RE: ACCEPT RECOMMENDATION OF ERIE AREA ROAD ADVISORY GROUP FOR
LEON WURL PARKWAY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to the Intergovernmental Agreement regarding solid waste
disposal sites between Weld County and the Town of Erie, which requires the Erie Area Road
Advisory Group to review potential projects, and
WHEREAS, said group met informally, and by virtue of the letter from Judy Ding, Erie
Town Engineer, and the Memorandum of Frank B. Hempen submitted to this Board, have
recommended the expenditure of$238,000.00 from the Erie Road Trust Fund for construction
of Leon Wurl Parkway as an extension of Weld County Road 8, and
WHEREAS, the Parkway will be constructed under direction of the Town of Erie and
qualifies as a "Target" Road under the June 3, 1996, Intergovernmental Agreement Regarding
Solid Waste Disposal Sites, and
WHEREAS, the Board of County Commissioners deems it advisable to accept the
recommendation of the Erie Area Road Advisory Group.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the recommendation of the Erie Area Road Advisory Group, be,
and hereby is, accepted.
BE IT FURTHER RESOLVED by the Board that the Director of Finance be, and hereby
is, directed to disburse funds from the Erie Road Trust in accordance with the Resolution.

SUBJECT: Request from Erie to Access SW Landfill Tipping Fees
COLORADO
Erie has requested access to the Solid Waste Disposal Fee Fund to pay for a portion of the staged
construction of Leon Wurl Parkway. The roadway connects with WCR 8 southeast of Erie and
traverses southwesterly to the County Line connecting to a segment of Leon Wurl Parkway in
Boulder County. Erie has made the request in the belief that this roadway provides a logical
extension of WCR 8.
This fund was established to offset maintenance and construction costs for roadways use extensively
by landfill traffic accessing the "Erie" landfill.
Erie has requested $238,000 from the disposal fee fund. The roadway segments are eligible for
access to the fund are: WCR 5 from SH 7 to SH 52, WCR 6 from WCR 1 to 5 & WCR 7 to I-25,
WCR 7 from SH 7 to WCR 8, and WCR 8 from WCR 1 to I-25.
In considering this request,we have made an assessment of the five year maintenance needs for other
roads identified in the agreement for use of these funds.

Re: Leon A. Wurl Parkway(WCR 8)Extension Project
Dear Frank:
The Town of Erie respectfully requests the allocation of$238,000 from the Road Maintenance and
Improvement Trust Fund to the Leon A. Wurl Parkway Extension project. We have previously discussed
this project and its eligibility to be partially funded from the Trust Fund established in the
Intergovernmental Agreement Regarding Solid Waste Disposal Sites adopted June 3, 1996. The purpose of
this letter is to provide you with information to support the allocation of funds from the Trust Fund to this
project.
The project includes the new roadway alignment that will extend Leon A. Wurl Parkway form WCR 1 in
an"S"configuration easterly to WCR 8 and terminating at approximately WCR 3. Phase I of the project
will be the westbound lanes of the Parkway,extending from WCR 1 to a"T" intersection with Perry Street
(just west of Coal Creek). Currently, we are finalizing the design for Phase I. We have reviewed many
options for the Phase I design in an effort to define the construction that fits within the anticipated budget.
Our anticipation is that the total project funding of$738,000 is available through the following sources:
I. $250,000 through an Energy/Mineral Impact Assistance Grant
2. $238,000 through Trust Fund
3. $250,000 through Town of Erie Transportation Impact Fees
Our expenditures to date include:
L $44,215 for preliminary design
2. $13,000 for final design of Phase I
This would leave approximately$680,000 for the construction of Phase I. Our intent is to proceed with the
final design of the two westbound lanes using a partial pavement section. This design has been determined
to fit within our anticipated construction budget.
