Properties that are going to be used for religious purposes are exempt while the owner is actively
pursuing its goal of building on the property, even when no activity is occuring on the property
itself. However, Rule II.B.13 limits the amount of time that can be granted for off-site
preparations to one year. Habitat for Humanity began actual construction on the site on 3/1/01,
so exemption can only be granted back to 3/1/00.
