WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, August 15, 2001, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner Glenn Vaad, Pro-Tem
Commissioner William H. Jerke - EXCUSED
Commissioner David E. Long
Commissioner Robert D. Masden - EXCUSED
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Vaad moved to approve the minutes of the Board of Social Services meeting
of August 13, 2001, as printed. Commissioner Long seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $12,683.08. Commissioner Vaad moved to approve the warrants as
presented by Mr. Warden. Commissioner Long seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER CHILD CARE DEVELOPMENT AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR
TO SIGN-UNITED WAY OF WELD COUNTY, INC.: Commissioner Long explained Judy Griego, Director
of Social Services,could not attend this meeting;however,she discussed this and the following matter with
him. He explained this agreement allows for the pass through of funds from Weld County to United Way
and then on to Northern Colorado Medical Center. Commissioner Long moved to approve said agreement
and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried unanimously.
CONSIDER AMENDMENTS TO WELD COUNTY CHILD PROTECTION CITIZEN REVIEW PANEL
PROCEDURES AND CONFLICT RESOLUTION PROCESS CONCERNING CONDUCT OF
DEPARTMENT PERSONNEL IN PERFORMING THEIR DUTIES PURSUANT TO ARTICLE 3 OF THE
COLORADO CHILDREN'S CODE: Bruce Barker, County Attorney, stated these amendments are
necessary due to a change in State statute caused by a sunsetting provision. Mr. Barker stated there was
also a corresponding rule change made by the Colorado Department of Human Services to delete the

definition of the Review Panel Procedures under Section III.D, amend Section VII.A.1 to make the
Administrative Liaison someone other than a department employee, and also amend Section WIIA.1.d
and X.A to remain consistent with the Administrative Liaison change. In response to Commissioner Vaad,
Mr. Barker stated the Administrative Liaison position will be held by Vicky Sprague and due to the limited
amount of work required, it should not generate additional costs. Commissioner Vaad moved to approve
said amendments. Commissioner Long seconded the motion, which carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
