HomeMy WebLinkAbout20011747.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO JUNE 27, 2001 TAPE #2001-27 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, June 27, 2001, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner M. J. Geile, Chair Commissioner Glenn Vaad, Pro-Tem Commissioner William H. Jerke Commissioner David E. Long - EXCUSED Commissioner Robert D. Masden Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Don Warden MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting of June 25, 2001, as printed. Commissioner Vaad seconded the motion, and it carried unanimously. WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval by the Board in the amount of $21,017.36. Commissioner Masden moved to approve the warrants as presented by Mr. Warden. Commissioner Jerke seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER AMENDMENT TO 2000-2001 COLORADO WORKS PROGRAM AND COLORADO CHILD CARE ASSISTANCE PROGRAM PLAN AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of Social Services, stated this amendment is for the fiscal year ending June 30, 2001, and it will allow the Department of Social Services to charge child welfare cost to the TANF allocation in an effort to reduce or eliminate any child welfare deficit for this year. In response to Chair Geile, Ms. Griego explained the Federal and State departments allow for the transfer of 30 percent of costs to TANF funds,and ten percent of child welfare is the maximum amount allowed for transfer. She further stated the transfer is determined by the State in accordance with the Federal laws and is consistent with other counties in Colorado. Ms. Griego stated this request is to transfer up to $300,000.00. Responding to Commissioner Jerke, Ms. Griego stated this applies to clients in the child welfare system, not TANF, and the biological parents must have an income of$75,000.00 or less. Commissioner Vaad commented the amount is significantly lower if there are fewer children. Ms. Griego stated this has been reviewed by the State Department to ensure the transfer of a direct charge of child welfare expenses to TANF will be allowed. Commissioner Vaad moved to approve said amendment and authorize the Chair to sign. The motion was seconded by Commissioner Masden, and it carried unanimously. 2001-1747 BC0016 CONSIDER AMENDMENT TO 2001-2002 COLORADO WORKS PROGRAM AND COLORADO CHILD CARE ASSISTANCE PROGRAM PLAN AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated this amendment has the same terms as the item previously discussed; however, the fiscal period ends June 30, 2002. In response to Commissioner Vaad, Ms. Griego stated the Residential Treatment Center is more than last year, it can be covered with TANF funds, and there has been an increase of$2 million for next year. Commissioner Vaad moved to approve said amendment and authorize the Chair to sign. The motion was seconded by Commissioner Masden, and it carried unanimously. CONSIDER TRANSFER REQUEST FORM REGARDING PREFERENCE FOR CLOSE-OUT PROGRESSION AND TRANSFER OF TANF FUNDS TO CHILD CARE AND TITLE XX (CHILD WELFARE)AND AUTHORIZE CHAIR TO SIGN: Ms.Griego stated this close-out progression and transfer of TANF funds to child care and Title XX is required annually by the State. Ms. Griego reviewed the recommended progression for the record as indicated in her memorandum, dated June 22, 2001. In response to Commissioner Jerke, Ms. Griego stated if this is not approved, the County will be required to use part of the County reserve which is currently at$6.1 million. Mr. Warden stated there could also be an impact on County property taxes, and he explained the sequence must be done in the right order to maximize the funding. In response to Commissioner Vaad, Ms. Griego stated the last two items in the progression may not have funds available considering the larger counties exceeded the budget last year; however, this process is still required by State statute. Commissioner Vaad moved to approve said transfer request form and authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
