These annexations will be considered by the City of Greeley Planning Commission on March 27, 2001, and the City Council on April 17, 2001, where the ordinance will be introduced and the public hearing will be on May 1, 2001 The applicants have indicated the proposed uses at this time includes the continuance of the existing agricultural and oil and gas operations. COMPREHENSIVE PLAN The site lies within the City's Long-Range Expected Growth Area (LREGA) and Urban Growth Area (UGA), and outside of the current Mid-Range Expected Service Area (MRESA) and Municipal Services Suitability Area (MSSA). Generally speaking, the existing land uses are compatible with existing surrounding land uses both within City limits and in unincorporated Weld County. Access is currently possible from 37th Street and State Highway 257. The 2015 Comprehensive Transportation Plan identifies 37"' Street and State Highway 257 as Minor Arterial Streets. The Plan also anticipates three major collector streets to go through the property at 107`" Avenue, 32nd Street and 28th Street. The Comprehensive Plan encourages development to effectively mitigate any adverse environmental impact when development occurs in environmentally sensitive areas. Portions of this annexation are designated as high ecological impact according to the City of Greeley's Areas of Ecological Significance map. SURROUNDING LAND USES North - Agricultural Production South - Agricultural Production, Oil and Gas Production, Brine Water Facility East - Agricultural Production West - Agricultural Production, Radio Tower SURROUNDING ZONING County A (Agricultural) ANALYSIS The Phillips/Kinzer Annexation#1 is adjacent to existing city limits on the northeast, and has approximately 17% contiguity. Annexation #2 is adjacent to Annexation #1 on the east of #2 and is 29% adjacent. The annexations are within the City's Long-Range Expected Growth Area and Urban Growth Area and outside of the current Mid-Range Expected Service Area and Municipal Services Suitability Area. Developers of the property will be responsible for extending utility services to the property. The land use envisioned by the applicant for this site is the continuation of the existing uses at the current time. Since there are no development proposals for this property at this time and a HA (Holding/Agricultural) zone, the impact on Milliken/Johnstown School Districts should be minimal. The ultimate impact cannot be determined at this time. The annexation of this site into the city would be consistent with present growth patterns and Comprehensive Plan policies, which encourage future development in areas identified for such uses. There is clear evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for annexation have been met by this requested annexation. This annexation consists of a portion of the West Half(W1/2) of Section Twenty-four (24), Township Five North (T.5N.), Range Sixty-seven West (R.67W.) of the Sixth Principal Meridian (6th P.M.). According to the Weld County Treasurer's office there are no "Special Districts" assessed to this property. The Weld County Assessors office does list the following districts for this property: Weld County Weld Library District West Greeley Soil Conservation District School District #RE5J Northern Colorado Water Conservancy District Little Thompson Water Johnstown Fire District Aims Community College This property contains no dwellings and therefore no residents. This annexation consists of most of Section Twenty-three (23) and a small portion of the West Half(W1/2) of Section Twenty-four (24) all in Township Five North (T.5N.), Range Sixty-seven West (R.67W.) of the Sixth Principal Meridian (6th P.M.). According to the Weld County Treasurer's office there are no "Special Districts" assessed to this property. The Weld County Assessors office does list the following districts for this property: Weld County Weld Library District West Greeley Soil Conservation District School District #RE5J Northern Colorado Water Conservancy District Little Thompson Water Johnstown Fire District Aims Community College This property contains no dwellings and therefore no residents. The intended usage of this property would be light industrial and residential. The property is bordered on the South Weld County Road #54 and on the West by State Highway #257. The configuration and scope of any possible streets within the area at the time of development is uncertain as no specific usage has been determined at this time. Utility infrastructure is currently not in place but is anticipated and available for expansion onto this property from the Northeast. It is evident form the direct of the current growth, that the areas in the Western portion of the City of Greeley are those that are experiencing this highest development, both in the areas of commercial/industrial and residential usages. This property is located entirely within the Long-Range Expected Growth Area (LREGA). is It is the intent to include this property within the Northern Colorado Water Conservancy District and Subdistricts. There are no existing ecological or other land usage which are hazardous currently located on the property. There are existing oil/gas operations located on the property. Adequate provisions will be taken at the time of development to insure no disruption of these facilities. There are no flood hazard areas located on the property, which is located within the Sheep Draw drainage basin. k: The property is currently farmed. It is anticipated that these operations will continue until the property is developed. It is intended to apply for a "Holding Agricultural" zoning.
