This site plan review is approved with the attached conditions:
1. Prior to recording the Site Plan Review plat, the applicant shall address the following to the
Department of Planning Services' satisfaction:
a. The plat shall be amended to delineate the following:
1) Appropriate landscaping and buffering in accordance with Section 26-2-70, Section
19-3-300,Section 19-3-310 and Section 19-3-320 of the Weld County Code. Further,
landscaping techniques including berms shall be used to alleviate the harsh visual
appearance of each facade of the building. Seventy-five (75) percent of the length
of each facade shall be effectively screened. (Department of Planning Services)This
condition has been met.
o\v,2' The applicant shall place additional"plant material"screening to mitigate the impacts
of the facades and parking area from the adjacent property. Location of "plant
material" screening shall be parallel to the property line between the parking area,
access drive lanes and the property line. The planting area shall be a minimum of
ten (10) feet in width, running the entire length of the property line. (Department of

3) Landscape areas shall be configured to maximize their inter-connectivity within the
site, to natural areas and to landscape areas within existing or future adjacent
development. Small isolated islands of landscaping except as required in parking lots
and for screening along roadways shall be avoided. Open space shall be provided
where significant natural features exist. Refer to Section 19-3-310.E, F and G of the
Weld County Code. (Department of Planning Services) This condition has been
met.
4) At least ten percent (10%) of the area of a parking lot must be landscaped if the lot
contains ten (10) or more spaces. The requirement may be counted toward the
maximum lot coverage requirement of each zone district. At least seventy-five
percent (75%) of the required landscape area shall include living plant material.
Refer to Section 19-3-330 of the Weld County Code. (Department of Planning

5) Berming and shrub or tree planting shall be used to screen parking lots from view of
the roadway. Berms can vary in height depending on location and proximity of
existing trees. Berms shall have smooth transitions from the top of the curb to the
setback line so as to not create snow traps, with allowances made for placement of
the sidewalk. Grading of berms shall not be lumpy or abrupt. See Appendix 26-H
and Section 19-3-330.B of the Weld County Code. (Department of Planning

6) Landscaping techniques shall be used to alleviate the harsh visual appearance that
accompanies parking lots. See Appendix 26-I and Section 19-3-330.C of the Weld
County Code. At least seventy-five percent(75%) of the length of the frontage of the
parking lot must be effectively screened. (Department of Planning Services) This
condition has been met.
7) Loading, service or storage areas must be screened with an opaque screen that is
an integral part of the building architecture. Chain link fencing with slats or pallets are
not an acceptable screening material. Plant material shall be used to soften the
appearance of the screen. Refer to Section 19-3-330.D of the Weld County Code.

8) Section 23-3-250.A.6 states "areas used for trash collection shall be screened from
public rights-of-way and all adjacent properties. These areas shall be used in a
manner that will prevent wind or animal scattered trash." (Department of Planning

Section 23-3-250.A.9 states"[Facilities]in the Commercial Zone District involving the
outdoor storage of vehicles, equipment, or materials when permitted, shall be
screened from public rights-of-way and all adjacent properties. (Department of
Planning Services)
210) Section 26-2-70.D.2, states "that portion of a lot in any zone district which abuts a
public or private road right-of-way shall be landscaped with a minimum two-and-one-
half-inch caliper shade tree or six-foot minimum height coniferous tree at a distance
of ten (10)feet, measured at a right angle from the lot line towards the interior of the
lot, for every forty (40) linear feet of street frontage. Trees may be grouped with a
maximum distance of one hundred (100) feet between trees or groupings, with
exceptions made at entrance drives." Further, refer to Section 19-3-340.F of the

11) Per Section 26-2-70.D.2.f that states "there shall be a minimum twenty-foot-wide
landscape setback measured from the existing or planned future right-of-way to any
parking lot, fencing, storage area or structure. Required landscaping and screening
within the landscape setback and other portions of the property shall be governed by
the landscape standards contained within Section 26-2-70 of the Weld County Code."

12) Section 26-2-70.6 3.c.5 states "All landscapes shall strive to maximize the use of
native species. Where native material is not appropriate for the intended use or
appearance, plant species that are regionally adapted and noninvasive shall be

13) Section 26-2-70.6 3.c.6 states"fescue, brome/fescue or other turf types shall be used
in lieu of bluegrass where heavy foot traffic is not anticipated. Seeding versus
sodding of all turf types is preferred when the growing season allows for adequate
germination and establishment of the turf to sufficiently control erosion." (Department
of Planning Services) This condition has been met.
L. The low profile free standing monument sign shall be constructed in accordance with
the Design Standards of Section 26-2-90.d.3.f which states, "monument signs shall
have an enclosed, solid base or structural base with the base at least three-fourths
the width of the widest past of the sign face. An enclosed or solid sign base shall not
be required if the lower edge of the sign face is not higher than one foot above
finished grade. Monument signs shall be on-premise signs, the sign area shall not
exceed twenty-five (25) square feet, and the sign shall not exceed five (5) feet in
height above the average adjacent grade, if located within fifteen feet from the street
right-of-way. For each additional two feet of setback from the street right-of way, one
additional foot may be added to the height of the sign to a maximum of eight feet."
Further, refer to Section 19-3-610 of the Weld County Code. (Department of

15) The number of parking spaces for this development has been met, further, per
Appendix 23-A of the Weld County Code, parking spaces with a degree angle of 90
degrees shall be at a minimum of nine (9) feet wide by nineteen (19) feet long with
a twenty-four (24) foot wide travel aisle. (Department of Planning Services) This
condition has been met.
16) This site will be required to meet all requirements of the Americans with Disabilities
Act. ADA parking spaces are twenty (20)feet in length by eight (8)feet in width with
five (5) foot aisles. One of the ADA spaces shall be van accessible with dimension
at twenty (20) feet in length by eight (8) feet in width with eight (8) foot aisles. An
accessible path will be required from the building to the public right-of-way. The
handicapped ramp delineated on the Site Plan is unacceptable to the Department of
Public Works as outlined in their referral dated August 28, 2001. (Department of

17) The westerly pedestrian access shall be widened to provide an ADA accessible route.

18) The sight distance triangles at all points of ingress and egress shall have visual
clearance of 3.5 feet above grade at landscape plant material maturity. The
proposed site grades and Landscape Plan shall be amended to reflect this
requirement of the Department of Public Works as outlined in their referral dated

The accessible path to the building and public right-of-way will need to be shown on
the plan with the sidewalk across the planted berm modified as delineated on the
redline drawing, drawing number 1 of 1 dated July 8, 2001. Further, curb cuts shall
be delineated at the locations of the sidewalk/ curb locations as proposed.

20) The applicant shall adhere to the lighting standards, in accordance with Section 23-3-
250.6.6 and Section 19-3-400 of the Weld County Code. (Department of Planning

to be adequate. Minimum standards for fire apparatus inside turning radius is thirty-

1) _ An installation schedule which specifies when the landscaping will be installed on site.

maintenance and that maintenance is on-going and shall not end upon final

4) The applicant shall delineate a single species street tree to be used throughout the
PUD. The street tree shall be a deciduous species, 2 'A inch caliper at installation
and planted at forty (40) feet on center.
c. The following notes shall be placed on the plat: This condition has been met.
1) In accordance with the Weld County Code, no land, building or structure shall be
changed in use or type of occupancy, developed, erected, constructed,
reconstructed, moved or structurally altered or operated in the commercial or
industrial zone districts until a Site Plan Review has been approved by the
Department of Planning Services. (Department of Planning Services)
2) The application does not propose any portion of the site to be leased to another party.
In the event that a portion of the building is proposed to be leased to another party
in the future, the applicant shall submit a copy of the lease agreement and
information regarding the proposed use of the leased portion to the Weld County
Attorney's office, Weld County Building Inspection Department, Mountain View Fire
Protection District and the Department of Planning Services for review. Based upon
the proposed use and/or impacts of the leased portion, the Department of Planning
Services may require a new Site Plan Review application. (Department of Planning

3) There shall be no parking or staging of trucks allowed on Stagecoach Road.

4) All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S.), shall be stored and removed for final disposal in
a manner that protects against surface and groundwater contamination. (Department

5) No permanent disposal of wastes shall be permitted at this site. This is not meant to
include those wastes specifically excluded from the definition of a"solid waste"in the

6) Waste materials shall be handled, stored and disposed of in a manner that controls

degrees shall be at a minimum of nine (9) feet wide by nineteen (19) feet long with

We have completed a drainage analysis of Lot 7, Block I, of Western Dairymen
Cooperative, Inc. The grading plan(Drawing C-1), storm drainage calculations, and
developed runoff calculations are enclosed. The original grading plan for the subdivision -
(Drawing G-1, sheet 5 of 26) was prepared by Pickett Engineering in 1998 and indicates
that this lot shall drain to the north and south property lines and across the adjacent lots.
As shown on the Roadway Plan and Profile(Drawing R-2) of the original subdivision
plans, a high point exists on Stagecoach Road near the entrance to this property. We
recommend a high point be created in your site following the same philosophy used to
design the roadway.
By creating a high point in the middle of the site, half of the storm water will discharge to
the north property line and the remaining half will discharge to the south property line.
The storm water discharging north will travel over land to the northwest through the
southern part of Lot 6. Continuing west, the storm drainage will travel over land through
the southern part of Lot 5 to an existing Type C inlet located at the southwest corner of
lot 5 where it will be collected and then transported in a series of concrete pipes to an
existing detention pond located west of Weld County Road 7-1/2. The storm water
discharging to the south will travel over land through the rear of Lot 8 and flow into a
drainage swale located south of the subdivision. The drainage swale was designed to
flow west to a 24" CMP and discharge into the same detention pond.
Based on your site plan and architectural elevations we have made the following
assumptions. The entrance into the property must slope from the existing flowline in the
road and increase in elevation matching the same back of sidewalk elevation that existed
prior to the construction of the entrance. This entrance treatment will keep the smaller

COMMENTS:
Americans with Disabilities Act (ADA) Requirements: This site will be required to meet all requirements of the
Americans with Disabilities Act. At least one space must be van accessible. A five-foot wide aisle will be required
adjacent to all accessible spaces. The accessible path to the building and public right-of-way will need to be shown on
the plan. This appears to be in order.
Storm Water: The drainage study was submitted and is acceptable.
Driveways: The driveway proposed will maximize the slope for an ADA accessible path. No landscaping over 3.5 feet
above the pavement surface shall be allowed in the sight distance triangles.

Environmental Health Services has reviewed this proposal for an office/warehouse facility. We have no objections to
the proposal, however,we do recommend that the following conditions be part of any approval:
We recommend that the following requirements be incorporated into the permit as"development standards":
1. All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface
and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes
specifically excluded from the definition of a"solid waste" in the Solid Wastes Disposal Sites and Facilities
Act, 30-20-100.5, C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing
debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as
delineated in 25-12-103 C.R.S., as amended.
6. Adequate hand washing and toilet facilities shall be provided for staff and the public.
7. The facility shall utilize the existing municipal sewage treatment system. (St. Vrain Sanitation District)
8. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe
manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof.

I have met with Mr. Henry Cooper regarding site plan for the request for the construction of a

adequate; therefore, the Fire District has no objection to the approval of the site plan for this
project.

I have reviewed the submitted material pertaining to the request for the construction of a 13,440
square foot building at 3686 Stagecoach Road in Weld County (Case Number: SPR-348, Case
Name: Solid Rock Properties). The Fire District does not object to the request provided the
requirements of the Fire District can be met. Based on my review, I have the following comments
with regard to the project:
• Buildings shall be designed and constructed in accordance with the provisions of the Uniform
Fire Code, as ratified by the Weld County Commissioners, and all other applicable codes and
ordinances, as enforced by Weld County.
• The building appears to be approximately 13,500 square feet of type II-N construction and will
be protected with an automatic fire sprinkler system. In accordance with Appendix III-A of
the Uniform Fire Code, the required fire flow for the building is 1,500 gallons per minute,
measured at a residual pressure of 20 pounds per square inch. This water supply must be
provided by at least one fire hydrant located such that it is within 450 feet of all portions of the
building. Based on flow tests conducted in the subdivision,the Fire District recognizes that the
required water supply is available from existing fire hydrants located in the subdivision.

• The minimum turning radii for all turns along fire apparatus access roads shall be thirty-five
(35) feet inside turning radius and forty-eight (48) feet outside turning radius. Fire apparatus
access appears to be adequate provided the above noted turning radii is provided.
• Building construction plans and a final site plan must be submitted, by the applicant, to the
Fire District for review and approval before building permits may be issued.
• All plans for fire sprinkler systems, fire alarm systems and other fire suppression systems must
be submitted to and approved by the Fire District for prior to installation.

the storm water will flow to the east and the other half will flow to the west. We have
assumed that a rain gutter system will be constructed to take the northeast and northwest
quarters of the building to the north half of the site and the southeast and southwest
quarters to the south. We have also assumed that the storm water from the landscaped
areas beyond the curb and gutter along the north, south, and east edges of the site will not
travel through the site but rather flow off-site to the adjoining lots to the north and south
and the adjoining property to the east.
As mentioned previously, the site was designed to have half the site drain to the north and
the other half drain to the south. The high point was designed at the entrance of the site.
From the high point in front of the building, two 3' wide concrete pans, one north and the
other south of the high point, are required because the longitudinal slope of the parking
lot is 0.4%. These pans then tie into to concrete curb and gutter along the perimeter of
the site. In the concrete curb and gutter, the storm water will travel east to curb cuts
located at the north and south corners of the site. In the rear of the building, the
pavement slopes at 1%north and south discharging to the same location. The 10-year
and 100-year developed flows being discharged at the location of the curb cut at the
northeast corner of the site are 1.8 cfs and 3.5 cfs, respectively. The flows at the location
of the curb cut at the southeast corner are the same.
The curb cuts were designed as broad-crested weirs to pass the 10-year storm. The
equation Q=CLH^3/2 was used to determine the width of the curb cut. With a
coefficient(C)of 2.7, a discharge (Q) of 2.1 cfs, a height (H) of 0.5', the length (L) is
2.2'. Based on this calculation, we are requiring that the length of the north and south
curb cut to be 2'.
This drainage plan will meet the expectations of the overall subdivision drainage design.
You may use this letter in your correspondence with the Weld County Public Works
