FOR A BUSINESS PERMITTED AS A USE BY RIGHT IN THE I (INDUSTRIAL) ZONE
DISTRICT (OFFICE AND STORAGE BUILDING) IN THE A (AGRICULTURAL) ZONE
DISTRICT - MICHAEL AND LORI JONES/REACH MINISTRIES
A public hearing was conducted on January 3, 2001, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated December 18, 2000, and duly published
December 21, 2000, in the South Weld Sun, a public hearing was conducted to consider the
request of Michael and Lori Jones/Reach Ministries for a Site Specific Development Plan and Use
by Special Review Permit #1292 for a Business Permitted as a Use by Right in the I (Industrial)
Zone District (office and storage building) in the A (Agricultural) Zone District. Lee Morrison,
Assistant County Attorney, made this a matter of record. Kim Ogle, Department of Planning
Services, presented a brief summary of the proposal and entered the favorable recommendation
of the Planning Commission into the record as written. He gave a brief description of the location
of the site which is approximately 9.39 acres with improvements. He stated the new building will
compliment the existing structure, and will be used for storage of tools and supplies used in the
work camps. Mr. Ogle explained the application indicates there will be 15 employees, and the site
will be open from 8:00 a.m. to 5:00 p.m. He stated of the ten referrals sent, eight referral agencies
responded with comments, two did not respond, and he has received no letter of concern or
opposition from surrounding property owners. Mr. Ogle stated the Department of Planning
Services recommends approval as indicated in the Administrative Review.
In response to Chair Geile, Don Carroll, Department of Public Works, stated there is one main
access to the main parking area and overflow parking, which will accommodate the employees.
He stated after working with the applicant,they are willing to construct a block-out for the northern
most parking spaces,and will make accommodations for Disabled parking near the main entrance

of the building. In response to Commissioner Jerke, Mr. Carroll stated the traffic engineer wants
to ensure accommodation in accordance with the American Disabilities Act (ADA) for visitors or
future employees. He indicated ADA parking is a Federal or State regulation which the Department
of Public Works tries to accommodate when appropriate. Commissioner Long stated traffic has
increased on Weld County Road 51 and Highway 392, and he referenced the referral from CDOT
requesting improvements. Mr. Carroll stated Weld County Road 51 is collector status road, and
the applicant will be required to reserve an additional 10 feet of right-of-way if this application is
approved. He stated Weld County Road 51 averages 359 vehicles per day, and Highway 392
averages 720. He stated this is located at a high-traffic intersection and there is a Stop sign for
traffic traveling north and south. Mr. Ogle stated CDOT indicated the County has authority to
determine whether improvements should be required. In response to Chair Geile, Mr. Carroll
stated Condition of Approval#2.6.3 references the ADA parking,and he reviewed the traffic counts
on Weld County Road 51 and Highway 392.
Mike Jones, applicant, requested approval, and in response to Chair Geile, stated he has no
objections to providing ADA parking. He explained Reach Ministries organizes camps that take
place in the Eastern U.S. They rent high schools to provide shelter to the participants, who work
on an average of 50 homes per year. He stated they are expecting 2,500 campers this year;
however, the proposed facility will not house workers. It will be used for office paperwork and
storage of equipment. Chair Geile advised Mr. Jones he has the option of continuing this matter
to a date when the full board will be present. However, if he should decide to proceed today, it will
require three affirmative votes, or in the case of a tie vote, Commissioner Vaad will listen to the
record and make the determining vote. Mr. Jones indicated he would like to proceed today.
No public testimony was offered concerning this matter.
Commissioner Jerke moved to approve the request of Michael and Lori Jones/Reach Ministries for
a Site Specific Development Plan and Use by Special Review Permit #1292 for a Business
Permitted as a Use by Right in the I (Industrial) Zone District (office and storage building) in the
A(Agricultural)Zone District,based on the recommendations of the Planning staff and the Planning
Commission, with the Conditions of Approval and Development Standards as entered into the
record. The motion was seconded by Commissioner Long. In response to Chair Geile, Mr. Jones
stated he has reviewed and agrees with the Conditions of Approval and Development Standards.
The motion carried unanimously.
