The following questions are to be answered and submitted as part of the USR application. If a question
does not pertain to your use, please respond with "not applicable", with an explanation as to why the
question is not applicable.
1. Explain, in detail, the proposed use of the property.
2. Explain how this proposal is consistent with the intent of the Weld County Comprehensive Plan.
3. Explain how this proposal is consistent with the intent of the Weld County Zoning Ordinance and
the zone district in which it is located.
4. What type of uses surround the site? Explain how the proposed use is consistent and compatible
with surrounding land uses.
5. Describe, in detail, the following:
a. How many people will use this site?
b. How many employees are proposed to be employed at this site?
c. What are the hours of operation?
d. What type and how many structures will be erected (built) on this site?
e. What type and how many animals, if any, will be on this site?
f. What kind (type, size, weight) of vehicles will access this site and how often?
9. Who will provide fire protection to the site?

SPECIAL REVIEW QUESTIONNAIRE
1. Explain, in detail, the proposed use of the property.
Continue to raise and breed registered Morgan horses. Charles and Rhonda
Abfalter have been breeding, raising and showing Morgan horses for over 20
years. After living on this property since 1977, the Abfalter's are finally in a
financial position to build a 20 stall barn to accommodate their horses and a
large indoor arena for year round show preparation in the primary disciplines
of pleasure, fine-harness, carriage and roadster driving.
2. Explain how this proposal is consistent with the intent of the Weld
County Code, Chapter 22
Our barn proposal is consistent with the weld county code chapter 22 in that
we will be preserving nonprime farmland for the agricultural industry and
farming activities.
3. Explain how this proposal is consistent with the intent of the Weld
county Code, Chapter 23 and the zone district in which it is located.
Our proposal will be consistent with Weld County Code, Chapter 23 by
promoting agricultural activities.
4. What type of uses surround the site? Explain how the proposed use is
consistent and compatible with surrounding land uses.
All of the surrounding land is agricultural, with the smallest parcel being 5
acres. Most homeowners in the area own some type of livestock and have
erected large barn/shop type structures. A few of these structures house
commercial enterprises.
5. Describe, in detail, the following:
a. How many people will use this site?
Six to 10 people, not all at the same time.
b. How many employees are proposed to be employed at this site?

c. What are the hours of operation?
8AM till Sunset.

One, steel barn, and indoor arena.

Hay delivery,by bale wagon or stack retriever,quarterly OR semi load semi-
annually.

purchase water shares, but according to the water commissioner in our
area, The water will not be accessible to our location in less than 10 years

Construction should take 90 to 180 days. Beginning as soon as the permits
are issued.

Waste will be stored off-site, following best management practices and not
creating a nuisance condition.

Rhonda and Chuck Abfalter Proposed Agricultural Building
Chris,
I have reviewed the requirements pertaining to Weld Count zoning 23-3-50
section E. I have also reviewed the uniform building code table 3-A. Our
structure is consistent with the requirements of group Ul as stated on table
3-A. Using group U1 will eliminate our requirement to be 150' for the
wellhead. However we will maintain a 75' set back.
The proposed building is for private agricultural use only. The building is
for the private housing and training of horses. This structure will not be
used as an office or storage area for anything other than animal feed and
equipment.
