Dear Commissioner Long:
Passage of the Federal Workforce Investment Act of 1998 presented the State of Colorado a unique
opportunity to develop a Workforce Investment System to meet the needs of Colorado businesses and
workers seeking to further their careers. The cornerstones of this initiative are the involvement of
business leaders in the development of the system and local government assistance in meeting the needs
of business and citizens.
The critical element that will determine the success of the Workforce Investment System is the local
Workforce Investment Board(WIB). Therefore,the state Workforce Development Council(WDC)and
the legislation authorizing development of the state system have outlined the specific qualifications
necessary to be certified as a Workforce Investment Board. A major portion of that regimen was the
creation of a local plan to provide service in your area.
I am pleased to advise you that the state WDC approved your local plan. Additionally, the WDC
reviewed your Workforce Investment Board and has certified that it has met the requirements for a two-
year designation to represent the Weld County workforce area until June 30, 2002.
Congratulations on your success and on this initial phase of the certification. The continued dedication
of your board members and competence of your Workforce Center operator will enable us to succeed in
creating a powerful workforce system to serve the needs of all Colorado businesses and workers seeking
advancement in this new century.
