It would appear to me drainage away from that area could be enhanced by sloping the north end of the north- south oriented alley and the west end of the east-west alley down to Dunmire St. which is about a foot below the end of the north-south alley. The flow would then proceed to the concrete drainage ditch at the west end of McClure St. and, thence, to the Tri-Area Drainageway [see map attached noted as Area "A". The other drainage problem in Evanston is along Hedges Ave., particularly at the intersection of Hedges and Dunmire. Here, there is standing water in the street most of the time. This water comes from the detention pond to the east in Frederick [see Exhibit "D" attached]. As I mentioned this pond was not constructed to the design capacity. Even though we haven't had rain for a week, there was water draining along the open ditch from the pond onto Hedges and ponding at the Hedges-Dunmire intersection. The design intent was to have this water flow continue west along the unlined ditch which empties into the Tri-Area Drainageway. When this situation was discussed previously, it was determined that there is a high spot at the west side of Dunmire over which the water must flow to drop into the unlined ditch. It was alleged that the shallow depth of a gas line running below the high spot prevented the elimination of the high spot. I noticed that a backhoe had recently disturbed the ground at this high spot which makes me believe the gas line is lower than thought [see area "B" on map]. When shooting elevations, I noticed that there was not a 60' ROW where I estimated Fox Avenue is shown on the map. Might there be encroachments or was Fox Avenue vacated?
