SUBJECT: USR-1331, Brian Williamson
Concerns were brought up by the applicants, Brian and Kathy Williamson, during the Planning
Commission hearing on June 5, 2001. The concerns were in regards to installation of a septic
system for the proposed indoor arena, condition 3-B. Subsequent discussions with the applicant
revealed that they will build the indoor arena within 200 feet of the residence. If the arena is
built in this location the septic system for the residence must be evaluated by an engineer.
Therefore, condition 3-B should be removed and the following condition added in it's place.
1. The septic system shall be reviewed by a Colorado Registered Professional Engineer.
The review shall consist of observation of the system and a technical review describing
the systems ability to handle the proposed hydraulic load. The review shall be submitted
to the Environmental Health Services Division of the Weld County Department of Public
Health and Environment. In the event the system is found to be inadequately sized or
constructed, the system shall be brought into compliance with current Regulations.
In addition please add this as a development standard:
1. The handwashing and toilet facilities at the residence shall be available for patrons use.

MANURE AND STORM WATER MANAGEMENT PLAN
The manure generated on this site will be stored and composted on the north side of the barn/indoor arena.
The majority of the composted manure will be land applied on the pasture by manure spreader,and the
remainder will be hauled away by a sub-contractor as to not over burden the property.
Over the past seven years we have lived on the property any heavy storm water drains directly to the
middle of the pasture on the north side of the property. The way the property is set up,any contact of storm
water with the manure will drain directly into the middle of the pasture also. Consequently,any storm
water in which comes in contact with the manure will not come in contact with any bordering property,
road,ditch,stream etc.

DUST ABATEMENT PLAN
Major factors causing dust on the property:
1. Vehicles entering the property.
2. Use of the indoor arena.
Control of dust:
1. Currently we have andesite rock in our driveway and in front of our house and around the garage as
indicated on the plat submitted. Future plans include continuing and extending the andesite rock drive
to the front of the proposed barn and indoor arena thus eliminating any dustproblem.
2. Being that it is an indoor arena there really is not a dust issue for the surrounding area. We will
however use water on the indoor arena occasionally for the comfort of ourselves and those who are
riding in it.

I have been notified by Brian and Kathy Williamson, USR 1331 of their intent to change
their use of the proposed indoor arena and barn. They are proposing that they will not
have boarders and that the use will be for personal use only. If they plan to use the
arena/barn for personal use only and they move it with 200 feet of the residence then they
are not required to have an engineer evaluate their septic system at their home. However,
should they later decide to allow boarders to use the arena/barn,the resident septic system
must be evaluated as previously stated in my prior referral.
