RE: APPROVE FISCAL YEAR 2001-2002 COLORADO WORKS ALLOCATION AND
MAINTENANCE OF EFFORT (MOE) BID AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a State Fiscal Year 2001-2002
Colorado Works Allocation and Maintenance of Effort (MOE) Bid from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Social Services, to the Colorado Works Allocation Committee, with
terms and conditions being as stated in said bid, and
WHEREAS, after review, the Board deems it advisable to approve said bid, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the State Fiscal Year 2001-
2002 Colorado Works Allocation and Maintenance of Effort (MOE) Bid from the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Department of Social Services, to the Colorado Works Allocation Committee
be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said bid.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 21st day of May, A.D., 2001.

RE: Colorado Works Allocation Bid for SFY2001-02
Enclosed for Board approval is the Colorado Works Allocation Bid for SFY2001-02.
The Colorado Works Allocation Bid is as follows:
1. The term of the bid is from July 1, 2001 through June 30, 2002.
2. The total county bid is $4,500,000 for SFY2001-02. Included in the SFY01-02
are:
A. $305,000 in additional program services for Colorado Works Program
participants
B. $1,700,000 in the direct coding of child care expenses for working
families of the Low-Income Program, a child care component within the
Colorado Child Care Assistance Program (CCCAP)
3. The total Colorado Works Program allocation for SFY2000-01 was $4,424,154.

Bids should be based on a county's estimated need to provide funding for any or all of the
following (1) maintaining or expanding its Colorado Works Program or (2) for transfers to its
Child Care or Child Welfare Programs.
Counties should not try to anticipate what other counties may or may not be bidding when
preparing bids.

Weld County's bid exceeds 105% of its actual SFY 1999-00 expenditures due to:
1. Additional program services for participants of the Colorado Works Programs
with an anticipated cost of$305,000.
2. Direct coding of child care expenses for Working Families of the Low Income
Program, a child care component within the Colorado Child Care Assistance
Program (CCCAP), in the amount of$1,700,000.
