MEMORANDUM
Enclosed is the 2001 state assessed Notice of Valuation and a listing of state
assessed companies, addresses, and contacts.
If you disagree with the valuation, you must file a written protest on or
before July 16, 2001, with the Property Tax Administrator, 1313 Sherman
Street, Suite 419, Denver, CO 80203. Failure to file a protest waives your
right to appeal the 2000 valuation. Laws concerning the appeal process are
found in Title 39, Article 4, Colorado Revised Statutes.
Formal hearings before the Property Tax Administrator are scheduled on July 10,
11, 12, 17, 18, and 23, 2001. Please contact Richard Timberlake at (303) 866-
2682 to schedule an in-person or phone-in hearing time. The Property Tax
Administrator will consider any documentation submitted with your protest.
Colorado Interstate Gas (CIG) appealed its 1998 Court of Appeals decision to
the Colorado State Supreme Court and will protect its remedies through appeal
to the BAA this year.
We will send you notices of the companies that appeal the valuation in July; and
in the Final Notice of Value sent out on August 1, 2001, we will detail reasons for
any changes that we make.

Potential protests by state assessed companies:
The telephone industry is in a state of transition this year. As you may have
seen in recent newspaper articles, companies primarily involved in offering fiber
optic cable are possibly overbuilt and some restructuring is very likely. The state
assessed section is in the process of investigating the various accounting
- methods used to account for the fiber. When our investigation is completed later
this month, the values of several TL companies could change significantly. Our
changes could lead to appeals.
