boulder County.
In Boulder County,it includes Nederland,Ward,and Lyons and about one-fourth of
the City of Boulder's population.
Larimer and Weld Counties
District 14 This Larimer County district includes all of the City of Fort Collins and a small
portion of unincorporated Larimer County.
District 15 This large rural district includes all of Larimer County except for the City of Fort
Collins. It also includes the Larimer County portion of Windsor.
District 16 This Weld County district extends west to the Larimer County border,north to Weld
County Road 86, east to Weld County Road 47,and south to Weld County Road 40.
It includes all of the City of Greeley and the Weld County portion of Windsor.
Eastern and Central Boulder County
District 17 This eastern Boulder County district extends from Longmont in the north through
the Cities of Louisville and Lafayette in the south. It is shaped generally like a"J;"

with North 95"' Street as its western boundary in the central portion and Cherryvale
Road and the Denver-Boulder Turnpike as its western boundary in the south.
District 18 This district is in southeastern Boulder County. It includes all of the new City and
County of Broomfield that forms its southern and eastern border. To capture
Broomfield, this district extends into the current Adams, Jefferson. and Weld •
Counties. The rest of the City of Boulder forms its northwest border.
Jefferson County

District 19 This district includes about 85,000 people in northeast Jefferson County and nearly
36,000 people in western Adams County. It includes part of the City of Arvada and
about three-fourths of Westminster's population.
District 20 This northeastern Jefferson County district extends east to Adams County, north to
72n° Avenue, and south to Colfax Avenue. It includes all of Wheat Ridge. The City
of Golden forms its western border and part of its southern border.
District 21 This district is south of District 20 and extends east to Denver and northwest to the
eastern edge of Golden. The district includes about three-fourths of the City of
Lakewood.
District 22 This Jefferson County district extends south to Roxborough Park,east to the Denver
and Arapahoe County borders, north to West Alameda Boulevard, and west almost
to Clear Creek County.
Adams and Southwestern Weld Counties
District 23 Most of this district's territory is in southwestern Weld County,although the majority
of its population is in Adams County. It extends north to the edge of Greeley and
south into Adams County. It includes parts of Northglenn, Westminster, and
Thornton.
District 24 This Adams County district begins at the north boundary of Denver and extends
north to 112' Avenue. It includes parts of Thornton, Northglenn, and Westminster
and the communities of Welby and North Washington.
District 25 This district wraps around Denver International Airport from Weld County in the
north to Arapahoe County in the south. It includes the City of Bennett, the Adams
County portion of Brighton, parts of Northglenn and Thornton, and the rural eastern
portion of Adams County.

Arapahoe and northern Douglas Counties
District 26 This district includes portions of Arapahoe and Douglas Counties. It extends north
to Denver, west to Jefferson County, south through Highlands Ranch, and east
through Lone Tree. It includes all of Highlands Ranch and most of the Arapahoe
County portion of Littleton.
District 27 This district stretches along the southern border of Arapahoe County. It extends west
to the City of Littleton and east to southeastern Aurora. It includes the new City of
Centennial, small portions of the Cities of Littleton and Aurora. and the Southglenn
and Castlewood areas.
District 28 This Arapahoe County district lies on the eastern boundary of Denver. It is
comprised primarily of the City of Aurora. Thirty-five percent of its voters are
registered Republicans, 30% are Democrats, and 35% are unaffiliated.
District 29 District 29 is in northern Arapahoe County,just east of Denver and north and east of
District 28. It includes a little less than half of Aurora's population. Approximately
22%of its population is Hispanic, and 17% is Black.
Douglas and Park Counties
District 30 This district includes Park County, southern Jefferson County, and all of Douglas
County except for the Highlands Ranch area and Lone Tree.
City and County of Denver
District 31 This southwestern Denver district extends to the Jefferson and Arapahoe County
borders and includes the Marston and Bear Valley neighborhoods. Its residents are
42% Hispanic. Its unusual shape is due to following the Denver boundary.
District 32 The population of this district includes about 66.000 from Denver and 56,000 from
Arapahoe County. It includes the Denver neighborhoods of Cherry Creek and
Cheesman Park and extends into Arapahoe County to capture the cities of Sheridan,
Cherry Hills Village. and Greenwood Village. Registered voters in the district are
31% Republican, 34°o Democrat, and 34% unaffiliated.
District 33 This northeastern Denver district includes the Montbello neighborhood and Denver
International Airport. It is the most racially balanced senate district in the state. Its
residents are 35% Black.the highest of any senate district in the state,28%Hispanic,
and 32°%° White.

District 34 This northwestern Denver district extends north to Adams County and west to
Jefferson County. Its residents are 57% Hispanic, the highest of any senate district
in the state. It includes downtown Denver and the Highlands neighborhood.
District 35 This district is located in the southeastern part of Denver and includes the Arapahoe
County enclaves of Glendale and Holly Hills.
DESCRIPTIONS OF HOUSE DISTRICTS IN THE PRELIMINARY PLAN
City and County of Denver
District 1 The irregular shape of this southwest Denver district is caused by following the
boundary of the City and County of Denver. In order to comply with equal
population requirements, the Commission added the city of Sheridan to District 1,
which also increased the Hispanic population of the district.
District 2 This central-west Denver district consolidates Hispanic voting strength. Hispanics
make up 58.43%of the total population of the district,which is the largest Hispanic
percentage of any district in the state.
District 3 District 3 includes nearly 40,000 residents of Denver and approximately 27,000
residents of Arapahoe County. The boundary of the district keeps Cherry Hills
Village whole.
District 4 The northwest corner of Denver forms House District 4, which has an Hispanic
population of 54.93%.
District 5 The Hispanic population in this north-central district is 50.95%. The boundary
between Districts 5 and 8 is a line that divides predominantly Hispanic precincts on
the west from predominantly Black precincts on the east.
District 7' This district in northeast Denver is made up of 35.76%non-Hispanic Blacks, 26.64%
Hispanics, and 32.37% non-Hispanic Whites. The district contains the Montbello
neighborhood, a portion of Park Hill, and Denver International Airport. The
awkward shape of the district is due to the area annexed to Denver for the airport.
1. Due to the fact that Denver did not grow as fast as the rest of the state.and Douglas County grew faster,the district
numbered 6 is now found in Douglas County.

District 8 Non-Hispanic blacks comprise 31.93% of the total population of this north-central
Denver district. The population of the district also includes 41.70% non-Hispanic
whites; and 21.91% Hispanics. The district contains a majority of the Park Hill
neighborhood.
District 9 This east-central district includes the Cherry Creek,Washington Park.and University
neighborhoods. It also includes the Arapahoe County enclaves of Glendale and Holly
Hills.
District 10 This district lies entirely within the City and County of Denver. It runs from Monaco
Parkway on the west to the city limits on the east and includes the neighborhoods of
Lowry, Hampden, and Hampden South.
Boulder County
District 11 This district begins in the northwestern portion of the City of Boulder and extends
northeast to include the northern portions of Longmont.
District 12 This district includes the southeast portion of Longmont and the Cities of Lafayette
and Louisville.
District 13 This district includes all of Clear Creek and Gilpin counties, the rural areas of
Boulder County, and the southwest portion of the City of Boulder.
District 14 This district includes the remainder of the City of Boulder and runs up the east side
of the Longmont diagonal, including the Gunbarrel area.
El Paso County
District 15 This district includes the eastern portion of Colorado Springs and the Cimarron Hills
area of central El Paso County.
District 16 This district is in central Colorado Springs and is almost entirely within the city
limits.
District 17 This district includes the southeastern precincts of Colorado Springs and runs south
to the El Paso county line. It includes Fort Carson. It is a politically competitive
district with 33.72% registered Republicans and 30.06% registered Democrats.
District 18 This district runs along an east-west axis from south central Colorado Springs to
Manitou Springs. The total minority population is 27.22%, and it is a politically
competitive district.

District 19 This district covers the rural portions of eastern El Paso County and the communities
of Security-Widefield and Fountain.
District 20 This district covers the north central portion of El Paso County and stretches south
into Colorado Springs. It includes the communities of Woodmoor. Monument, and
Gleneagle and the Air Force Academy.
District 21 This district covers the western portion of El Paso County. It includes 7.080 people
from Fremont County, including the town of Penrose. as needed to comply with
equal population requirements.
District 22 This district covers the north central precincts of Colorado Springs. It is almost
entirely within the City of Colorado Springs.
Jefferson County
District 23 This district is similar to the current District 23. It includes a part of northern
Lakewood and the City of Golden.
District 24 This district is made up of the centrally-located Jefferson County municipalities of
Wheat Ridge and Edgewater and a part of northern Lakewood.
District 25 This district is composed of western Jefferson County, from Boulder County in the
north to Douglas County in the southeast. It includes the communities of Golden,
Genesee, Morrison, Evergreen, Bergen Park, Conifer, and Aspen Park.
District 26 This district covers the central portion of Lakewood. It runs generally from Sixth
Avenue on the north to Jewell Avenue on the south and from Sheridan Boulevard on
the east to 1-70 on the West.
District 27 This district includes most of Arvada. It runs generally from 58'" Avenue on the
south to 84ih Avenue on the north and from Sheridan Boulevard on the east to Indiana
Street on the west.
District 28 This district shrinks from its current configuration to compensate for the population
growth in the unincorporated portion of the southwest Denver metropolitan area. It
contains the communities of Ken Caryl and Columbine.
District 29 This district encompasses the Jefferson County portion of Westminister and the
northern portions of Arvada. The Preliminary Plan divides Westminster among 4
districts, down from the 7 districts that were in effect during the 1990's.

District 30 This district covers the southern portion of Lakewood and unincorporated
metropolitan portions of Jefferson County. It is bounded on the east by the City and
County of Denver, on the west by Morrison, on the north by Jewell Avenue, and on
the south by Bowles Avenue.
Adams County
District 31 District 31 lies in the northwest corner of Adams County,just east of the new City
and County of Broomfield.
District 32 This district lies in central Adams County, just north of the City and County of
Denver. It includes Commerce City and parts of Thornton. It has a Hispanic
population of 38.41%.
District 33 This district encompasses the City and County of Broomfield and a portion of
Westminster. Even though the new city and county does not officially exist as of the
date the Preliminary Plan was adopted,the Commission chose to recognize its status
since it will become a legal entity on November 15, 2001.
District 34 District 34 is in a densely populated area in western Adams County near the Jefferson
County boundary. The district includes Federal Heights and portions of Westminster.
District 35 This district lies south of District 34 and directly north of Denver. It includes a
portion of Westminster and the Adams County portion of Arvada.
District 36 District 36 begins just east of District 31 and wraps around Denver International
Airport to encompass the Adams County portion of Aurora. It includes a 37.45%
Hispanic population and a non-Hispanic Black population of 10.10%.
Arapahoe County
District 37 This Arapahoe County district extends along the Arapahoe-Douglas County line, east
of Littleton and south of Greenwood Village. A substantial part of the new City of
Centennial is located in this district.
District 38 District 38 lies in the southwest corner of Arapahoe County and includes the
communities of Littleton and Columbine Valley.
District 39 District 39 consists of the southern portion of Aurora. extending from the eastern
border of Greenwood Village along the Arapahoe-Douglas County line. It includes
Foxfield and the remainder of Centennial.

District 40 This district contains the entire county of Elbert and the eastern portion of Arapahoe
County.
District 41 District 41 is in the City of Aurora,just east of Denver. It is bisected by 1-225.
District 42 This district is located in Aurora, immediately north of District 41. Its total minority
population is 54.13%.
District 43 District 43 lies to the east of Districts 41 and 42 in central Aurora, beginning along
the northern boundary of Arapahoe County and extending south.
Douglas County
District 6 District 6 is a new district in Douglas County that encompasses the majority of
Highlands Ranch.
District 64 District 64 includes the suburban areas of northern Douglas County, including the
communities of Roxborough Park and Louviers in the west, and the cities of Lone
Tree and Parker in the central and eastern part of the district.
District 62 This district includes the remainder of Douglas County and the whole county of
Teller. The current District 62 is located in Summit, Clear Creek, Gilpin, and
northern Jefferson Counties, but the district has shifted to reflect population trends.
Pueblo County and South Central Colorado
District 44 This central Colorado district includes the communities of Crestone and Bonanza in
eastern Saguache County. Whole counties in this district are Park, Chaffee, and
Custer. In addition, the district includes a little over half the population of Fremont
County and part of Pueblo County.
District 45 District 45 contains the north, east, and southeastern portions of Pueblo County,
including Pueblo West and portions of the City of Pueblo. It picks up 14,874 people
in the southeastern portion of Fremont County.
District 46 This district is located largely within the city of Pueblo and has a Hispanic population
of 39.68%.

District 60 This district includes all of the San Luis Valley except the portion of Saguache
County that is in District 44. It reaches northeast through Huerfano County to
include a part of southern Pueblo. This district was reconfigured in 1998 in
accordance with the order of the 10th Circuit Court of Appeals in Sanchez v. State
of Colorado. The voting age population of the district in the Preliminary Plan is
50.29%voting age Hispanic.
Larimer and Weld Counties
District 48 This western Weld County district includes the west half of Greeley. Platteville,
Milliken, Gilcrest. and the 1-25 communities of Johnstown. Mead, Frederick,
Firestone, and Dacono. The district extends south to the Weld County border with
Adams County.
District 49 This district comprises the largest geographic portion of Larimer County. including
the western rural region in the county, and a small part of western Weld County.
Estes Park is in this district. The district wraps around, but excludes, the growing
cities of Ft. Collins and Loveland. It contains the communities of Campion and
Berthoud.
District 50 This district covers the eastern half of Greeley plus Evans and La Salle. Hispanics
make up 38.04% of the total population.
District 51 House District 51 includes the city of Loveland, the Larimer County portion of
Windsor, and the south suburban area of Fort Collins.
District 52 District 52 includes the southern half of Fort Collins. The population of Ft. Collins
has increased faster than the state average in the last decade. requiring additional
representation in the area.
District 53 This district contains the northern halfof the City of Fort Collins, which is divided
along an east-west line.
Western Slope
District 54 The southern portion of Mesa County and the western portion of Delta County
comprise this district. The City of Grand Junction is split between districts 54 and
55 along an east-west line, similar to the current house district line. This district
includes the cities of Fruna and Delta.
District 55 District 55 is a northern and eastern Mesa County district which includes the northern
portion of Grand Junction and the small farming communities east of the city.

District 56 This district includes all of Jackson, Grand, and Routt Counties and the central
portion of Eagle County. Eagle County is split between Districts 56 and 61 on a
north-south line to the east of Avon.
District 57 This northwest Colorado district includes all of Moffat, Rio Blanco, and Garfield
Counties and the El Jebel area of southwest Eagle County. The major communities
in this district include Glenwood Springs, Craig, Meeker, and Rifle.
District 58 District 58 closely matches its current configuration,encompassing the communities
of Telluride, Ouray, and Montrose. The whole counties of Dolores, San Miguel,
Montrose,and Ouray are included,as well as a portion of Delta County. Montezuma
County is split, as in the current house district plan.
District 59 This district includes the communities of Pagosa Springs, Durango, and Cortez. It
is very similar to its current configuration, which includes the eastern portion of
Montezuma County and the whole counties of La Plata, San Juan, and Archuleta.
District 61 This mountainous district includes the easternmost portion of Eagle County, along
with Summit, Pitkin, Lake, Gunnison, and Hinsdale counties.
Eastern Plains
District 47 This lower Arkansas River district contains La Junta,Las Animas,and part of Lamar.
It has a Hispanic population of 33.72%. It also contains the counties of Crowley,
Otero, Bent, Baca, Las Animas, and part of Huerfano County.
District 63 District 63 contains the agricultural areas of central eastern Colorado, including the
counties of Lincoln,Kit Carson,Cheyenne,Kiowa,Yuma,Washington.and Morgan
and the eastern part of Prowers County. It is bisected by Interstate Highway 70.
District 65 This district covers the agricultural regions of the northeast corner of the state. It
includes Sedgwick, Phillips, and Logan Counties, the rural areas of Weld County,
and the rural eastern portion of Adams County.
