Kim,several days ago I met with Michael Ream about his property located on State Highway(SH) 34, cast of Greeley.
Based upon that meeting, I have determined that the existing access to his property can accommodate the future home
and occasional bus. No circle drive will be allowed. CDOT will require that a few minor improvements such as grade
and surfacing be made.
A new access permit must be obtained authorizing this increased traffic. An access permit application will be forwarded
to Mr. Ream along with a copy of this letter.

Dear Ms. Lockman;
Having reviewed Weld County Referral on Case Number USA-1283, the staff of the Greeley-
Weld County Airport has concerns about the proposed land use. While we do not necessarily
want to prevent this site from becoming an extended learning facility, it is located inside the
Airport Influence Area, in accordance with the Airport Land Use Plan as previously adopted by
the Weld County Board of Commissioners. Educational facilities and institutions are considered
non-compatible land uses when located in close proximity to public airports.
Additionally, the facility is located directly under the final approach path and departure corridor
for the airports new primary runway, and may be impacted by airport operations.
As previously stated, the airport staff does not strictly disapprove of this land use, however we do
want the planning staff, and the Weld County Board of Commissioners to be aware of our
concerns in order to protect the airport from possible future damages, and potential legal actions.

1. Building permits are required before any buildings or structures, are built, remodeled, moved, or
demolished. Building permits shall be obtained before any excavation.
2. The private residence shall be classified as an R-3 Occupancy and meet the regulation under that
classification. If the residence also contains areas used for assembly or education, those uses
would fall under another classification in the 1997 Uniform Building Code (UBC). As a result,
those areas would be required to meet the requirements for that specific classification. This could
necessitate occupancy separation between the different occupancies.
3. An engineered foundation is required for the residence. The design shall be based on a site-
specific geotechnical report or an open hole inspection.
4. All electrical work shall be permitted including any site lighting.
5. All buildings shall maintain distances from property lines and adjacent buildings as outlined in
Section 503 and Table 5-A of the UBC.
6. Handicap accessibility shall be provided to all educational facilities, seating areas, restrooms
facilities, and parking areas. Bathroom facilities shall be provided with handicap accessibility.
7. The Union Colony Fire District shall be notified of the proposed use.
8. Additional requirements or changes may be required when building applications or plans are
reviewed by the Weld County Building Inspection Department or the Union Colony Fire District.

The Weld County Public Works Department has reviewed this proposal. This project falls under the purview of
the Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
Access to the proposed site is from U.S. Highway 34 then north on the section line access which would be the
extension of WCR 47 if improved. This section line access is non-county maintained.
REQUIREMENTS:
The Weld County Public Works recommends approval of this application.
Access: A Non-exclusive License Agreement for the Upgrade and Maintenance of Weld County Rights-of-way
shall be required.
The applicant shall upgrade a two-lane gravel road surface all the way around the site. A typical cross section
shall be required and approved by the Weld County Public Works Department to access the facility.
Circulation and Parking: Adequate turning radiuses and parking facilities shall be addressed and approved by
our traffic engineer. Portions of the circulation pattern appears to be outside the permitted area. The gravel
access and parking area shall be a graded and drained gravel surface capable of handling school buses and
emergency equipment. Auto parking spaces are 9 x 19, bus/RV parking shall be shown on the plat. Handicapped
(ADA) parking shall be located next to the structure.
Storm Water Drainage: The applicant has indicated that the storm water drainage will use the existing sloping
terrain to drain to the river bottom. Once the improvements are in place, indicate on the plat the drainage patterns,
retention facilities, or how the water will disburse.
Traffic Impact Study: Contact the Weld County Public Works traffic engineer to determine if a traffic impact
analysis is required to accommodate on and off-site improvements if necessary.

Environmental Health Services has reviewed this proposal for a guest farm. Our Department
recommends approval. The following conditions are recommended to be part of any approval:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act,
30-20-100, C.R.S., as amended)shall be stored and removed for final disposal in a manner
that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive
dust, blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Commercial Zone as delineated in 25-12-103 C.R.S., as amended.
6. Adequate toilet facilities shall be provided for the public.
7. An individual sewage disposal system, is required for the extended learning center and
shall be installed according to the Weld County Individual Sewage Disposal Regulations.
The septic system is required to be designed by a Colorado Registered Professional
Engineer according to the Weld County Individual Sewage Disposal Regulations.
8. The facility shall utilize the existing public water supply (Central Weld Water District).

The City of Greeley Planning Commission reviewed the Weld County Referral (USR-1283) for Janet
Ream's Site Specific Development Plan and Special Review Permit for a Guest Farm (Extended
Learning Facility) at their August 22n°meeting. The Planning Commission voted 6-0 to recommend
approval of the proposal to the Weld County Planning Commission with the following conditions:
1) The Union Colony Fire/Rescue Authority needs to determine if fire flow
requirements can be met. If fire flow cannot be met,the home/fort
structure must be fire sprinkled.
2) Because of the occupancy classification of the building and its proximity
to an existing oil well,no more than 49 people may be in the Fort portion
of the building at any given time and for no more than four hours in any
one day and for no more than twelve hours per week, as per the 1997
Uniform Fire Code.
3) A wildlife biologist should evaluate the site before development to
determine if there will be impacts to ecologically significant areas.

Comments:
1. According to the Weld County building department the proposed building will be classified as a
mixed use occupancy with approximately half of the building being residential and half being
assembly (for educational purposes). These occupancy classifications will very likely require
protection by an automatic sprinkler system according to the Uniform Fire and Uniform
Building Codes.
2. Water supply issues will be a major concern for this project and should be addressed very
early in the planning stages of this project.
3. The applicants have provided water supply statements for both domestic and irrigation needs
but we will need to be provided with information on quantity and reliability of water supplies for
the fire flow requirements of the project. The types of information that will help us to determine
if adequate water exists in the area are data from Central Weld on the nearest hydrant and its
flows and pressures, any reliable, accessible, impounded supply on the property, and any
wells on the property.
4. We would like to be included in any pre-design meetings with the applicants' design team to
go over the Uniform Fire Code requirements of the project.
