This site plan review is approved with the attached conditions:
1. Prior to recording the Site Plan Review plat, the applicant shall address the following to the
Department of Planning Services' satisfaction:
✓A. The Site Plan Review plan shall be amended to delineate the location of the additional
parking stalls required per Chapter 23, Appendix 23-B of the Weld County Code. The
proposed 50 by 150 square foot facility has approximately7500 square feet and the
future building has approximately 2400 square feet. Both buildings are classified as
warehouse. In the existing building,approximately 900 square feet is classified as office
and the remaining 3100 square feet is classified as warehouse. Given the office
classification, seven (7) parking spaces are required with an additional thirteen (13)
spaces for the warehouse area. Of this number a minimum of two spaces shall be
handicapped accessible, with one space provided for van accessible parking. Given
this determination, an additional sixteen (16) parking spaces are required. The
dimensions of the parking stalls shall adhere to Appendix 23-A of the Weld County

adjacent properties and shall meet the requirements of Section 23-3-350.B and Section

At least one parking space shall be van accessible. A five (5) foot wide aisle will be
required adjacent to the van accessible space. The accessible path to the building and

The gate opening at the point of ingress and egress east of WCR 25.5 is too narrow for
two vehicles to pass. The access gate and drive shall be widened to accommodate two
vehicles to safely pass on the drive and through the access gate. Further, indicate on
the site plan that the access onto State Highway 85 has been closed and has been
eliminated. All approved points of access shall adhere to the requirements of Section
23-3-350.D and Table 23.7, Minimum Standards for Accesses, of the Weld County

Additional landscape treatment shall be delineated near the trash enclosure area and
shall meet the requirements of Section 23-3-350.H of the Weld County Code. Further,
the applicant shall submit a landscape and screening plan for review and approval to
address screening of adjacent properties, including State Highway 85. (Department

Although not specifically delineated in the application documents, any on-site lighting
shall adhere to the requirements of Section 23-3-360.F and shall be delineated on the

A typical cross section delineating the depth of base or asphalt or full depth asphalt to
accommodate the proposed use. Refer to Weld County Code Section 24-7-20.C and
Section 24-7-20.D,Geometric Design Standards and Road Structure to properly design

2. The following requirements shall be addressed prior to recording the Site Plan Review Plat:
alai/ A. The septic system for the existing building shall be reviewed by a Colorado Registered
Professional Engineer. The review shall consist of observation of the system and a
Pirl „F,An technical review describing the systems ability to handle the proposed load. The review
shall be submitted to the Environmental Health Services Division of the Weld County
Department of Public Health and Environment. In the event the system is found to be
inadequate, the system must be brought into compliance with current I.S.D.S.
regulations. The applicant shall submit evidence of approval to the Department of
Planning Services.
B. The applicant shall enter into an Improvements Agreement according to policy
regarding collateral for improvements and post adequate collateral for all onsite
e improvements. The agreement and form of collateral shall be reviewed by County Staff
and accepted by the Board of County Commissioners prior to recording the plat.
tPO The applicant shall submit a revised Storm Water Drainage study for review and
QV, approval by the Department of Public Works. Evidence of approval shall be submitted
to the Department of Planning Services. Modifications shall be delineated on the Site
Plan as required by the Department of Public Works.
dile The applicant shall provide evidence that all proposed and existing site improvements
are located within the property lines and meet setbacks specific to the parcel of land
described as a tract of land located in part of the Northeast Quarter of the Northwest
Quarter of Section 30, Township 3 North, Range 66 West of the 6th P.M.,Weld County,
Colorado.
3. The following notes shall be placed on the plat:
A. In accordance with the Weld County Code, no land, building or structure shall be
changed in use or type of occupancy, developed, erected, constructed, reconstructed,
moved or structurally altered or operated in the commercial or industrial zone districts
_until a Site Plan Review has been approved by the Department of Planning Services.

B. All structures, including signs, on site must obtain the appropriate building permits and
conform to the Uniform Building Code as adopted by Weld County. (Department of

C. Outside storage shall be screened to meet the requirements of Section Section 23-3-
350.F.1 and F.2 of the Weld County Code. Adequate screening of outside storage shall
be provided with solid board fencing spaced 1/4 inch and a minimum of six (6)feet in
height or an equivalent screening provided that it is approved by the Planning

D. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities
Act, 30-20-100.5, C.R.S.) shall be stored and removed for final disposal in a manner

E. No permanent disposal of wastes shall be permitted at this site. This is not meant to
include those wastes specifically excluded from the definition of a "solid waste" in the
Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S. (Department of

F. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions. (Department of

G. Adequate toilet facilities and hand washing facilities shall be provided for the public and

H. Fugitive dust shall be controlled on this site. (Department of Public Health and

This facility shall adhere to the maximum permissible noise levels allowed in the Light
Industrial Zone as delineated in 25-12-103 C.R.S. (Department of Public Health and

J. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and
handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act

K. The septic system shall be abandoned when the municipal treatment system become
available, according to the Weld County I.S.D.S. Regulations. (Department of Public

L. If applicable, the applicant shall obtain a storm water discharge permit from the

M. Landscaping materials as indicated in the approved Landscape Plan shall be
maintained at all times. Dead or diseased plant materials shall be replaced with

COMMENTS:
• Access off of WCR 25.5 (Main Street, Platteville). Property has rolling cyclone fence and is
surrounded on two sides with cyclone fence. Fence to north has 3 wire barbed on extensions.
Access drive into facility is concrete approximately 15 feet in width. Drive runs entire length of
property stopping just short of SH 85. There is no direct access to SH 85. Parking area south of
and adjacent to building has concrete apron. Parking south of drive is graveled.
Outside storage is abundant. Area between WCR 25.5 and office building has meter parts,
meters, pipe, metals and a fifth wheel mobile home. No screening of these items.
Area east of building, west of SH 85 has a race car on a trailer, a trailer with concrete, a
pleasure boat on a trailer, three 10 x 40 foot storage container units, no tags visible. Numerous
items consisting of wood spools, pipe, poles, metal parts, "stuff', no screening from SH 85
Building is two part. Part one is the office and part two is a"garage"with roll-up overhead door.

Dear Mike:
Your Site Plan Review application was administratively approved by the Department of Planning
Services on May 8, 2001. This office has had numerous conversations with you concerning this site and
the requirements for completing the process. Our records indicate that the paper plats as approved are
to be amended. With the changes to the drawings as discussed, you may submit the mylars for
recording.
Further, County Staff is awaiting the revised Improvements Agreement submittal for review and
approval. As is indicated on this form, there are five types of collateral acceptable to the County for the
Improvements Guarantee. Arrangements should be made to submit both the Improvements Agreement
and Collateral to this office prior to scheduling a collateral hearing.
Please note Condition of Approval 4.C that states "Site Plan Review Plat shall be prepared after the Site
Plan Review application is approved. The plat shall be submitted to the planner and be ready for
recording at the Weld County Clerk and Recorder's Office within 30 days of approval. The plat shall
meet all requirements of Section 23-2-160 and Article II, Chapter 27 of the Weld County Code."
Planning Services Staff is aware of the difficulty and associated delays in meeting the Conditions of
Approval normally associated with land use cases, and is willing to work with you in completing your

In my previous memo dated May 2, 2002, I indicated that the proposed building and concrete
parking lot should be included in the Exhibit"A" portion. The applicant responded by including the
15" PVC outlet, parking base, and concrete parking to the Exhibit "A" portion. All three items
appear to be adequate.
The applicant shall resubmit the Exhibit"A"portion of the Improvements Agreement for review and
approval prior to scheduling for a collateral hearing.

In response to the memorandum of the exhibit A portion. Please see attached Exhibit
"A" revised cost work sheet. I misunderstood what you wanted for costs on exterior
grading, paving, and septic work.
1.The retention pond does have the concrete outlet structure with a 15 inch pvc drain
pipe included in the cost.
2.1 have included the cost of the site grading, base fill and concrete.
3.Apparently Cecil Crowe with High Plains Engineering misunderstood what was
required for the handicap access. If the 4 ft of access is not required from wcr 25 1/2
along the driveway to our building then it will be eliminated. Only access at the parking
lot designated area will be used.

The Weld County Public Works Department has reviewed the Exhibit A for the transportation
portion of the Improvements Agreement According Policy Regarding Collateral (private road
maintenance) and have the following questions:
1. In the retention pond dollar amount, is the outlet structure and the 15-inch diameter
reinforced concrete pipe included in that total?
2. The applicant indicated on the plat the proposed building and concrete parking area.
Should there be site grading, street base, and concrete included if it is proposed on site?
If so, the estimated construction costs need to be applied to the Exhibit A portion.
3. The four-foot handicap access is adjacent to the access and the parking lot to the building.
Usually the handicap access is from the designated parking area into the building and not
the entire length of the access road in the parking lot. Clarification is needed on this issue.
4. Please have the applicant respond to the above items and resubmit if appropriate.

Site Plan Review (SPR 346)
Dear Mr. Eckstine:
The Department of Planning Services reviewed your request for early release of footer and
foundation permit and determined that a release of any building permit may be premature given
the concerns of the proposed and existing site improvements meeting the setbacks and offsets to
the existing property lines. Please refer to the enclosed aerial photograph of the property that
includes the parcel boundary (the faint green line).
Staff will revisit this request when evidence is provided ascertaining that all structures are in
compliance with the Industrial Zone District designation specific to the improvements associated
with this site.
Also included under this cover are staff comments for the above referenced property. Please

On April 30, 2002, I met with the applicant, Mike Eckstine, at his office.
In reviewing the drawings the applicant most recently received, I clarifyed on the drainage study that
the outlet pipe now will be directed south from the retention pond and not on to WCR 25.5. The
drainage report was submitted by Cecil R. Crow, a professional engineer and land surveyor. This

The driveway has been widened to accommodate two-way traffic. A double gate has been installed.
The ADA access ability is shown on the plat drawing. The parking lot is concrete to accommodate
wheel chair accessibility.
The secondary access from to U.S. Highway 85 has been closed with a cable hand log barricade
to discourage any access from that point.
These are the four items address in Diane Houghtaling's memo dated April 12, 2001. All four items
have been completed to my satisfaction.

PURPOSE:
This report reflects a soil and foundation investigation from soil borings to
determine the subsurface soil identification, and to determine the physical
characteristics of the soil for a suitable foundation design. The foundation is
to support a single story steel building.
LOCATION AND SITE CONDITIONS:
This report represents the results of the data obtained during the subsoil
investigation for the proposed steel building at 13739 WCR 25.5, Platteville,
Weld County, CO.
The site is presently occupied with an existing steel building . The site is
reasonably level with slopes of 0.5% to the West. The lot appears to be well
drained with no erosion evident.
The depths of foundation construction are anticipated to range from two (2)
to seven (5) feet below grades that existed at the time of this investigation.
It is anticipated that final grades may be adjusted to accommodate drainage
and construction depths. It is recommended that we review the final grading
plan to determine if any revisions to the recommendations presented in this
report are necessary.
SUBSOIL CONDITIONS:
Two, four inch diameter holes were drilled to a depth of fifteen feet at the
building site on December 4, 2000, as shown on the attached site map.
Samples of the soil were taken at two-foot intervals. These samples were
analyzed in the field and laboratory to determine the characteristics of the
soil for identification and foundation design. In general, the soil profiles in
test holes #1 & #2 indicate a Well Graded Sand (SW) material to a depth of
15 feet. The Standard Penetration Test similar to ASTM D1586 showed 16
blows for 12-inch penetration, at a depth of 4 feet and 17 blows for a 12-inch
penetration at a depth of 9 feet. No free water was encountered during the
drilling operation.
One-dimensional swell/consolidation tests were performed on selected
samples to evaluate the expansive, compressive and collapsing nature of the
soils and/or bedrock strata. These tests indicated a consolidation potential of
0.5% at a depth of 4 feet, and a consolidation potential of 0.8 % at a depth of
9 feet. The soils in this report were classified using the American Society of
Testing Materials (ASTM) procedures.
All loose and disturbed soil shall be removed before placing of the concrete
for the foundation. The bottom of the foundation shall be a minimum of
three feet below final grade for frost protection and below any organic
material.
FOUNDATIONS RECOMMENDATIONS:
The Well Graded Sand (SW) material has a bearing strength of 2000 psf and
an equivalent liquid pressure of 30 psf. We recommend the use of a spread
footing reinforced to equalize soil pressures, due to the low consolidation-
swell potential of the analyzed soils. The following comments are additional
recommendations for the foundation construction.
SLAB ON GRADE CONSTRUCTION:
1. Where slabs-on-grade are chosen and the owners are willing to accept
the risks associated with slab movement, the following
recommendations should be followed:
a.) Interior slabs should be constructed to be "free floating." The
slabs should be isolated from all structural components and utilities
which penetrate the slab. Isolation may be achieved with V2 inch
isolation material or by sleeving.
b.) Eliminate under slab plumbing where feasible. Where such
plumbing is unavoidable, it should be pressure tested during
construction to minimize leaks, which would result in wetting of
the sub soils.
c.) Place the slab directly on the undisturbed natural soils, or well
compacted fill soil. Do not place a gravel layer under the concrete
slab, unless specified by the foundation engineer. Slabs should be
reinforced with wire mesh or fibermesh to help control crack
separation.
d.) To avoid settlement and distortion of exterior slabs due to
improper compaction, we recommend that concrete slabs should be
doweled to the foundation wall. The slab should be reinforced as
necessary for the span involved.
2. Provide frequent scoring of the slabs to provide joints for controlled
cracking of the slab. Control joints should placed to provide
approximate slab areas of 150 square feet. The depth of sawed
control joints should be '/4 of the slab thickness.
3. A minimum void or clear space of 1' inches should be provided at or
near the bottom of all non-bearing partitions. In finished room areas,
all drywall and paneling should be stopped approximately 1' inches
above the top of the slab. This will allow some space for upward
movement of the slab before pressures are applied to the wall and
upper levels of the structure. The builder should provide a '/s inch
space at the bottom of all doorjambs to allow for limited movement of
the floor slab. The owner is hereby notified that it is their
responsibility to maintain these void spaces.
4. Proper drainage away from the foundation walls should be provided.
A minimum slope of 12 inches in the first 10 feet out from the
building is recommended. Roof downspouts and sill cocks should
discharge into long concrete splash blocks (5 feet long) or into metal
gutter extensions to deposit runoff water beyond the limits of the
backfill soil near the foundation walls. The foundation and retaining
walls should be well cured, damp proofed, and well braced prior to
backfilling.
5. Steel reinforcement will be required in the footings and foundation
wall. This will give the walls beam strength to span or bridge over
any loose or soft pockets of soil not found in our exploratory holes or
that may develop during construction. This should also help prevent
any differential movement of the foundation system.

CONSTRUCTION DETAILS:
In any soil investigation, it is necessary to assume that the subsurface soil
conditions do not vary greatly from the conditions encountered in the field
and laboratory testing. The accompanying design is presented using best
professional judgment based on the limits of the extent of testing
commissioned by the client. Our experience has been that at times, soil
conditions do change and variations do occur. These may become first
apparent at the time of excavation for the foundation system.
If soils conditions are encountered which appear different from the test
borings as presented in this report, it is recommended that this office be
called to inspect the open excavation prior to placing the footings. This
inspection is not part of the report.
The foundation and retaining walls should be well cured and well
braced prior to backfilling.

SITE DESCRIPTION:
This project was completed for the proposed site development and
construction of an additional steel building at 13739 WCR 25 1/2, Platteville,
Weld County, CO.
PURPOSE OF STUDY:
The drainage study was prepared for this site to drain as much of the storm
water on the entire site to a storm water detention pond located on the West
side of the site. This pond will discharge from the west end into a 15-inch
RCP pipe that will drain to the south under the driveway. This drainage
study was performed in accordance with the "Storm Drainage Design and
Technical Criteria Manual" - Adams County, Colorado.
PROJECT DESCRIPTION:
The project site contains approximately 2.05 acres and is presently occupied
by an existing steel building and outside storage area. The soil for this site
has a hydraulic classification of"C", where low to moderate runoff volumes
in its historic state can be expected.
The initial development of this project will consist of one existing steel
building, with plans of an addition to the West of this building in the future,
and an addition to the East of the existing steel building to be built as soon
as possible. The site also has paved driveways and landscaping areas as
shown on the attached site map. The area will be 42,684400 sq. ft. for the
existing and future buildings and paved drive areas. The site will be 33,654
sq. ft. for the landscaped area and 12,960 sq. ft. of gravel area. The total
area is approximately 89,298 sq. ft. for the entire site. The composite
percent impervious for the area is 55%.
All runoff from the areas shall be directed to the detention pond located on
the West side of site, (see attached site map). The detention pond will release
at the 10-year and 100-year historic rates into the proposed 15-inch RCP
pipe, which will drain to the south into the east roadside ditch along WCR
251/2.

DRAINAGE BASIN:
The proposed development of the area has one basin. Surface runoff from
onsite areas other than the designated watershed shown on the attached map
is considered to be historic flow. The historic flow will continue to infiltrate
into the surface as it has in the past. There are no significant off-site
watersheds that would contribute runoff to this project.
HYDRAULICS:
The outlet structure will have a 6-inch orifice to control the 10-year storm,
and an 8-inch orifice to control the 100-year storm. A 15-inch RCP pipe
will carry historic flows to the east ditch of WCR 251/2.
HYDROLOGY:
The flow from the site will sheet flow across the paved drive areas to the
detention pond. The storm runoff will drain into the detention pond located
on the West side of the site. The detention pond will have an outlet structure
to control the release rates and flow to the east ditch of WCR 251/2. The
water will flow to the south through a 24-inch pipe under an in road and then
passes under WCR 251 in a cattle pass and flows west.
CONCLUSION:
This drainage plan attempts to minimize the impact of the development of
this project on the surrounding properties. There will be a negligible
increase in storm flows from this site. The drainage plan proposed herein
should effectively contain and control these flows at or below historic rates.

STORM DRAINAGE DESIGN AND TECHNICAL CRITERIA
CHAPTER' 14 DETENTION
14.1 INTRODUCTION
The criteria presented in this section shall be used in the design and
evaluation of all detention facilities. The review of all planning submittals
(refer to Chapter 2) will be based on the criteria presented in this section.
The main purpose of a detention facility is to store the excess storm runoff
associated with an increased basin imperviousness and discharge this excess at a
rate similar to the rate experienced from the basin without development. The
value of such detention facilities is discussed in Section 3.3.6) Any special
design conditions which cannot be define&by these CRITERIA shall_he reviewed by
the Director of Engineering before proceeding with design.
14.2 DETENTION METHODS
The various detention methods are defined on the basis of where the facility
is constructed, such as open space detention, parking lot, underground or roof-
top. The County permits all methods of detention except for rooftop
(POLICY 3.3.6) .
14.3 DESIGN CRITERIA
14.3.1 Volume and Release Rates
The minimum required volume shall be determined using the CUHP method or the
following equations. These empirical equations were developed as part of the
UD&FCD hydrology research program. The equations are based on a computer model-
ing study and represent average conditions. One of the most difficult aspects of
storm drainage is obtaining consistent results between various methods for
estimating detention requirements. These equations will provide consistent and
more effective approaches to the sizing of onsite detention ponds. For larger
water sheds where the Colorado Urban Hydrograph procedure can be used (i.e., ±90
acres) , hydrograph routing procedures will be permitted in the design of these
ponds, provided the historic imperviousness of two percent or less is used.

The predominate soil group for the total basin area tributary to the
detention pond shall be used for determining the allowable release rate.
Information on the soils in the County can be found in Reference 25.
14.3.2 Design Frequency
All detention facilities are to be designed for two storm frequencies: the
10 year and the 100 year recurrence interval floods.
14.3.3 Hydraulic Design
Hydraulic design data for sizing of detention facilities outlet works is as
follows:
1. Weir flow
The general form of the equation for horizontal crested weirs is:

When designing or evaluating weir flow, the effects of submergence must be
considered. A single check on submergence can be made by comparing the
tailwater to the headwater depth. The example calculation for a weir design
on Figure 1403 illustrates the submergence check.

2. Orifice Flow
The equation governing the orifice opening and plate is the orifice flow

An orifice coefficient (C-sub d) value of 0.65 shall be used for sizing of
square edged orifice openings and plates.
14.4 DESIGN STANDARDS FOR OPEN SPACE DETENTION
14.4.1 State Engineer's Office
Any dam constructed for the purpose of storing water, with a surface area,
volume, or dam height as specified in Colorado Revised Statues 37-87-105 as
amended, shall require the approval of the plans by the State Engineer's Office.
All detention storage areas shall be designed and constructed in accordance with
these CRITERIA. Those facilities subject to state statutes shall be designed and
constructed in accordance with the criteria of the state.
14.4.2 Grading Requirements
Slopes on earthern embankments less than 5 feet in height shall not be
steeper than 4 (horizontal) to 1 (vertical). For embankment heights between
5 feet and 10 feet, the slopes shall not be steeper than 3 (horizontal) to 1
(vertical) , but the horizontal distance of the slope shall not be less than
20 feet. For embankments greater than 10 feet in height, the slopes shall be
such to maintain slope stability, but the horizontal distance of the slope shall
not be less than 30 feet. Contact the Director of Engineering for additional
requirements for embankments greater than 10 feet in height. All earthen slopes
shall be covered with topsoil and revegetated with grass. Slopes on riprapped
earthern embankments shall not be steeper than 3 (horizontal) to 1 (vertical).
For grassed detention facilities, the minimum bottom slope shall be 0.5 percent
measured perpendicular to the trickle channel.
14.4.3 Freeboard Requirements
The minimum required freeboard for open space detention facilities is
1 .0 foot above the computed 100 year water surface elevation.
14.4.4 Trickle Flow Control
All grassed bottom detention ponds shall include a concrete trickle channel
or equivalent performing materials and design. Trickle flow criteria is
presented in Section 7.4.2.6(a) , page 7-5.

14.4.5 Outlet Configuration
Presented on Figure 1401 are two examples for detention pond outlet configu-
ration. A Type 1 outlet consists of a grated drop inlet, outlet pipe, and an
overflow weir in the pond embankment. The control for the 10 year discharge
shall be at the throat of the outlet pipe under the head of water as defined on
Figure 1401. The grate must be designed to pass the 10 year flow with a minimum
of 50 percent blockage (i.e. , twice the 10 year flow). Since the minimum size of
the outlet pipe is 12 inches, then a control orifice plate at the entrance of the
pipe may be required to control the discharge of the design flow (see
Section 14.4.2) . An example orifice plate is shown on Figure 1402. Other outlet
configurations will be allowed, provided they meet the requirements of the
permitted release rates at the required volume and include proper provisions for
maintenance and reliability.
The outlet shall be designed to minimize unauthorized modifications which
effect proper function. A sign with a minimum area of 0.75 square feet shall be
attached to the outlet or posted nearby with the following message:
"WARNING
Unauthorized modification of
this outlet is a code violation
and subject to the penalties as
provided by law."
The difference between the 100 year discharge and the surcharged discharge
on the 10 year outlet is released by the overflow weir or spillway. If suffi-
cient pond depth is available, the drop inlet and the grate can be replaced by a
depressed inlet with a headwall and trashrack. Depression of the inlet is
required to reduce nuisance backup of flow into the pond during trickle flows.
The maximum trashrack opening dimension shall be equal to the minimum opening in
the orifice plate.
A Type 2 outlet consists of a drop inlet with an orifice controlled inlet
for the 10 year discharge and a crest overflow and pipe inlet control for the
100 year discharge. The control for the 10 year discharge occurs at the orifice
opening for the head as shown on the figure. The control for the 100 year
discharge occurs at the throat of the outlet pipe as shown on the figure. How-
ever, the difference between the 100 year and 10 year discharge must pass over
the weir and therefore the weir must be of adequate length. The effective weir
length (L) occurs for three sides of the box. To ensure the 100 year control
occurs at the throat of the outlet pipe, a 50 percent increase in the required
weir length is recommended. In addition, the outlet pipe must have an adequate
slope to ensure throat control in the pipe.
14.4.6 Embankment Protection
Whenever a detention pond uses an embankment to contain water, the embank-
ment shall be protected from catastrophic failure due to overtopping. Overtopping
can occur when the pond outlets become obstructed or when a larger than 100 year
storm occurs. Failure protection for the embankment may he provided in the form
of a buried heavy riprap layer on the entire downstream face of the embankment or
a separate emergency spillway having a minimum capacity of twice the maximum
release rate for the 100 year storm. Structures shall not be permitted in the
path of the emergency spillway or overflow. The invert of the emergency spillway
should be set equal to or above the 100 year water surface elevation.

SITE DESCRIPTION:
This project was completed for the proposed site development and
construction of an additional steel building at 13739 WCR 25 '/2, Platteville,
Weld County, CO.
PURPOSE OF STUDY:
The drainage study was prepared for this site to drain as much of the storm
water on the entire site to a storm water detention pond located on the West
side of the site. This pond will discharge on the West side of the pond to the
East roadside ditch along WCR 25 1/2. This drainage study was performed
in accordance with the "Storm Drainage Design and Technical Criteria
Manual" - Adams County, Colorado.
PROJECT DESCRIPTION:
The project site contains approximately 2 acres and is presently occupied by
an existing steel building and outside storage area. The soil for this site has a
predominate hydraulic classification of"C", where low to moderate runoff
volumes in its historic state can be expected.
The initial development of this project will consist of one existing steel
building, with plans of an addition to the West of this building in the future,
and an addition to the East of the existing steel building to be built as soon
as possible. The site also has paved driveways and landscaping areas as
shown on the attached site map. The area will be 36,000 sq. ft. for the
buildings and paved drive areas. The area will be 50,950 sq. ft. for the
landscaped area. The total area is approximately 86,950 sq. ft. for the entire
site. The composite percent impervious for the area is 45.19%.
All runoff from the areas shall be directed to the detention pond located on
the West side of site. (see attached site map).The detention pond will release
at the 10 year and 100 year historic rates into the East roadside ditch along
WCR 25 'h.

DRAINAGE BASIN:
The proposed development of the area has one basin area. Surface runoff
from onsite areas other than the designated watershed shown on the attached
map is considered to be historic flow. The historic flow will continue to
infiltrate into the surface as it has in the past. There are no significant off-
site watersheds that would contribute runoff to this project.
HYDRAULICS:
The outlet structure will have a 6 inch orifice to control the 10 year storm,
and an 8 inch orifice to control the 100 year storm. An 12" PVC pipe will
carry historic flows to the East ditch of WCR 25 1/2.
HYDROLOGY:
The flow from the site will be carried by sheet flow and the paved drive
areas. The storm runoff will drain into the detention pond located on the
West side of the site. The detention pond will have an outlet structure to
control the release rates to the East ditch on WCR 25 '/2.
CONCLUSION:
This drainage plan attempts to minimize the impact of the development of
this project on the surrounding properties. There will be a noticeable
increase in storm flows from this site, however the drainage plan proposed
herein should effectively contain and control these flows at or below historic
rates.

Environmental Health Services has reviewed this proposal for a Office and Warehouse for a Electrical Contracting
Business. We have no objections to the proposal,however, we do recommend that the following conditions be part
of any approval:
We recommend that the following requirements be met prior to allowing the plat to be recorded:
1. The septic system for the existing building shall be reviewed by a Colorado Registered Professional
Engineer. The review shall consist of observation of the system and a technical review describing the
systems ability to handle the proposed load. The review shall be submitted to the Environmental Health
Services Division of the Weld County Department of Public Health and Environment. In the event the
system is found to be inadequate,the system must be brought into compliance with current I.S.D.S.
regulations.
We recommend that the following requirements be incorporated into the permit as"development standards":
1. All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface
and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes
specifically excluded from the definition of a"solid waste" in the Solid Wastes Disposal Sites and Facilities
Act, 30-20-100.5, C.R.S., as amended.
3. Waste materials shall be handled, stored,and disposed in a manner that controls fugitive dust,blowing
debris,and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the Industrial Zone as
delineated in 25-12-103 C.R.S.,as amended.
6. Adequate toilet and handwashing facilities shall be provided for employees and the public.
7. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe
manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof.
8. The facility shall utilize the existing public water supply. (Central Weld County Water District)

The Weld County Public Works Department has reviewed this site plan application. We have attempted to address all
our concerns in this letter. Unfortunately, other issues may give rise to additional concerns.
COMMENTS:
Americans with Disabilities Act (ADA) Requirements: This site will be required to meet all requirements of the
Americans with Disabilities Act. At least one space must be van accessible. A five-foot wide aisle will be required
adjacent to the van accessible space. The accessible path to the building and public right-of-way will need to be shown.
Storm Water: The drainage study was submitted. It is not acceptable. The engineer should meet with the Public Works
Department to discuss my concerns.
Driveways: The gate opening is too narrow for two vehicles to pass. This could result in someone waiting on WCR 25.5
for an exiting vehicle. The gate and drive should be widened to allow two vehicles to pass. Please indicate on the plan
that the access to U.S. Highway 85 has been eliminated.
