I see no conflicts with our interests with the exception of employee housing. The sketch
plan shows the potential for 6 units of employee housing about 300 feet north of Weld County
Road 24 accessible from a proposed 40 foot asphalt access road. Locating a specific residence in
the cluster of six that far off of a county road makes response to a 9-1-1 call or other emergency,
especially at night, very difficult and likely delayed. I am unclear how these units could be
effectively addressed. There must be addressing easily visible, particularly during darkness, on
CR 24 and on the units themselves.
The property owner needs to include a plan to insure access to these units is possible from
CR 24 in the even of a weather emergency, specifically, snowfall. There is also no indication of
an exterior lighting plan around the units. Adequate yard lighting independent from the units
will reduce the potential for injuries to responding personnel during hours of darkness from trips
and/or falls.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
WCR 24 is designated on the Weld County Transportation Plan Map as a collector status road, which requires an
80-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld
County. Pursuant to the definition of SETBACK in the Weld County Zoning Ordinance (Ordinance 89, as
amended), the required setback is measured from the future right-of-way line.
REQUIREMENTS:
The Weld County Public Works Department recommends approval of the application.
Off-Street Parking: The parking spaces including the access drive shall be surfaced with recycled asphalt base
gravel, asphalt, concrete, or equivalent. It shall be graded to prevent drainage problems.
Each parking space shall be equipped with wheel guards or curb blocks where necessary to prevent vehicles from
extending beyond the boundaries of the parking spaces and from coming into contact with other vehicles, walls,
fences, or trailers.
Additional Parking: The applicant shall place on the plat additional parking spaces on the south side of the indoor
arena that are currently being used for customers, visitors, or employees.
Circulation: The circulation appears to be adequate to utilize the facility. The circulation roads shall be graded and
drained to provide all-weather access to the facility.
Additional Right-of-Way: WCR 24 is designated as a collector status road,which requires an 80-foot right-of-way
at full build out. The applicant shall reserve an additional 10 feet of right-of-way on the property to accommodate
full build out of the County road section.
Close Multiple Accesses: The applicant shall close the additional access east of the house, next to the pasture.
Utilize the western access as the main residential access point, minimizing accesses to a collector status roadway.

Environmental Health Services has reviewed this proposal for an Equine Facility. Our Department
recommends approval. We recommend that the following conditions be a part of any approval:
The following are recommended to be conditions that should be addressed prior to recording the plat:
1. The applicant shall submit a stormwater management plan, For review and approval, to the
environmental health services division of the Weld County Department of Public Health&
Environment. The plan shall describe how stormwater, that comes into contact with manure, will be
managed on the property.
2. The applicant shall submit a manure handling plan to the Environmental Health Services Division of
the Weld County Department of Public Health& Environment. The plan shall describe how manure
generated on the facility will be managed.
3. The facility shall be in compliance with the Confined Animal Feeding Operation Regulations prior to
final approval of the proposed use.
4. The applicant shall provide envelopes for the septic system(s) that will serve the proposed employee
houses. The envelopes must be approved by the Weld County Department of Public Health and
Environment.
The following conditions are recommended to be development standards:
1. The applicant shall remove, handle, and stockpile manure from the livestock area in a manner that
will prevent nuisance conditions. The manure piles shall not be allowed to exist or deteriorate to a
condition that facilitates excessive odors, flies, insect pests, or pollutant runoff. The manure storage
site shall have a water-tight surface which does not permit seepage or percolation of manure
pollutants into the ground.
2. The applicant shall comply with the Confined Animal Feeding Operation Regulations (5 CCR 1002-
19).
3. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities A t, Dept.
30-20-100.5, C.R.S., as amended) shall be stored and removed for final dl PRIA iaiir�ier t o g

4. No permanent disposal of wastes shall be permitted at this site.
5. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
6. Fugitive dust shall be controlled on this site.
7. This facility shall adhere to the maximum permissible noise levels allowed in the Residential Zone
as delineated in 25-12-103 C.R.S., as amended.
8. All septic systems located on the property shall have appropriate permits from the Weld County
Department of Public Health & Environment. The Environmental Health Division of the Weld
County Department of Public Health& Environment was unable to locate a septic permit for the
septic system located on the larger/smaller parcel of this application. Any existing septic system(s)
which is not currently permitted through the Weld County Department of Public Health&
Environment will require an I.S.D.S. Evaluation prior to the issuance of the required septic permit(s).
In the event the system(s) is found to be inadequate, the system(s) must be brought into compliance
with current I.S.D.S. regulations.
9. Individual sewage disposal system(s) are required for the proposed employee housing and shall be
installed according to the Weld County Individual Sewage Disposal Regulations.
10. If the applicant chooses to have a common individual septic system for the six proposed employee
mobile homes,the septic system(s) are required to be designed by a Colorado Registered
Professional Engineer according to the Weld County Individual Sewage Disposal Regulations.
11. The facility shall utilize the existing public water supply (Central Weld Water District).
