Applicant: Reva Barret do Raymond Gibler 6045 East 76th Avenue#12 Commerce City, Colorado 80022 REQUEST: A site specific Development Plan and Use by Special Review Permit# 1310 for an Agricultural Service Establishment( equine facility) in the A 9agricultural)Zone District Dear Commissioners: If the terms of the recommendations of the Planning Commission can be enforced, most of our concerns regarding the proposed use on this property immediately adjacent to us on the east have been addressed. We agree that the proposed use is probably consistant with the surrounding land uses including our own. Again, we would feel more comfortable about the facility if the owners lived on site. Then they would have shared interests for keeping manure and flies well managed and keeping the area a quality place to live. We are, however, still concerned with the number of employee housing units that are requested and have been recommended for approval. There are two existing homes on the property that are presently used for employee housing in addition to the four new units that have been requested (one of the houses may be on lot A of the property which I think should be irrelevant). The existing homes were not mentioned at the Planning Commission Hearing. This would mean there will be a total of six units of employee housing units on the site, if approved. For the Terry Dye Special Use Permit( a 4000 head dairy at WCR 15 and WCR 85 )only two units of employee housing were requested. Six employee housing units for 130 horses seems to be totally disproportionate. Now contrary to Mr. Gibler's lawyers comments at the planning hearing, I fully understand that it takes more than two employees to run Mr. Dyes' Dairy just like I understand it takes more than two employees to run Mr. Giblers Horse operation. I put myself through graduate school working on a confinement hog operation so I'm no stranger to agricultural labor requirements. But the employees don't all have to live on site and shouldn't expect to live on site. None of the similar Equine facilities in the area that were referenced in the planning questionaire have six units of employee housing. This will be a big impact and appears to me to be unprecedented in this area. We are also concerned with enforcement. The owners have operated pretty much the way they wanted regardless of Planning regulations regarding travel trailers and Health Department regulations regarding Individual Septic Tank/Drainfield Systems just for example. Naturally we are skeptical about their intentions to fulfill the requirements of a Special Use Permit. Because of work commitments we will be unable to attend The Board of County Commissioners hearing on April 4th. However, we wanted our comments to be heard. Thank you for considering our concerns.
