Dear Commissioners: In accordance with the requirements of C.R.S. § 31-12-108.5, enclosed is a copy of the Annexation Impact Report prepared for the proposed Highland Meadow Annexation to the Town of Mead. You have received prior notice of the public hearings before the Planning Commission and the Board of Trustees for this proposal. The Conceptual Plans, Plan Sheets 1 through 4 and the Annexation Map prepared by Drexel Barrell & Co., attached along with this Annexation Impact Report may be referenced for the following information: • Present and proposed boundaries of the municipality in the vicinity of the proposed annexation. • The present streets, major trunk water mains, sewer interceptors and outfalls, other utility lines and ditches, and the infrastructure improvements associated with the annexation such as streets and utility lines in the vicinity of the proposed annexation. 2. A separate area map submitted along with this Annexation Impact Report may be referenced for review of the Existing and Proposed Land Use Patterns in the Area to be annexed. In general, the proposed I-44(6,44 Meadow Subdivision is surrounded by low to medium density residential • development, consistent with the Town of Mead comprehensive plan requirements. 3. Several utility providers will provide municipal services to the Hy La4 Haw Subdivision. Electric service will be provided by United Power, water service will be provide by Little Thompson Water District, telephone service will be provided by US West (Qwest), gas service will be provide by Public Service. The Town of Mead will provide sanitary sewer service and street Fire protection will be provided by the Berthoud Fire Protection District and police protection will be provided by the Weld County Sheriff Department. 4. The financing of municipal service improvements within the area to be annexed will be addressed in the annexation agreement between the applicant and the Town of Mead. The annexation agreement is currently being prepared and is not available at this time. 5. The proposed 821&.4 Mu low Subdivision is located within the following districts: • Berthoud Fire Protection District • Little Thompson Water District • St. Vrain School District RE1J • Northern Colorado Water Conservancy District • St. Vrain-Left Hand Water Conservancy District • Aims Junior College • Weld County Library District 6. As noted, the property is located in the St. Vrain School District RED. Exhibit A, attached as supporting information has been provided by the school district identifying the impact on the district. In summary, the proposed Highland Meadow Subdivision would result in an increase in student numbers of 39.6. St. Vrain School District has calculated that the student spread would consist of 21 elementary students, 8.4 middle level students and 10.2 high school students. 7.
