The two criteria for the funds are: 1. Emergency nature of the situation. 2. Financial need of the entity. An emergency situation existed with the flooding and erosion of the Cache la Poudre River. By Weld County's intervention together with the State and City of Greeley, a potential disaster was averted. Although no formal responsibility required Weld County's involvement, the Board of County Commissioners felt an obligation to assist the City of Greeley. As you discussed with Don Warden, Weld County does have contingency funds approaching $500,000. However, with over 3500 miles of road and over 700 bridges to maintain, together with other uncertainties of county human services programs, the contingency amount is very minimal. The contingency must be retained for true county responsibilities, especially with the continued threat of flooding that could do bridge and road damage far in excess of the current remaining contingency amount. For the above reasons, the Board of County Commissioners formally requests emergency funds equal to the costs incurred in assisting Greeley in the flooding emergency. It is estimated that the costs will exceed $10,000 for labor, equipment, and fill materials. A detailed accounting of the exact costs will be forwarded to you as soon as possible. /-ic/ /13 Geoff Wither June 29, 1983 Page 2 Your cooperation and assistance is greatly appreciated.
