The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing
Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, September 24, 2001, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair- EXCUSED
Commissioner Glenn Vaad, Pro-Tem
Commissioner William H. Jerke
Commissioner David E. Long
Commissioner Robert D. Masden
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Carol A. Harding
Finance and Administration Director, Don Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Housing Authority Board meeting
of August 27, 2001, as printed. Commissioner Long seconded the motion, and it carried unanimously.
NEW BUSINESS:
CONSIDER ADMINISTRATIVE PLAN FOR SECTION 8 CERTIFICATE AND VOUCHER PROGRAMS:
Tom Teixeira, Greeley-Weld County Housing Authority, stated this covers 23 mandatory items which is
supposed to be in the Administrative Plan, which is to establish procedures to handle day-to-day
operations, how to treat client complaints,size of families for which assistance will be provided;and control
of how many family members are appropriate for certain apartments. Responding to Commissioner Jerke
and Chair Pro-Tem Vaad, Mr. Teixeira stated they buy an outline of the plan on disc, with the regulated
portions and local options differentiated; the County Council has not reviewed the plan; and the
Department of Urban Development does not approve the plans although they review them as part of the
agency review which was completed for Weld County last week. After discussion, Commissioner Masden
moved to continue this matter to the October meeting. Commissioner Jerke seconded, which carried
unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
