Gentlemen:
I would assume the first priority would be to use the
money generated on roads where the need is greatest.
However, it might be kept in mind that the money is
generated by all of the tax payments from property
taxpayers all over the county. The fact that moneys
for road improvements[basically paving projects] are
also generated from road impact fees in certain areas
of the county is a separate consideration. If any
moneys generated from the elimination of the 5%
property tax increase limitation are assigned to
paving projects, they should be prioritized based on
the needs throughout the county with no preference
given to areas that do not have road impact fees. In
reality, since the amount of money is so small, there
will probably be little or no paving done from these
funds.
Just as a comment, it is unfortunate that state law
requires so much of this money to be given over to
municipalities for their use, when most have realized
so much funding from recent urban growth within their
boundaries.
