HomeMy WebLinkAbout20012436 RESOLUTION RE: APPROVE REVISION TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Department of Social Services has presented a revision to the Operations Manual, Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures, to the Board of County Commissioners of Weld County, for consideration and approval, and WHEREAS, after review, the Board deems it advisable to approve said revision, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Board of Social Services, that the revision to the Operations Manual, Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures for the Department of Social Services be, and hereby is, approved. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 29th day of August, A.D., 2001. Effective February 1, 1998. 6.014.34 Immunizations Added 6/99 Families will be required to provide current immunization records within 30 days of the date of application for the Low-Income program and annually with redeterminations. Failure to provide these records would result in denial or termination of benefits. 6.014.4 Unrelated Individual Added 8/01 An unrelated individual living in the home of a Low Income Child Care recipient is determined to be taking the place of a natural parent and providing financial support to the household if such circumstances are verified in writing by the recipient and the unrelated individual. A Statement Regarding Support and Parental Role form(Exhibit N)will be obtained at the time a new application is completed or a redetermination is processed when a recipient declares an unrelated adult is residing in the home. In the event of a recipient transitioning from TANF to CCCAP as a result of employment or training, the statement will be signed at the time the CCCAP Client Responsibility Agreement is obtained. 6.014.5 Post Secondary Education Added 8/01 Low Income Child Care assistance is available for clients for a period of 24 months of post secondary and vocational or technical education programs. Post secondary education is limited to course work for associate's degrees or acquisition of first bachelor's degree. In addition to the months of assistance available for post secondary and vocational or technical training, six(6)months of assistance is allowable for GED, high school diploma, English as a Second Language, or adult basic education. A maximum number of months allowed by the county for post secondary, vocational and technical education,plus the allowable six(6)months is available for each client. Griego, Director, Social Services a +IT RE: Revision to Section 6.000, Colorado Work in Weld County and Child Care Policies and Procedures, Weld County Department of Social Services Operations Manual Enclosed for Board approval are revisions to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures, Weld County Depot intent of Social Services Operations Manual. The need for this revision is a result of rule changes by the Colorado Depot ment of Human Services. The State's rule changes require local decisions, which will be incorporated into Section 6.000. The major revisions to Section 6.000 are as follows: 1. A new State Department rule requires counties to include the income of an "Unrelated Individual"when determining eligibility of the family for child care resources. The Department will add a provision defining an "Unrelated Individual" and a related process to help in this determination. An"Unrelated Individual"must take the place of a natural parent and provide financial support. The recipient and the "Unrelated Individual"will verify these circumstances in writing. Reference: Section 6.014.4. 2. A new State Depot ment rule allows counties to provide Low Income Child Care assistance for up to 48 months of post secondary and vocational or technical education programs. Currently, the Department provides recipients with up to 24 months of post secondary and vocational or technical education programs if used during the last part of an educational program. Due to fiscal constraints, the Department recommends keeping the present 24 month limitation with a new ability for recipients to use up to 24 months at any time during their continuum of their educational program.
