REPORT TO THE PEOPLE
May 15, 2001
The Weld County Council is mandated by the Home Rule Charter of Weld
County, Colorado, to report to the people matters relating to the Council's review of
Weld County government. This report summarizes the activities of the Weld County
Council during the first quarter of the calendar year 2001.
January 16, 2001 -Weld County Centennial Center
• Councilman Kurtz introduced Mr. Tom Teixeira, Executive Director of the
Greeley/Weld Housing Authority. Mr. Teixeira shared the mission of the Weld
County Housing Authority, to provide safe and sanitary housing to low income
residents of Weld County. He explained that this is accomplished through the
Rent Assistance Program, the Home Rehabilitation Loan Program, Weld County
Shelter Grants, and the Public Housing and Property Management Program.
• The Weld County Council elected Councilman Dwaine Kurtz 2001 Council
President and Councilwoman Joyce Smock 2001 Council Vice President.
• Resolution 131 was adopted setting the Council's 2001 meeting day the 3rd
Tuesday of each month.
• Resolutions 132 and 133 were approved thanking former Council members
Oster and Roberts for their service to Weld County.
February 20, 2001 -Weld County Centennial Center
• Mr. Michael Reisman, Greeley-Weld County Airport Manager, presented an
overview of the airport's annual aircraft operations; aviation services;
aeronautical facilities; recent and proposed improvements; and the economic
impact of the airport. He noted that the Airport Board includes two members of
the Weld County Board of County Commissioners and the Weld Commissioners
appoint an additional airport board member.
Mr. Reisman stated that the airport is completely self-sustaining though capital
improvements funding by the Federal Aviation Administration's Airport
Improvement Program requires Weld County to split a grant-match. Weld
County has paid approximately 2.5% of recent $15 million improvements. Weld
County's Planning Department is cognizant of the airport's area of influence and
sends Planning Department referrals to airport personnel.
• Council members agreed that during 2001 the Council would meet in rural Weld
County in May, July, and September.
March 20, 2001 -Weld County Centennial Center
• Mr. Tim Tracy, President of the Weld/Greeley Chamber of Commerce, was
introduced by Council Vice President Joyce Smock. Mr. Tracy gave an overview

of the mission of the Weld/Greeley Chamber of Commerce and highlighted its
desire to work with all communities and government agencies in Weld County to
build a better business climate. He pointed out agricultural, planned growth, and
transportation are regional issues that all Weld County businesses and
governments can work on together. Twenty-five percent of the Greeley/Weld
Chamber membership is located in Weld County outside of Greeley.
• President Dwaine Kurtz reported meeting with Commissioner Geile. A review
committee to look at the Weld County Home Rule Charter was discussed.
During the first quarter of 2001, Council members have researched answers to
questions and concerns brought to their attention by citizens of Weld County. In that
process Council members have talked periodically with the Commissioners and various
Elected Officials and Department Heads.
Council meetings are on the third Tuesday evening of each month at 6:30 p.m. in
the Weld County Centennial Center, Greeley, Colorado or in a Weld County town at a
time and place to be announced. For information please contact the County Council
office.
