Dear Mayor Carlson:
Thank you for your letter of August 1, 2001. We appreciate your efforts to improve the quality of
life for your residents. Unfortunately, we are unable to conduct a mosquito abatement program
in the unincorporated portion of the County surrounding Dacono. As you know, Weld County is
a very large County. A comprehensive mosquito program in a County of this size would be a
tremendous financial burden.
The County's approach to mosquito control is focused on reducing the public health threat from
mosquito-borne disease. The primary disease threat from mosquitos in the United States is
encephalitis. Since 1988, in place of a mosquito abatement program, the County Department of
Public Health and Environment has participated in a regional disease surveillance program.
Participants in the program include cities and counties that cover most of the front range, some
of the mountain areas, and a portion of the western slope. As part of the program, the Health
Department collects mosquitos for analysis at several locations across the County. One of their
collection sites is located within three miles of the City of Dacono.
The program functions as an early warning system, providing approximately four weeks of notice
before humans would be affected by a mosquito-borne disease. The participants of the program
have developed an emergency response plan that would be implemented in the event of an
outbreak. This plan includes public notice and education as well as provisions for chemical
treatment if necessary to eliminate or reduce the threat of disease.

One option to improve the overall efficiency of your program would be to enlist the Towns of
Firestone and Frederick into forming a mosquito abatement district. This may help produce a
more cost effective and comprehensive mosquito control program. Also, our Health Department
staff can provide you information on effective mosquito control. Please feel free to contact them

Good morning Mike, Glen and Rob,
Like other municipalities, Dacono has a mosquito
problem.
Dacono is addressing this pesky problem with the
purchase of a spraying machine. We will be imp-
lementing a mosquito control p4n for the upcomin
season to deal with the mosquito population withi
our corporate limits.
As you well know, this nasty little pest is air-
borne and effective control requires the treatmen
of a wide area. •
We are herewith requesting that Weld County instiµte
a mosquito control program to assist us in keeping
this insect under control, Boulder County has a
program that you may wish to review for implemen-
tation in Weld County.
We earnestly solicit your assistance in this matter.
Our summer quality of life is negatively impacted by
the presence of this nasty and annoying pest.

Please find attached a draft response letter for Mike's signature to the Mayor of the City of Dacono.
FYI-
There are approx. 4,000 square miles in Weld County. We checked with Colorado Mosquito Control
concerning rates for comprehensive mosquito control programs. They informed us a comprehensive
program costs approx. $2,000 per square mile. Thats 8 million dollars. Our entire proposed 2002
budget for all of our vector control activities amounts to approx. $46,000. What a bargain!
