PHONE: 970-356-4000, EXT. 4780 FAX: 970-352-0242 COLORADO WELD COUNTY COUNCIL REPORT TO THE PEOPLE July 17, 2001 The Weld County Council is mandated by the Home Rule Charter of Weld County, Colorado, to report to the people matters relating to the Council's review of Weld County government. This report summarizes the activities of the Weld County Council during the second quarter of the calendar year 2001. April 17, 2001 -Weld County Centennial Center • Mr. Chris Woodruff, Weld County Chief Deputy Assessor, presented the program reviewing the Assessor's office. He reported on accomplishments of the Assessor's office in 1999 and 2000 including the variety of tasks performed by the office: responding to requests for information; moving ownership records within 60 days of recording; creating and valuing new land parcels and appraising new buildings; reviewing and verifying sales; digital photography of buildings; implementing computer mapping; and launching new map-based Website to display all Assessor data. The goals of the Assessor's office for 2001 were outlined and include: complete reappraisal of all Weld County properties; automate the appraisal of oil and gas wells and personal property accounts; move ownership records to within 45 days after recording; detail record keeping to avoid future abatement problems; and complete digital scanning of all legacy appraisal records. May 15, 2001 - Evans Community Complex Multi-Purpose Room • Under Sheriff John Cooke presented a program about the Weld minimum security County jail that opened in 1997 in north Greeley. High risk prisoners are still housed in the maximum security downtown/Centennial county jail facility. Mr. Cooke described the physical layout and the daily operations of the minimum security jail. He spoke of the jail population and the opportunities available to prisoners for medical care, education, recreation, and religious opportunities. May 29, 2001 - Special Council Meeting -Weld County Centennial Center • The Council voted to appoint a performance auditor of the Treasurer's Office with Council President and Vice President to select the firm and negotiate the scope and cost. Council members noted that both the County Treasurer and the Board of County Commissioners had agreed to the Treasurer's office performance audit. June 19, 2001 -Weld County Centennial Center • Mr. Ron Broda, Vegetation Management Specialist of Weld County Public Works, explained that Weld County's Comprehensive Code Chapter 15 updated Weld County's Noxious Weed Management Plan as of May 2001. Mr. Broda described the nine weeds identified as noxious in Weld County. He outlined the Colorado Revised Statutes and requirements of landowners regarding weed management. Weld County has policies for: assisting landowners with weed o9 C75 O/ 2001-2513 Weld County Council Report to the People July 17,2001 Page 2 of 2 management; controlling weeds along county roads by mowing and chemical means; enforcement of a noncompliance to Weld's Noxious Weed Management Plan. • The Council has appointed Deloitte and Touche to perform a review of the Weld County Treasurer's Office. The performance review will include internal controls, staffing, handling of receipts, deposits, disbursements and investments. During the second quarter of 2001, Council members have researched answers to questions and concerns brought to their attention by citizens of Weld County. In that process Council members have talked periodically with the Commissioners and various Elected Officials and Department Heads. Council meetings are on the third Tuesday evening of each month at 6:30 p.m. in the Weld County Centennial Center, Greeley, Colorado or in a Weld County town at a time and place to be announced.
