Re: Amended Annexation Impact Report - Thoroughbred Run
Dear Commissioners:
On 8 February 2001 this department forwarded an Annexation Impact Report for the
Thoroughbred Run Annexation, as specified within C.R.S. 31-12-108.5 concerning An-
nexation Impact Reports. That report, at the time of mailing, was factually correct.
In the interim, the 2020 Comprehensive Plan has been amended by the City of Brigh-
ton Planning Commission, which considered it appropriate to indicate the referenced
property as altogether industrial. The paragraph within the Annexation Impact Re-
port (page z) that discusses compliance with the Comprehensive Plan, therefore, has
been amended to reflect that change. The balance of the report dated 8 February re-
mains unchanged.

ANNEXATION IMPACT REPORT — AMENDED

To: Weld County Board of County Commissioners and
Brighton City Council
Re: Thoroughbred Run Annexation
Location: Parcel ': That part of the SE Quarter of Section 31, Township i
North, Range 66 West of the 6`h Principle Meridian, Weld County,
Colorado.
Parcel z: The NW Quarter of the SW Quarter an (sic) a strip of land
6 Rods Wide East and West by 8o Rods North and South from the
West Side of the NE Quarter of the SW Quarter, all in Section 32,
Township 1 North, Range 66 West of the 6th Principle Meridian, Weld
County, Colorado.
This report has been prepared in fulfillment of the requirements of C.R.S. 31-
12-108.5 concerning annexation impact reports. The annexation involves two parcels
totaling 60.17 acres; neither has been previously annexed. The property is currently
zoned for agricultural use (Weld County) and is used for agricultural purposes.
This 60.17-acre property is currently zoned for agricultural use (Weld
County), and is located between Weld County Roads 2 1/2 and z on the North and
South, respectively; Brighton Industrial Park to the West and Southwest, and Sakata
Farms to the South and East. Land to the North of Weld County Road 2 1/2 is zoned
for agricultural use.
The annexor is Monaghan Farms, Inc., a Colorado Corporation, with Thomas
C. Deline, Vice President, and Bruce Nickerson of the Nickerson Company represen-
tatives of the property. The annexors have signed the petition for annexation as l00%
owners of the property.
Though the applicant/owner have not yet officially proposed zoning for the
property, they have submitted plans for a Residential development, incorporating Ru-
ral Residential (.5 DU/AC), and Single and Multi-Family (3.86 DU/AC) Residential
development. Pursuant to C.R.S. 31-12-115(2), the Annexor shall submit a zoning ap-
plication for the property within 90 days of receiving final approval from the Brigh-
ton City Council.

The annexation of this property is consistent with the City of Brighton zozo
Comprehensive Plan, in that it lies within the municipal Planning Influence Area
(Fig. ', Planning Influence Area) and Urban Service Area 'A' (Fig. 3, Growth Se-
quence Map). Although the annexation and proposed use of this property was largely
consistent with the City of Brighton 2020 Comprehensive Plan when first submitted,
amendments to the Comprehensive Plan (approved within the zoo' Annual Review)
have resulted in the proposed use of the property no longer being in conformance. In
particular, while the Comprehensive Plan (Land Use Plan) initially indicated that
that the property was appropriate for industrial development (the Western half) and
low-density residential uses (Eastern half), the revision shows the entire property to
be appropriate for industrial use only.
The following have been included as required within C.R.S. 3'-12-m8.5(0(a)
through (f):
Extension and Provision of Municipal Services
The City of Brighton will provide the requisite public services including, but
not limited to water, sanitary sewer, roads, storm drainage, and police. There
are no draft annexation or pre-annexation agreements available at this time.
Method for Financing Extension of Utilities
The City of Brighton will require the Annexor or its successors to extend ser-
vices into the area through one or more of the following mechanisms: (') de-
velopment fees, (2) special improvement districts, (3) developer funds, (4)
metropolitan districts, or (5) otherwise by agreement between the City and
owners as appropriate under the circumstances.
Districts Within the Area to be Annexed
Information obtained through the Weld County Assessor's office indicates
that the property is a part of the following districts: Adams County School
District z7J, Weld County Library System, Brighton Fire Protection District
(FD6), Central Colorado Water Conservancy District and Central Colorado
Water & Septic District.
School Impacts
This annexation will not require the modification of any school district
boundaries, as the property lies within Adams County School District z7J.
The annexor will either dedicate land or pay a fee-in-lieu of land to contribute
toward a school site to serve the residents of this parcel, as set forth in the In-
tergovernmental Agreement between the city of Brighton and School District
z7J. In addition, the annexor will contribute to the Capital Facilities Program
designed by local developers and School District 27J.
