I. Explain, in detail, the proposed use of the property.
The primary use of the property will be where my family and myself
will be living. The purpose of the special use permit is so I can store
police impounded vehicles for Weld County and several other police
agencies in the northeastern corridor of the metro area. My intention is
to have horses on the south side of the impound lot for my family's
enjoyment. On the south end of the property, we will have a large
garden.
2. Explain how this proposal is consistent with the intent of the Weld
County Code, Chapter 22.
To be consistent with Weld County Code, Chapter 22 is the majority
of the land will be left as is. Also by adding horses and a large garden
to the property, it will enhance the parcel.
3. Explain how this proposal is consistent with the intent of the Weld
County Code, Chapter 23 and the zone district in which it is located.
It is mostly consistent with Weld County Code, Chapter 23 in that
only 1/3 of the property will be changed from agriculture. With the
fence and landscaping, it should not change the character of the
surrounding area in a negative manner.
4. What types of uses surround the site? Explain how the proposed use is
consistent and compatible with surrounding areas.
There are numerous uses of the land around my parcel. To the
southeast, approximately % of a mile is an Affordable Outdoor
Storage Inc. Directly north is an old turkey farm that has 4 — 5
different types of businesses being run from the property including a
landscaping company, a trucking company, repair shop, etc.
To the northwest, approximately a '/z mile away is Jeeps Unlimited.
They store a lot of parted out jeeps and other types of vehicles. Our
storage would be very similar to his storage business, only we would
not be parting out vehicles.
Directly south approximately 2/3 of a mile is a sewage treatment plant
for the City of Northglenn. To the north % to ' mile is IMI Speedway
with constant noise, which we will not have any noise disturbance.
Our plan does not seem to change the character of the immediate area.
5. Describe, in detail, the following:
a. How many people will use this site?
The number of people using the property would be my family of 5.
b. How many employees are proposed to be employed at this site?
There will be approximately 3 tow drivers bringing impounds to the
lot at any given time.
c. What are the hours of operation?
The hours of the impound lot will be from 8:00 AM to 6:00 PM
Monday through Friday. If we get calls after 6:00 PM, we would store
them at my current lot at 15181 Washington St. in Broomfield until
the following day when they would be moved.
d. What type and how many structures will be erected (built) on
this site?
I plan on adding an addition to the current house in the near future.
The plan also is to build a small garage within in the impound lot so
detectives can process vehicles involved in crimes.
e. What type and how many animals, if any, will be on this site?
We currently have 3 dogs and 2 cats that will be on the property.
f. What kind(type, size, weight) of vehicles will access this site
and how often?
We currently have 3 tow vehicles. One flatbed 4700 International, 2
Chevy 1-Ton wreckers.
g. Who will provide fire protection to the site?
Brighton Fire Department protects the area.
h. What is the water source on the property? (Both domestic and
irrigation).
Left Hand Water District is the source of our water.
i. What is the sewage disposal system on the property? (Existing
and proposed).
The house has an existing septic system that is good working
condition.
1 If storage or warehouse is proposed, what type of items will be
stored?
We will be storing police impound overflow.
6. Explain the proposed landscaping for the site. The landscaping shall
be separately submitted as a landscape plan map as part of the
application submittal.
The only part that we really intend to landscape would be the section
used for impounds. We plan on using approximately 2.5 acres on the
north side of the parcel.
We will put up a 6-ft. cedar fence on all 4 sides of the impound lot.
There will be seedless cottonwood trees and shrubs planted on the
west side of the fence along WCR 11.
7. Explain any proposed reclamation procedures when termination of
the Use by Special Review activities occurs.
If the Special Use Permit expires, we would make all efforts to restore
the land back to its original look and maybe plant additional
vegetation, if so desired by Weld County.
If deemed by the county, the fence would be taken down to give the
parcel a more open look.
8. Explain how the storm water drainage will be handled on the site.
The Bull Canal runs in a northeasterly direction to form the back of
the property line. To the west of WCR 11 is also the Bull Canal.
These would seem sufficient to handle storm drainage as it has for
many years.
9. Explain how long it take to construct this site and when construction
and landscaping is scheduled to begin.
If the Special Use Permit is granted, we have a 3-month time frame to
erect the fence and plant trees and shrubs.
10. Explain where storage and/or stockpiles of wastes will occur on this
site.
There will be no storage or stockpiles of waste on this site. If vehicles
leak oil, we will have a road base covering the storage area which
should absorb leaking oil.

WELD COUNTY CHAPTER 22
I am very aware that Weld County is primarily an agricultural county. That
is probably the biggest reason my family and myself are choosing to move to
the property under consideration.
As a child I grew up in the Golden, Co. area where there were wide-open
spaces where my brothers and sister could play and have fun. I have two
daughters and a son aged 7, 9 & 11. My wife and I want them to have the
same environment of country living as I did. I am also aware that the Weld
County School District has an excellent reputation which is another reason
we like the area. Because Weld County is a fairly sparse populated area,
classroom sizes are generally smaller than surrounding counties. This is
obviously better for the kids because they would get more individual
attention from their teachers.
Currently I am storing impounds at "Jeeps Unlimited" which is in Weld
County approximately 1/3 mile to the northwest on Road 6. This is costing
me $2600.00 monthly that I would rather be using to buy this property,
doing improvements and paying down a mortgage.
I honestly feel this is not a detriment to Weld County but a win-win situation
for all of us involved.
