RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY
ROADS 8 AND 65 TO REDUCE SPEED LIMITS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that "35 M.P.H." signs be installed for a 700-foot School Zone on Weld County Road 8
west from the intersection with Weld County Road 65, as well as a 700-foot School Zone on
Weld County Road 65 north from Weld County Road 8, to ensure safety to the traveling public,
and
WHEREAS, the Weld County Department of Public Works also recommends the
installation of"45 M.P.H." signs in advance of the School Zones to provide an appropriate "step
down" deceleration of the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to
install "35 M.P.H." and "45 M.P.H." signs on Weld County Roads 8 and 65 as described above,
for the safety of the general public, and said signs shall conform to the State Manual of Uniform
Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 27th day of August, A.D., 2001.

SUBJECT: Speed Limit Reduction in the Vicinity of WCR's 8 and 65
COLORADO
The Weld County Public Works Department has received a request to reduce the speed limits on
WCR 8 and WCR 65 near the Cardinal Community Academy.
The Academy is located in the northwest corner of the intersection of WCR's eight and 65. There
is currently one drive entrance into the school located on WCR 65 north of the intersection. The
Academy plans to construct a second entrance onto WCR 8 thus promoting one way ingress/egress
into their facility. Through vehicle traffic on WCR 65 has been observed traveling at or above the
State Statute speed limit (55 mph).
One of the Manual on Uniform Traffic Control Devices warrants for establishment of a speed zone
is Roadside development and culture,and roadside friction. The entrance(s)into the Academy
has and will continue to create friction with normal roadway traffic due to turning movements
necessary to access and depart the school.
Recommendation: I recommend a 35 mph School Zone speed limit be place on WCR 8 from its
intersection with WCR 65,to a point 700 feet west and on WCR 65 from its intersection with WCR
8 to a point 700 feet north. I also recommend a 45 mph speed limit in advance of the school zone
speed limit to provide for appropriate "step down" deceleration of the traveling public.
