Tape 167A01 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at Frederick Town Hall, 401 Locust Street, Frederick, CO, 7:30 p.m. ROLL CALL: The meeting was called to order by President Dwaine Kurtz. Vice President Joyce Smock, Councilman Mitchell Martin, and Councilman Douglas Rademacher were present, constituting a quorum of the members. Councilwoman Jody Malone joined the meeting at 7:40 p.m. Also present: Commissioner Vaad, Mayor Edward Tagliente, Sharon Hopper, John Folsom and the Council secretary, Bev Thomas. REVIEW PROGRAM: Councilman Douglas Rademacher introduced Commissioner Vaad. Commissioner Vaad presented a review program regarding Weld County's future growth and planning with an emphasis on transportation issues. He explained that Transportation Impact Fees now being assessed from developers will be used to best facilitate transportation in the areas where the fees are collected. Mr. Vaad outlined the development of parallel Weld County roads to ease the crowding on 125 and Highway 85. He also discussed lease-purchase agreements to purchase and care for roads and the possibility of creating Rural Transportation Authorities that would provide local tax districts for roads in unincorporated areas. Commissioner Vaad said that increased growth in Weld County has made redistricting of County Commissioner districts necessary to keep the population evenly divided in the districts. AGENDA ADDITIONS/APPROVAL: Vice President Joyce Smock made a motion to adjourn the meeting at 9:05 p.m. Motion carried. APPROVAL OF MINUTES: Councilman Douglas Rademacher made a motion to approve the August 21, 2001 Council meeting minutes. Motion carried. PUBLIC COMMENT: President Dwaine Kurtz asked John Folsom to give a citizen's perspective on being a member of Weld County's Planning Commission. Mr. Folsom outlined the procedures and guidelines governing the Planning Commission's activities. The Council thanked Mr. Folsom for his public service and thanked Mayor Tagliente for hosting the County Council in Frederick. UNFINISHED BUSINESS: Performance Review of Internal Controls at Weld County Treasurer's Office Councilwoman Jody Malone made a motion that the Weld County Council schedule a public hearing of the Review of Internal Controls at the Weld County Treasurer's Office for the October 16, 2001 Council meeting. NEW BUSINESS: Correspondence RE: Coroner's Office Councilwoman Jody Malone reported attempts to contact Coroner Scott Anthony and schedule a meeting were unsuccessful. President Dwaine Kurtz said that he would attempt to arrange a meeting with the County Council and the County Coroner. APPOINTMENTS AND ANNOUNCEMENTS: President Dwaine Kurtz noted the next Elected Officials meeting is November 26, 2001. CORRESPONDENCE: President Dwaine Kurtz suggested members request any information necessary regarding the correspondence listed on the agenda. COORDINATOR REPORTS: There were no coordinator reports. PAYMENT OF THE BILLS: Vice President Joyce Smock made a motion to pay the bills.
