COMMENTS: External Roadways: WCR 19 is designated as a collector roadway in the Weld County Comprehensive Transportation Plan. Collector roadways require a minimum 80 foot right-of-way. The developer has to dedicate the west forty feet of right-of-way. Right- of-way should be dedicated free of encumbrances. Mr.Ochsner may have an irrigation well and pipe in the dedicated right-of-way. If future road widening requires the removal of the irrigation well and pipe, it will be at the expense of the owner. Intersection sight distance triangles will be shown on the plat. All landscaping in the intersection sight distance triangles must be less than 3.5 feet high at maturity. The existing easement across lot one must be vacated. A new access may be installed for Lot A, RE 2152 to the north of Lot 1. The new access must be installed to County standards before this final plat can be scheduled for a Planning Commission hearing. The new access must have adequate sight distance, provide a 60-foot approach at two percent, and provide an adequate vertical curve to a grade not steeper than four percent. The access for the oil facilities will be relocated. r Internal Roadways: All PUD roadways are required to be paved. The minimum paved roadway is two 12-foot lanes with four-foot gravel shoulders. Stop signs and street name signs will be required at all intersections. The internal roadway will need to dedicate 60 feet of right-of-way. All lots within the PUD shall use the internal roadway system. The edge of pavement will need to be widened to accommodate the AASHTO requirements for turning roadways. The roadway plans were not included in the submittal. Roadway plans will need to be submitted and accepted by the Department of Public works before this final plat will be scheduled for a Planning Commission hearing. Please refer to chapter 24 of the County Code for Roadway Plan Requirements. Storm Water: A drainage report signed by a professional engineer licensed in the State of Colorado has been accepted. The farm will no longer have access to the drainage ditch. I have discussed this with Mr. Ochsner; he is satisfied that he will be able to continue to farm the property to the west with the existing sections of the ditch. RECOMMENDATION: Approval DEVELOPMENT CONDITIONS (If Approved): • ❑ The internal roadways will be paved to be consistent with the subdivision regulations. The cul-de-sac edge of pavement radius shall be 50 feet. ❑ The required right-of-way for the internal and external roadways shall be dedicated to Weld County. ❑ A stop sign and street name sign shall be placed at all intersections. ❑ Landscaping within the intersection sight distance triangle shall be less than 3.5 feet at maturity. ❑ The easement across lot one shall be dedicated. Weld County is willing to vacate your existing access to the oil facilities and Lot A, Re 2152. The access to Lot A can be moved to the north. The new access must be installed to County standards before this final plat for Ivy Crest Minor Subdivision may be recorded. It was his understanding the new access had to be built before the Commissioners hearing rather than the Planning Commission hearing. I have no objection to scheduling Planning Commission now; however, the Commissioners hearing should not be scheduled until the new access is constructed. After talking with you, I think the same condition should apply to oil company access. Before scheduling the Commissioners hearing, the oil company should indicate to the County that they have acceptable access. I left a phone message to that effect with Mr. Oshsner. I will make every effort to follow up with a direct conversation. Thank you. During the past several months Platteville has been working on a new comprehensive plan. There have been two factors,which have been identified as part of this plan, first is to discourage flagpole annexations, second to identify agricultural buffers between Platteville and it's /'1 neighbors. It does us little good to pursue these goals if the rest of Weld County is to become a collection of one to five acre estate home sights. It is our understanding that Weld County has identified as part of it's mission to protect and promote agriculture. Allowing prime farm land to be turned into one to five acre home sights is contraty to this mission. If the county is truly interested in preserving agriculture this type of development needs to be discouraged and the inevitable growth needs to be directed to the towns where higher density will mean less agricultural land being forever taken out of production. Water Division 1, Water District 5 Dear Ms. Lockman We have reviewed the above referenced proposal to subdivide 15.62 acres into 5 residential lots and 1 outlot. The proposed water source is Central Weld County Water District and a letter of commitment for service has been submitted. We previously commented on this subdivision on July 27, 1999. The"Water Supply Information Summary"form which was previously submitted indicates that the use of water will be 495 gallons per day per household for a total 2.77 acre-feet per year �.., for the development. This office estimates that at 80 gallons per capita per day, with a household of 3.5 persons, the water requirement would be 280 gallons per day or 0.314 acre-foot per year. The applicant's estimate for gallons per day seems high and may include outdoor uses, however, it is not clear. Information submitted by the District shows that the District has approximately 5,787.3 acre-feet of secure water supplies. At the time that we originally commented on this proposal, approximately 5,379.01 acre-feet had been committed which includes this proposal. Based on the new information that was submitted, the proposed source of fire protection is an irrigation well located on the south east end of the property. This irrigation well cannot be used for fire protection purposes unless the well is permitted for fire protection. Pursuant to Section 30-28-136(1)(h)(II), C.R.S. the State Engineer's Office offers the opinion that the proposed water supply will not cause material injury to existing water rights. We recommend approval noting that the irrigation well cannot be used for fire protection purposes unless the well is permitted for fire protection. Individual corresponding addresses need to be prominently displayed at the driveway entrances to individual residences. This addressing should also be clearly visible during hours of darkness. The gas wells and tank battery are a concern because they are so accessible from the subdivision. If these sites are not currently securely fenced, they should be in order to mitigate the potential for vandalism or tampering from children.
