HomeMy WebLinkAbout20013352.tiff RESOLUTION RE: AUTHORIZATION FOR THE WELD COUNTY ATTORNEY TO PROCEED WITH LEGAL ACTION AGAINST MITCHELL AND TAMMY SWARTZ FOR VIOLATION OF THE WELD COUNTY CODE WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, Mitchell and Tammy Swartz, VI #0100081, are allegedly in violation of the Weld County Code, and WHEREAS, despite efforts by the Planning staff to resolve said matter, the violation has not been corrected, and WHEREAS, on the 11th day of December, 2001, a public hearing was held before the Board of County Commissioners for the purpose of hearing testimony relating to said violation, and WHEREAS, Tammy Swartz, property owner, was present at said hearing, and WHEREAS, the Board of County Commissioners deems it advisable to refer said violation to the Weld County Attorney's Office for legal action, with an instruction for delay of action upon such referral until February 11, 2002, to allow adequate time for the property owners to finish building their home and pass the final inspections. At that inspection several things were noted as to needing attention. The caissons were approved. After discussion with the Building Official,Jeff Reif, it was determined that an engineered opinion from a Colorado State Registered Engineer is required pertaining to the structural framing to include Post Beams(excessively cut),ceiling joists, griders,puffins and roof trusses. Lupton, CO 80621 Subject: Inspection and Report for a Pole Barn Structure. An inspection was made of the pole barn structure located at 15166 Caroline, Ft. Lupton, Colorado. The purpose of this inspection was to determine if the structure is adequate to withstand the loading required by the Weld County Building Code. The barn structure is of the pole type and is 40 feet by 40 feet in size. The center section is 16 feet in width and 40 feet. in length. This section has a second floor and prefabricated roof trusses. The side sections are 12 feet wide by 40 feet in length. The side sections are single story with 2 x 8 rafters attached to the side of the second story and bearing on a beam and post system at the outside. An analysis was made of the entire structure to determine the forces from gravity and wind loading. The required size of the structural members was then determined. The design criteria used in the analysis is as follows: 1 . Roof live load plus dead load = 40 PSF (30 .+ 10 ) 2. Second floor live load plus dead load = 50 PSF (40 + 10) 3. Wind load — 80 mph, Exposure C 4. Soil loading — 2000 PSF bearing 2500 PSF side shear The structural analysis for the barn structural is discussed as follows: 1. Roof Over Center Section. The roof framing consists of prefabrica- ted trusses. The top and bottom chords are 2 x 6 members. A review of the data for this type of truss indicates the trusses have a span rating of 30 feet at a spacing of two feet on centers. For the span of 16 feet, the trusses can be used up to a maximum spa- cing of four feet. For this spacing, adequate (2"x 4") purlins should be used, spaced at two feet on centers. Alternate trusses should have knee bracing as shown on Dwg. S2. The inspection of the trusses reveal the individual members and the connection plates to be in a sound condition. -1- 2. Roof Over the Side Units. The roof framing for these units consists of 2 x 8 rafters at approximately four feet on centers. Additional rafters should be installed for a maximum spacing of two feet on centers. The inner beam supporting the rafters is inadequate. For ten foot span between posts, a double 2 x 10 beam is required. The outer beam should be a built-up plywood type of beam, see details on Dwg. S2. 3. Second Floor System. The second floor framing consists of 13/4 x 117/8 micro-lam joists at two feet on centers. These joists have a capacity of 266 PLF or approximately 110 PSF live load. The joists should have X-bracing installed at the mid-point of the joist span. The 3/4 inch flooring has live load capacity of 96 PSF. The required size of the support beam for the joists is calculated to be 2-l3/4 x 117/3 micro- lams. The beams are sized to carry the above wall, roof and floor loads. The 6 x 6 timber columns are adequate to carry the imposed roof, wall , and floor loads. 4. Column Support System._ The maximum compressive stress developed in the columns is 445 psi , the allowable stress is 'ti S5 psi. The columns will require a concrete pier. See Dwg. Si. for details. The supports under the outer roofs consist of 6 x 6 timber columns at 10 feet on centers. These columns"carry less load than the interior ones and are considered adequate. 5. Wind Forces. For an 80 mph wind, Exposure C, the resulting wind pressure is 25 PSF. The resulting wind on the interior columns requires a 30 inch diameter concrete pier having a depth of three feet below ground line. The resulting force on the exterior columns requires a 24 inch diameter concrete pier having a depth of three feet below ground line. As discussed above, the design analysis reveals that some parts of the struc- ture are adequate and meet the building code requirements while other parts are inadequate. Based on the analysis and the details shown on the enclosed drawings, the structure will be capable of withstanding the gravity and wind loading required by the Weld County Building Code.
