RE: DECLARE CERTAIN EQUIPMENT AS SURPLUS PROPERTY, APPROVE
CUSTOMER PURCHASE ORDER FOR TRADE OF HYDRAULIC EXCAVATOR, AND
AUTHORIZE CHAIR TO SIGN -COLORADO MACHINERY/JOHN DEERE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, State statute and the Weld County Code require that all items disposed of
be declared surplus by the Board of County Commissioners, and
WHEREAS, the County has determined that certain equipment, described as a 1999
Deere 160LC Hydraulic Excavator, is no longer required for County use, and
WHEREAS, the Board has been presented with Customer Purchase Order for trade-in
of said equipment and replacement with a 2001 Deere Model 160LC Hydraulic Excavator from
Colorado Machinery/John Deere with a $19,711.00 remaining balance, and
WHEREAS, after review, the Board deems it advisable to declare said equipment as
surplus, and approve Customer Purchase Order for the trade-in and replacement.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the 1999 Deere 160LC Hydraulic Excavator be, and hereby is,
declared as surplus.
BE IT FURTHER RESOLVED by the Board that the Customer Purchase Order for
trade-in of said equipment and replacement with a remaining balance of$19,711.00 due to
Colorado Machinery/John Deere be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 9th day of July, A.D., 2001.

RE: Equipment Replacement of John Deere Excavator
DEPARTMENT: PUBLIC WORKS DATE: 4 June 2001
PERSON REQUESTING: Frank B. Hempen, Jr., P.E., Director of Public Works/County Engineer
Brief description of the problem/issue: Request approval to replace one 1999 John Deere track moun ed
excavator and accept customer purchase order from Colorado Machinery.
1. Weld County has routinely replaced the tracked excavators through the trade-in buy-back program to maintain
a newer and cheaper fleet of high usage excavators for our ditching and culvert crews. The equipment must be
traded-in within the designated operating hours to get the set trade-in price. The equipment stays under a full
warranty while we own the machine. The various buckets we own do not adapt to other brands.
2. Purchase price of a 2001 Excavator is$135,721 with trade-in credit of$116,010 for our 1999 Excavator; which
had a purchase price of$133,975. We would have a balance due of$19,711 to be paid out of IGA funds.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
1. Approve the replacement of the 1999 excavator with the proposed 2001 model. This would change the 10 yr/life
depreciation from $1131 month to $821 month. Trading in the 2001 model on the same 24 month cycle would
equate to a$30,720 savings over long term ownership of the equipment.
2. Disapprove replacement of excavator and retain equipment for duration of its scheduled life. This would begin
to accrue maintenance costs when the warranty expires and the trade-in or resale value would decrease in time.
3. Approve the replacement of the excavator but direct the purchase be done through sealed bid process. This
would have significant affect on the standardization of the fleet if similar models are not purchased. Operator
training, efficiency, and maintenance would be affected on the crew which is predominately seasonal employees.
Increased costs would be incurred as additional buckets would have to be purchased or adapted to fit existing
equipment.
Recommendation to the Board: Approve Option 1 and accept customer purchase order for 2001 John Deere
160LC to be paid out of IGA funds.
