Box 758 Greeley, CO 80632 RE: Acct #R6225986 Dear Sirs/Madams, We are responding to the "Notice of Denial" we have received from the Weld County Assessors Office after we protested the May 1, 2001 real property valuation. This valuation increased our property values to 177079 from 115945. Our home is a non-conventional structure which is not comparable to any properties in our area or any other area. It is a simple one level, 3 bedroom, 1 bath design constructed in 1972. We do not have a basement, laundry room or any special features that would enhance a sale. We do not have a garage or a shop or any outbuildings other than an old shed and a well house. We did not make any improvements to our home within the specified evaluation period. Based on the consideration that land values have increased because of "market value", we still feel that we would not be able to sell our home for more than $125, 000.00. We feel that would be a fair increase in our values if an increase must be made. Please see attached documentation to support our claims. Sessions Weld County Assessor 1400 N. 17th Avenue Greeley, CO 80631 RE:Acct# R6225986 Dear Mr. Sessions, We are responding to your "Notice of Valuation Real Property" dated May 1, 2001. Please be advised that this valuation is excessive. We did not make any improvements to our property within the eighteen-month period ending 6/30/00, which per your notice is the period used for valuation. There are several properties in this area, which have remained on the market for a considerable amount of time during this valuation period and beyond, including 4061 Sunrise Lane, 17936 WCR 10 and 4120 Martin. There are also properties, which have not sold and have been removed from the market. This is a clear indication that fair market real estate values are not viable within this area. We already pay for schools when we have no children. We pay for a water system that we don't use. The main benefit we receive from our property taxes are road and highway usage. WCR's 10 and 37 border our property. WCR 10 is very poorly maintained and is always washboard since it is rarely graded. We are constantly enveloped in a cloud of dust due to traffic and even the wind. This area has seen a drastic increase of non-local traffic using WCR 37 from Hwy 52 and I 76 due to lack of improvements by Weld County, I.E. an I 76 on-ramp access from WCR 8 which would route traffic directly up WCR 8. This would certainly accommodate the traffic flow more efficiently than routing via WCR 37. There continue to be deadly accidents at the intersection of WCR 8 & WCR 37. Local residents already shoulder a steep tax burden although Weld County continues to fail to install effective traffic control at that point. A flashing red & amber light would be greatly beneficial. We travel through that intersection almost daily so it could be deadly for any local residents or us at any time. We contend that the influx of foreign traffic and lack of improvements and maintenance by Weld County in our area have actually lowered our land values rather than enhanced them. We pay more than adequate taxes for the services we have received within your target period. The new people who have created the growth trends should bear the responsibility of increasing county expenses by paying appropriate taxes for the county services that benefit them. It is evident that portions of Weld County receive and have received greater services than other areas. We feel a blanket appraisal is grossly inequitable. Sincerely, Marvin R. Koger Janet L.
