Minutes of the last meeting were approved. Schedule of meetings through March 13, 1984 was approved. A proposal submitted by David Musick for a work release inmate residential facility in Weld County was received by task force members. The task force will decide at a later date whether to discuss the proposal at a meeting. Sam Nelson explained the Useful Public Service program in Weld County. The program primarily designed for DUI/DWAI offenders has been expanded to other criminal offenders sentenced by the District and County Courts beginning in September/October, 1983. The offenders can be used for any work beneficial to the public. The offenders are placed both with public entities and non-profit organizations now that insurance liability problems have been resolved. The program uses, as a philosophical guide, the criteria that criminal offenders with sentences of more than 15 days should be jailed, offenders with less than that amount are candidates for public service. Over 700 individuals have completed a total of 19,036 hours of service (valued at over $63,770) during the last year. Only 7 offenders have had revocations. Current caseload is 279 people. The program has been a successful jail diversion program in Weld County and has been well received by the using agencies, courts, and offenders. Sam indicated that potential still exists to expand the use of offenders in the county within agencies. John Gomez, supervisor of the work release program in the Weld County jail described the work release program. The program serves as an alternative to keep people gainfully employed to support families and pay restitution while serving jail sentences. An individual can be placed in the program by court order or applying as a member of the jail population. The person must be a sentenced inmate with no pending charges and should have already participated in a program such as the trustee program, education program, etc. prior to entry into work release. Inmates participating pay $20/week to the county. �j Q p� 840970 Current capacity is 14 inmates with a waiting list of 6 inmates. The program could be expanded to 21-25 beds. Judge Borg indicated the courts could use a 30 bed program. John Coppom reported on the "workender" program of Larimer County. The program has sentenced inmates: (1) report at 8:00 a.m. Saturdays, (2) work Saturday until 5:00 p.m. on a county project, (3) spend Saturday night in jail, (4) work 8:00 a.m. to 5:00 p.m. Sunday and (5) released at 5:00 p.m. Sunday. Many of the inmates are DUI offenders. John indicated that the program is like Useful Public Service except for the overnight stay, but without the overnight stay it is not a jail sentence. Based on an interview the Larimer County Commissioners have problems with the program and feel the costs are out of control. Costs are $65.00/day. John indicated that he felt the program was not a cost effective jail alternative program as currently operated. Mike Metzger will arrange a visit of the Larimer County jail for the task force members interested. The next meeting was set for Tuesday, February 14, 1984, at 12:00 p.m. at the Holiday Inn. The goals and objectives of the Task Force were presented, discussed and agreed to be as follows: A. Review current jail facility. B. Review current jail and jail alternative programs. C. Review criminal justice policies. D. Analyze jail population and future trends. E. Examine jail alternative programs. 1. Useful Public Service 2. Work Release 3. Workender 4. Community Corrections 5. PR Bonding 6. DUI Booking/Release 7. Private non—profit efforts in Weld County 8. Models in other counties (Mesa County) F. Develop recommendations. 1. Facility modifications 2. Criminal justice policies 3. Jail alternatives programs John Coppom also requested that a definition of what a jail is and how it is designated, legal requirements, etc. be presented at the next meeting which was agreed to be done. Assignments were made as far as presentations for the next four meetings. Copies of the assignments are attached. & i 6l0/ / Task Force agreed that meetings will be scheduled the second and fourth Tuesday of each month at 12:00 p.m. at the Holiday Inn until the Task Force completes its assignments. The meetings will be held from 12:00 p.m. to 1:30 p.m. and adjourn promptly at 1:30 p.m. in order to accommodate members. Lunches at the meeting will be provided by Weld County. Gail Elias of Voorhis Associates, Inc. made a presentation on inmate population analysis for the Weld County facility. Details of the report are in the binders handed out during the meeting. The meeting was adjourned at 1:15 p.m. NOTE: Please insert all handouts from the Task Force into the binder provided at the meeting. All individuals should check the attached schedule and be prepared to make the presentations on the dates indicated. If for some reason you cannot attend or make the presentations as indicated, please notify Don Warden in advance at 356-4000, Ext. 4218.
