Box 25387 Denver Federal Center Denver, Colorado 80225 Dear Robert: Enclosed please find the fourth biennial report on the former Atlas "E" Missile Site (C-Colo-501-A) . I would like to thank you for your assis- tance a few months ago regarding the Air Force's inquiry of the stainless steel fuel tanks. As discussed on the telephone earlier, we have heard no word of confirmation regarding said tank(s) . If possible, I would like to ask your cooperation again. It appears that j I may be unable to have the "missle park" interpretation program completed by outside sources. Therefore, I would be hopeful that you could provide • me with appropriate contacts with the U.S. Air Force Missile Program. My desires are to access nonproprietary information in regards to the Atlas "E" program and perhaps, the general missile program. Please advise me if this may be possible so that I might begin outlining the possible interpretive program alternatives. Has the Program of Utilization been followed in maintaining and improving the property? If not, explain. List the recreation and supporting facilities that have been constructed to date. Refer to Attachment A 2. Is the area signed designating the site as a public area, as required in the Deed of Conveyance? If not, give date one will be placed on the property. . Refer to Attachment A 3. Does the property now possess access, landscaping, and a maintenance program which enables the public to enjoy the area as a recognized park, recreation area, or historic monument? If not, when will corrective action be taken? Refer to Attachment A 4. Estimate the expenditure of public funds or donations which have been made in the preceding biennium to maintain or develop the property. Estimate expendi- tures for the next biennium; also state purpose for which funds will be expended. Refer to Attachment A 5. Estimate annual visitation by type of use (e.g. , picnicking, fishing, camping, attendance at exhibits or museum, participation in sports) . Refer to Attachment A 6. List any complaints of discrimination in use of facilities; also, what corrective action was taken. Refer to Attachment A 7. Describe any special problems experienced at the reporting area (e.g., excess vandalism, overuse, highway problems, and insufficient maintenance) , and any corrective actions to be taken. Additional landscaping and signing has taken place. Remaining elements of the Program of Utilization are the completion of the open picnic area and the interpretation devices. The interpretation plan, which was to be provided by recreation students, has yet to be completed. This will be completed by county staff over the next year if not provided by original sources by the end of 1980. Sign construction and placement will occur in 1981 and 1982. At present, no increased demand has been recognized for additional picnic areas; further, the intended open picnic area cur- rently has several trees to be moved before it can be properly seeded and maintained. Therefore, this item will be delayed until the tree removal allows,or demand dictates its completion. 2. The site is signed to define it as a public recreation area. There are off-site signs along major adjacent roadways which indicate the site's use availability. - 3. The park is currently utilized for picnic and other day uses, and for camping. Facilities, landscaping and appropriate road access are de- veloped to facilitate such activities. As identified in number one above, certain improvements have yet to be added. These will assist in broadening the scope of user experience at the site; but do not currently detract from user experience. 4. During the past biennium expenditures have been for maintenance and landscaping activities. Approximately $13,000.00 has been spent at the Missile Site Park. . It is expected a similar allocation will be made over the next two year period. An additional two thousand to three thousand dollars will be allocated for the interpretive devices and open picnic area development. 5. Annual visitation can be accounted in two activity types. Day use activities for picnicing and passive uses saw frequent use. No visitor numbers are available. Campground use averages 300 to 500 campers per year. This activity usually is by groups and occurs primarily during spring and summer months. Approximately 1,500 persons per year have toured the underground missile complex. Most have been groups including Cub Scouts, Brownies and school classes. 6. No complaints or causes of action have been made against Weld County regarding operation and management of the facility. 7. The past bienium has not seen any major or excessive vandalism, nor has there been a need to implement a user control limit due to exceeded capacity of the park. Vandalism was a problem during the first few years. It seems to be lessened of late and may be a result of an on-site residency of a caretaker. Additionally, a County Sheriff's Deputy routinely visits the park site which adds enforcement visibility. 8. Facilities appear to be accessable by the handicapped without special adaptation. If complaints are received regarding accessibility the County would review the matter to determine if any measures can be taken to improve conditions according to Section 504 of the Rehabilita- tion Act. The report has been reviewed and compared with your previous biennial report. It indicates that you are developing and maintaining the property in a satisfactory condition. Therefore, we are pleased to advise you that the report is acceptable and fulfills the compliance requirements for the past two-year period. As you know, Dick Wagner will meet with you on July 23 to conduct the on-site inspection of the site. At that time, Dick can discuss both the Missile interpretive program and the removal of the LOX tank with you.
