The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, September 26, 2001, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner Glenn Vaad, Pro-Tem
Commissioner William H. Jerke
Commissioner David E. Long
Commissioner Robert D. Masden
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of September 24, 2001, as printed. Commissioner Masden seconded the motion, and it carried
unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $40,956.11. Commissioner Long moved to approve the warrants as
presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously.
OLD BUSINESS:
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION
OF POLICIES AND PROCEDURES(CON'T FROM 09/24/2001): Judy Griego,Director of Social Services,
stated the proposed revisions will clarify the procedures regarding clothing allowances for foster children,
and revise the subsidized adoption review procedures. They will also clarify the procedures to discontinue
an adoption assistance payment or assess a foster care parental fee from adoptive parents whose child
is placed into the custody of the Department for out of home placement,formalize the internal procedures
to review children who are freed for adoption, and refine the procedures regarding the contact process for
out of home placement services. Commissioner Jerke thanked Ms. Griego for taking the additional time
to explain this matter to various Commissioners before making a determination. Commissioner Jerke
moved to approve said revisions. Commissioner Long seconded the motion. In response to Chair Geile,
Ms. Griego stated item #4 will formalize the process internally to deal with the duration and outcomes of
RTC, as well as look at the transition plan to shorten the duration on RTC. The motion carried
unanimously.

Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
