The District was formed in November 1996. The District was established as part of a "Multiple District Structure" for the New Windsor area located in the Town of Windsor, Colorado. Along with its companion Districts No.1, No.2 and No.3 ("Financing Districts"), this"Service District" was organized to provide the acquisition, construction and installation of a raw water irrigation system and certain landscaping/recreational improvements and to provide the operation and maintenance of the raw water and landscaping. The District has no employees at this time and all operations and administrative functions are contracted. The following budget is prepared on the modified accrual basis of accounting, which is consistent with the basis of accounting used in presenting the District's financial statements. 2004 BUDGET STRATEGY The District's strategy in preparing the 2004 budget is to strive to provide the level of irrigation, landscaping and recreational services as desired by the property owners and residents of the Multiple Districts in the most economic manner possible. The District has budgeted to collect$32 in property tax revenues in 2004,based on the certified Assessed Valuation of$1,060; however, the majority of its revenue is received in the form of Service Fees from Districts No. 1, 2 and 3. Other budgeted revenues include irrigation water fees and minor amounts for interest income. The expenditures for the District consist of general and administrative expenses, and operating expenses for the irrigation system and landscaping. The District has also budgeted to expend $290,000, the balance of the 2002 bond proceeds, for the acquisition of public infrastructure.
