HomeMy WebLinkAbout20010996.tiff RESOLUTION RE: APPROVE REVISION TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Department of Social Services has presented a revision to the Operations Manual, Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures, to the Board of County Commissioners of Weld County, for consideration and approval, and WHEREAS, after review, the Board deems it advisable to approve said revision, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Board of Social Services, that the revision to the Operations Manual, Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures for the Department of Social Services be, and hereby is, approved. Griego, Director, Social Services 2j�L�yr --' (/ a U RE: Revision to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures, Weld County Department of Social Services Operations Manual Enclosed for Board approval is a revision to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures, Weld County Department of Social Services Operations Manual. The need for this revision was discussed in work sessions in Calendar Year 2000 by the Department with the Board during the Board's deliberations regarding the feasibility of increasing rates to child care providers and an overview of its child care resources. The purpose of the revision is to ensure that the Department will not have a child care deficit at the end of the State Fiscal Year ending June 31, 2001,by creating a County Diversion Program. The Board is able to add a County Diversion Program component to assist working families with child care assistance under its Colorado Works Program Plan. The County Diversion Program would be the mechanism by which the Department may directly charge child care expenditures to the Colorado Works (TANF) grant. This action would be in addition to charging child care expenditures to the Colorado Child Care Assistance Program and transferring up to 20% of its Colorado Works Program allocation to the Colorado Child Care Assistance Program allocation. The major revisions to Section 6.000 are as follows: 1. The Department will add a County Diversion Program component to pay for child care assistance for working families under the Low Income Program of the Colorado Child Care Assistance Program. This County Diversion Program will allow the Department to directly charge child care assistance to the Colorado Works Program(TANF) allocation. Reference: Section 6.009.2. 2. The Depai tment will require applicants and recipients of the Low Income Program and the Colorado Works Program to complete an application, an Individual Assessment and Individual Responsibility Contract as required by the State Department of Human Services. Reference: Section 6.014 through Section 6.014.11, including Exhibit L and Exhibit M. If you have any questions,please telephone me at extension 6510. 2001-0996 Colorado Works in Weld County and Child Care Policies and Procedures 6.009 Participant Sanctions or other Assistance and Separate County Diversion Effective 9/10/97 6.009.1 Emergency Food Assistance Through the Weld Food Bank Revised 3/01 A. County Diversion Colorado Works funds will be expended to reimburse the Weld Food Bank for the cost of"emergency food boxes." B. Reimbursement will be made at the rate of$14.80 per food box. C. Reimbursement will be made if the food box recipient meets the following criteria: 1. Is referred by the Weld County Department of Social Services. 2. Gross family income is below 185% of poverty. 3. Has an emergency food assistance need as determined by the Weld County Department of Social Services. 4. Has not received four or more Emergency Food Boxes in a six(6)month time period. 6.009.2 Child Care Assistance for Working Families of the Low-Income Program Under Added 3/01 the Colorado Child Care Assistance Program A. County Diversion Colorado Works funds will be expended for eligible working families of the Low Income Program under the Colorado Child Care Assistance Program Recipients. B. Eligibility for the Low Income Program under the Colorado Child Care Assistance Program is defined in Section 6.0014 of the Colorado Works in Weld County Policies Operations Manual. Colorado Works in Weld County and Child Care Policies and Procedures 6.014 Child Care Effective 9/10/97 Revised 3/01 A. Colorado Child Care Assistance Program(CCCAP). A program of the State Division of Child Care which provides child care subsidies to families in the following programs: Low-Income, Colorado Works and Special Circumstance. B. Low-Income Program A child care component within the Colorado Child Care Assistance Program that targets parents who are working and not participants in the Colorado Works Program. C. County Diversion Child Care Assistance for Working Families as outlined under Section 6.009.2: A child care component for working families who may be eligible for child care assistance funds through the County Diversion Program of the Colorado Works Program. 6.014.1 Client Eligibility Revised 9/99 Revised 3/01 A. Effective October 4, 1999, families whose income does not exceed 185%of poverty level will be eligible for child care under the Colorado Works in Weld County Program. B. Families who meet eligibility requirements of Section 3.904 of the Colorado Depai indent of Human Services, Staff Manual Volume 3. C. Families who meet eligibility under the Low Income Program under the Colorado Child Care Assistance Program and are authorized to receive Colorado Works Program funds under Section 6.009.2 of the Colorado Works in Weld County Operations Manual. 6.014.11 Eligibility Determination for Child Care under the Low Income Program Under Added 3/01 the Colorado Child Care Assistance Program and the Colorado Works County Diversion Program. A. Each applicant and recipient will complete the necessary State applications to determine eligibility for the Low Income Program and the County Diversion Program. B. Each applicant and recipient will complete an additional Individual Assessment (Exhibit L) and an Individual Responsibility Contract (Exhibit M) for the Low Income Child Care Program in order to be in compliance with Colorado Works eligibility requirements. 6.014.2 Child Care Provider Rates Revised 9/99 Effective January 1, 2000, child care provider rates will be as follows: Colorado Works in Weld County and Child Care Policies and Procedures Children under Children over the age of two the age of two Full-Time Part-Time Full-Time Part-Time Licensed Centers $27.25 $15.00 $22.25 $13.00 Licensed Homes 18.25 10.00 16.75 9.25 Exempt/Unlicensed care: 10.00 5.50 8.75 5.00 6.014.3 Registration,Activity and Transportation Added 3/98 The Department pays registration, activity, and transportation fees only to licensed child care facilities. Providers must also charge private-pay families these same fees if they are going to charge the Department of Social Services. 6.014.31 Absences Added 3/98 Absences are paid to licensed providers only. Payment will be made for three days absence to hold a child's slot when the child is not in care. More than three absences may be approved and paid for verifiable medical reasons provided by the client. Holidays are paid to licensed providers only. The following holidays will be paid as billed by the provider: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day. Payment will be made for a maximum of 30 days to hold a child's slot when a parent is between eligible activities. This does not include payment when adult students are on summer break. Providers must have prior approval from the child care worker before agreeing to hold a slot. 6.014.32 Registration,Activity, and Transportation Fee Added 3/98 Revised 9/99 The registration, activity, and transportation fees are combined into one daily rate with the child care fee. Registration, activity, and transportation fees are pro-rated daily and combined with the daily provider Child Care rate. An activity fee may not exceed $1.00 per day. A transportation fee may not exceed $2.00 per day. Effective January 1, 2000. Effective February 1, 1998. 6.014.34 Immunizations Added 6/99 Families will be required to provide current immunization records within 30 days of the date of application for the Low-Income program and annually with redeterminations. Failure to provide these records would result in denial or termination of benefits.
