HomeMy WebLinkAbout20010043.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO JANUARY 3, 2001 TAPE #2001-01 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, January 3, 2001, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner M. J. Geile, Chair Commissioner Glenn Vaad, Pro-Tem - EXCUSED Commissioner William H. Jerke Commissioner David E. Long Commissioner Robert D. Masden Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Don Warden MINUTES: Because the current members of the Board were not present at the December 27th meeting, Commissioner Geile moved to continue the minutes of the Board of Social Services meeting of December 27, 2000, to January 8, 2001, for a motion from Commissioner Vaad. WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval by the Board in the amount of$128,701.75. Commissioner Masden moved to approve the warrants as presented by Mr. Warden. Commissioner Long seconded the motion, which carried unanimously. ADDITIONS: The following was added under New Business: Consider Revisions to Section 7.000, Social Services Operations Manual, Policies and Procedures. Commissioner Masden moved to approve said addition. Seconded by Commissioner Long, the motion carried unanimously. NEW BUSINESS: CONSIDER REVISIONS TO SECTION 7.000: Judy Griego, Director of Social Services, stated the revisions to Section 7.000 are in line with the Weld County Personnel Policy. She stated the revisions include clarification of communication/liaison roles between the Department's Personnel Office and the Weld County Personnel Office, and incorporates recommendations of the Ad Hoc Advisory Committee regarding employee appearance, behavior, and conduct. Ms. Griego stated the revisions also adjust the Department's 8-step pay plan to a 10-step pay plan, and incorporates final pay policies and procedures for employees upon retirement or termination. She stated this identifies those employees affected by the change in payroll in March 1981, payroll transition to conform with State reporting procedures in December 1995, and employees hired after December 15, 1995. In response to Commissioner Jerke, Ms. Griego stated there was a transition from the State Merit System to the County payroll system. Mr.Warden added 2001-0043 BC0016 the Personnel Policy is passed by the Board as an ordinance; however, there are certain Departments including the Sheriff's Office, Department of Social Services, and Weld County Ambulance Service,which have special provisions for individual policies and procedures. He explained the Department of Social Services works under the State Department as well as Weld County for reimbursement. Commissioner Long moved to approve said revisions. Commissioner Jerke seconded the motion, which carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
