SPECIAL REVIEW USE QUESTIONNAIRE Hall-Irvin Corporation
This letter in conjunction with the attached DMG Reclamation Permit application will serve as
the Special Review Use Questionnaire.
Proposed Use of Property
Hall-Irwin Corporation is proposing to expand the mining operation to include approximately 40
additional acres.
Truck Traffic
The materials will be transported across the site to the processing area rather than using County
Roads. All trucks will continue to exit the property on Baseline Road (East 168th Street/Weld
County Road 2). These trucks will cross the South Platte River via the bridge on Baseline Road.
Thus, the existing Road Maintenance Agreement and Access Information Sheets are still
appropriate for this site.
Consistency with the Weld County Comprehensive Plan
This application is consistent with the Weld County Comprehensive Plan. The mining operation
will promote the following goals and policies:
• CMPolicy I: Access to future mineral resource development areas should be considered
in all land-use decisions in accordance with Colorado State Law. No Weld County
governmental authority which has control over zoning shall . . . permit the use of any area
known to contain a commercial mineral deposit in a manner which would interfere with
the present or future extraction of such deposit by an extractor. This property is situated
within one of the principal aggregate deposits in the County. According to the County
Sand, Gravel Resources Map, the resource is classified as Fl - floodplain deposit of
relatively clean and sound gravel.
• CM.Goal2: Promote the reasonable and orderly development of mineral resources.
• CM.Goal 3: Minimize the impact of surface mining on surrounding land uses, roads and
highways. The operator has minimized the impact of the mining operation by
surrounding the processing area by stockpiles to minimize noise, watering the haul roads
and stockpiles as necessary to control dust and by entering into a road maintenance
agreement with the County.
• CM.Goal 4: Minimize hazardous conditions related to mining activities and the mining
site. The applicant will comply with all federal, state and local regulations.
• CM.Goa15: Provide for timely reclamation and reuse of mining sites in accordance with
the Comprehensive Plan, Subdivision and Zoning Ordinances. This site will be
reclaimed into water storage reservoirs, wetland areas, private reservoirs and a uplands.
These uses are consistent with the County's Comprehensive Plan and regulations.

Consistency with Weld County Zoning Ordinance
This applicant will conduct operations in a manner which is consistent with the operations
policies set forth in Section 44.4 of the Weld County Zoning Ordinance.
Compatibility with Surrounding Land Uses
The surrounding land uses are primarily agricultural and rural residential. There are other
permitted sand and gravel extraction operations in the general vicinity. This amendment will not
increase the amount of traffic in the vicinity of the site, nor will it bring the need for additional
housing or support services to the area. Compatibility with the surrounding uses will be assured
by setbacks, noise limitations and other restrictions on the operation.
Method of Mining Operation
The applicant will continue to employ the same mining method as permitted in the original USR.
I have attached excerpts from the original DMG permit application which describe the mining
plan and reclamation plan. The Mining Plan Map (Exhibit C) illustrates the anticipated mining
schedule, the size of the area and stages to be worked at any one time and the location of
stockpiles. Exhibit I describes the depth and thickness of the mineral deposit and the
overburden. There will be no permanent structures associated with mining this amendment area.
There will be no animals allowed near the mining activities at the site.

The applicant will continue to utilize the same equipment and facilities as permitted in the
original USR application:

The applicant will continue to comply with the hours of operation set forth in the original USR
permit.

Employees
Hall-Irwin anticipates there will be a maximum of two shifts and forty employees working on the
site.
Adequate Water Supply/Water Source
Bottled drinking water will be available at the adjacent Baseline operation, in the processing
area. Please refer to Exhibit G - Water Information in the DMG 112 Reclamation Permit
application for details on projected water requirements for the mining operation. We have
submitted an application for a gravel pit well permit to the Office of the State Engineer. In order
to obtain the well permit, Rocky Mountain Consultants, Inc. has prepared and submitted a
temporary substitute water supply plan (SWSP). The SWSP outlines the depletions during
mining and how replacements will be made. The Office of the State Engineer must approve the
SWSP before the well permit can be issued. The State Engineer's issuance of the well permit
assures that the water rights and associated technical details are addressed.
Sewage Disposal
Hall-Irwin will continue to utilize the existing septic system for the scale house and portable unit
for the processing area.
Stormwater Drainage
Hall-Irwin prepared a Stormwater Management Plan per Colorado Department of Public Health
and Environment, Water Quality Control Division regulations as part of the permitting for the
original operation. The operator has expanded this application to include the expansion area and
continue to follow this plan to manage stormwater.
Landscaping/Final Reclamation
Refer to the Exhibits E and F for details on proposed reclamation procedures and landscaping.
Exhibit D (Mining Plan) contains the mining and reclamation schedule.
Adequate Protection of the Health, Safety and Welfare of the Neighborhood and the County
The applicant will comply with all conditions of State and local permits thus ensuring the
protection of the health, safety, and welfare of the inhabitants in the site vicinity and in the
county. Please refer to Exhibit M of the DMG application for a list of permits the applicant is
obtaining.
Floodplain Hazard Area
According to FIRM flood insurance rate map panel No. 080266 0995 C, (September 28, 1982),
this property lies within Zone A, area of 100-year flood; base food elevations and flood hazard
factors not determined. The applicant is in the process of preparing a Floodplain Development
Permit. This application will be submitted to the County upon completion.
Dust Abatement Plan
Hall-Irwin Corporation will continue to comply with the existing dust abatement plan. We have
enclosed a copy of the updated Air Pollution Emission Notice for your information.
