Subject: New water mains in Evanston
Gentlemen:
Attached is some additional information relating to the subject water main
costs. The source for Exhibits "A" and "B" is the Town of Frederick. Exhibit "C" is
a copy of the Farmer & Miner newspaper article from which the information
previously addressed, by email, to you was drawn.
Again, I will not pass judgment on the equitableness of the costs and
charges that the Town of Frederick is imposing on the property owners of
Evanston. I don't have detailed enough information as to the history and
appropriateness of the accounting entries, nor the background to evaluate them
in relation to accepted accounting practices. However, it strikes me that: [1] it is
costing the water users of Evanston $61,000 for water that costs the Town of
Frederick, from the Central Weld Water District, $15,500, [ignoring other costs],
[2] the charges for water to the water users of Frederick are substantially less
than those charged to those of Evanston, and that some of the indirect charges,
such as payments on bonded indebtedness and administration fees, allocated to
Evanston might be unwarranted or disproportionate relative to those assigned to
the water users of Frederick. It should be noted that $382,455.00 is charged as
an expense for the new mains in Evanston, even though $72,500 of that amount
is being paid by Weld County! In short, there may be some "piling on" of charges
to Evanston.
The Town of Frederick's Annual Financial Report, filed with the State
Auditor's Office, unfortunately, does not segregate Evanston information from
that pertaining to Frederick .
I am not aware of any responsibilities or powers that the County might
have relating to a matter, such as this, affecting an unincorporated town in the
County. However, I'm certain that the residents of Evanston would appreciate the
County Finance/Accounting Department reviewing this matter and, if appropriate,
stating an opinion.
