WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , the Board of County Commissioners of Weld County, Colorado held a public hearing on the 31st day of December, 1980 at the hour of 2: 00 o'clock p.m. in the Chambers of the Board of County Commissioners for the purpose of hearing the applica- tion of Thomas C. Caruso, P. O. The swine farrowing and finishing operation on the hereon described parcel of land shall be limited to the facilities shown which are designed to handle a total of 8,000 swine. All other uses permitted by right in the Agricultural Zone District shall be permitted on the property. 2. The Special Use Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust, and the growth of noxious weeds. 3. All phases of the operation shall comply with all County and State Health Standards and Regulations pertaining to air quality, water quality, noise emission and sanitary disposal systems. 4. Lagoons shall be installed in accordance with REGULATIONS FOR THE CONTROL OF WATER POLLUTION FROM FEEDLOTS, August 1974, Colorado Department of Health, specifically paragraph 8. 1 .4. The applicant shall be responsible for any additional applicable directives or guidelines issued by the Colorado Depart- ment of Health, Water Pollution Control Division. 5. Lagoons shall be constructed and/or located so as not to cause seepage to any County Road right-of-way or adjacent properties. 6. All accesses shall have the approval of the Weld County Engineering Depart- ment. All accesses shall be constructed in accordance with the recommenda- tions and/or requirements of the Weld County Engineering Department. 7. There shall be no discharge of waste water into any streams, other bodies of water, or adjacent drainage systems without obtaining a National Pol- lution Discharge Elimination System Permit from the Colorado Department of Health. 8. The Special Use Permit shall be limited to the plans shown hereon and governed by the Development Standards stated above and all applicable Weld County Regulations. Any material deviations from the plans and/or Development Standards as shown or stated above shall require the approval of an amendment to the Special Use Permit by the Planning Commission and the Board of County Commissioners before such changes from the plans and/or Development Standards shall be permitted. Any other changes from the plans and/or Development Standards shall be filed in the office of the Department of Planning Services. 9. The property owner an/or operator of this operation shall be responsible for complying with all of the above stated Development Standards. Over two years of research has gone into engineering my intended operation. I would like to explain several aspects of my operation which will directly affect Weld County and my neighbors. Although any large assembly of livestock will emit an odor, the concentration of this odor from my facility will be absolutely minimized. A filtration system utilizing large volumes of air and an aerobic digestor reagent will guarantee a minimum of pollutants. This will be true during both winter and summer months. The manure will be handled and processed in a concentrated liquid form. A 3 million gallon lagoon, sealed with an artificial plastic liner, will assure that no pollutants will leach into the soil. The liquid manure will be distributed to the farmers in the area as a very economical and effective fertilizer. The confinement system will consist of seven large buildings, five for feeders and two for holding, breeding and farrowing. A grinding and mixing mill along with massive grain storage bins will supply feed for 8,000 hogs. The swine will consume nearly 200,000 bushels of corn and 2,000 tons of concentrates per year. Ample on site storage will require only one feed delivery per month. Likewise, only one group of 1,200 hogs will go to market each month. This should keep additional traffic in the area to a minimum. Box 86 Greeley, CO. 80632 I have reviewed the request from Tom Caruso for a Special Use Permit for a Commercial Swine Operation, to be located in the SW'k of Section 19, Twp. 9N, Range 65W, three miles east and one mile north of Nunn, Weld County, Colorado. The total confinement system as proposed by Mr. Caruso seems feasible. It is stated that the proposed animal waste storage pond will be sealed with artificial plastic liner, which is necessary due to the soil conditions at the site. The size of the proposed animal waste storage pond will be adequate for approximately 270 days of storage. In order to minimize odor from the storage area, the pond should have approximately one million gallons of water in it prior to loading with animal waste. Water supply may be a problem. Mr. Caruso also states that wastes will be pumped and applied to adjoining wheat fields. Application rates for non-irrigated cropland are about 1/4 to 1/3 those of recommended rates for irrigated cropland. A years production of animal waste will provide proper nitrogen application for about 930 acres of winter wheat. Application at heavier rates may cause crop damages. The area in question has the presence of three soil types, which area Altvan fine sandy loam, O to 6 percent slops* (1); Ascalon fine sandy loam, 0 to 6 percent slopes (5); and Otero sandy loam, 3 to 9 percent slopes (46C). All sail types exhibit favorable characteristics for the construction of hog inement buildings with spread footings. However, the Altv*n and Otero soil exhibit very severe conditions for animal waste disposal system construction, especially those of earthen construction.
