To whom it may concern:
This letter is in reference to the recent application for a single building addition to
the existing facility active Truck Parts. After speaking with the owner of this facility the
Platteville/Gilcrest Fire Protection District has come to an understanding as to exactly
what the plans were and how the facility is to be used. At this time the respective fire
department understands this situation and feels that this will comply with the
comprehensive plan for this area. The District at this time feels that the addition of this
structure is acceptable and no additional fire suppression is needed. However, in the
future we ask that we are kept informed as the long-term project continues. If there are
any questions please feel free to contact me.

To Whom It May Concern:
This letter is in reference to the recent application number 1311 located on CR 28.
As per my discussion with the builder involved upon this matter the fire department
required that a fire hydrant be supplied in order to provide adequate protection for this
area. This hydrant must provide 1000 GPM at 20 PSI in order to provide adequate water
supply in the event of a fire. As to date I have received nothing to support that any efforts
have been made to accommodate this and at this time the Platteville/Gilcrest Fire
Protection District does not approve to this plan. If there are any questions please feel
free to contact me at the office.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
WCR 28 is designated on the Weld County Transportation Plan Map as a collector status road, which requires an
80 -foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld
County. Pursuant to the definition of SETBACK in the Weld County Zoning Ordinance(Ordinance 89,as amended),
the required setback is measured from the future right-of-way line.
Item #8 of the questionnaire refers to the storm water drainage. The applicant is indicating that the storm water
drainage map will be attached to the questionnaire. I did not receive this.
,. The paved access and approach is adequate to serve the facility.
REQUIREMENTS:
The applicant shall place on the plat an additional ten foot right-of-way to be reserved for the future widening of
WCR 28.
Storm Water Drainage: The applicant indicated that he has a Storm Water Discharge Associated with the
Recycling Industry General Permit(COR 060055)with the State in place. I referred the storm water drainage to the
Weld County Department of Public Health and Environment.
Parking Area: The customer/employee concrete parking area identified on the plat adjacent to the paved entrance
is adequate to accommodate all users of the facility. No additional hard surface parking shall be required on site.
Circulation: The unpaved portion of the facility shall have adequate gravel to accommodate all-weather access
throughout the facility. The applicant shall indicate on the plat directional flow of traffic throughout the salvage
storage area.

STORM WATER DRAINAGE:
The drainage report shall be prepared, certified, and signed by a registered professional engineer licensed in
Colorado. The purpose of the drainage report is to identify and define conceptual solutions to the existing
problems or problems that will occur on-site and off-site.
The design of storm drainage systems shall be obtained from the Design Storm Frequency Table listed in item
10.13.4 of the subdivision ordinance 173-E or a comparable drainage report utilizing industrial type uses.

Following our discussion of your field visit and review of the photographs of the debris (pallets, wood
wastes, and other miscellaneous trash) stored on the southern-most portion of this site, we believe an
additional condition of approval for this USR is appropriate. We believe the proposed condition is
appropriate because the debris does not appear to be associated with any part of the proposed salvage
and repair business and because it has the potential to create nuisance conditions. The storage of these
materials may also violate the Colorado Solid Waste Act. As such, we suggest the following:
1) Prior to recording the plat, all waste materials and other debris (pallets, wood wastes, and other
miscellaneous debris) shall be removed and disposed or recycled at an approved facility. The applicant
shall submit a plan of correction, for review and approval, to the Health and Planning Departments that
describe how the materials will be removed and disposed. Following removal, the applicant shall provide
evidence to the Planning and Health Departments that the material was disposed or recycled in
accordance with the approved plan.

Environmental Health Services has reviewed this proposal for a Salvage Yard, Used Truck Sales and
General Truck Repair. The application materials indicate that fluids and hazardous materials are recovered
and stored in tanks that are hauled off site by a certified hauler. Waste oil shall be utilized in a waste oil
heater to heat the proposed building. Our Department recommends approval.
The following are recommended to be conditions that should be addressed prior to recording the plat:
1. The applicant shall submit evidence of compliance with the Environmental Protection Agency for
the Class V Injection Well Regulations.
j 2. The applicant shall submit a waste handling plan to the Environmental Health Services Division of the Weld
County Department of Public Health & Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should include expected volumes
and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including the facility name, address,
and phone number).
3. The applicant shall submit evidence that the existing NPDES Permit(COR-060000)was amended for the
operation if the Water Quality Control Division of the Colorado Department of Public Health &Environment
determines that such a modification represents a significant change in the discharge.
4. The applicant shall submit evidence from the Division of Water Resources that the existing well(s) can be
used for a commercial use.
The following conditions are recommended to be development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S.,as amended) shall be stored and removed for final disposal in a manner that protects against surface
and groundwater contamination.
�^ 2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing
debris, and other potential nuisance conditions.

4. Fugitive dust shall be controlled on this site.
_ 5. This facility shall adhere to the maximum permissible noise levels allowed in the Industrial Zone as
delineated in 25-12-103 C.R.S., as amended.
6. Adequate toilet facilities shall be provided for the public.
7. An individual sewage disposal system is required for the proposed shop and shall be installed according to
the Weld County Individual Sewage Disposal Regulations. The septic system is required to be designed by a
Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal
Regulations. No wastes other than domestic wastes shall enter the septic system.
8. The Environmental Health Services Division was unable to locate a septic permit for the septic system
serving the existing mobile home and customer service area. The septic system shall be reviewed by a
Colorado Registered Professional Engineer. The review shall consist of observation of the system and a
technical review describing the systems ability to handle the proposed hydraulic load. The review shall be
submitted to the Environmental Health Services Division of the Weld County Department of Public Health
and Environment. In the event the system is found to be inadequately sized or constructed the system shall
be brought into compliance with current Regulations.No wastes other that domestic wastes shall enter the
septic system.

9. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe
manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof.
10. The facility shall utilize the existing well.
