The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, June 4, 2003, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair
Commissioner Robert D. Masden, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke
Commissioner Glenn Vaad
Also present:

Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Vaad moved to approve the minutes of the Board of Social Services meeting
of June 2, 2003, as printed. Commissioner Geile seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $4,290.17. Commissioner Masden moved to approve the warrants as
presented by Mr. Warden. Commissioner Geile seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER ADDITION TO OPERATIONS MANUAL, SECTION 3.000, ASSISTANCE PAYMENTS
POLICIES AND PROCEDURES: Judy Griego, Director of Social Services, stated this addition will clarify
policies and procedures regarding mandated programs, specifically the Non-emergent Medical
Transportation Program. She stated the policies and procedures outline certain decisions regarding the
identification of the Weld County Division of Human Services to provide the Non-emergent Medical
Transportation Broker system in Weld County. She further stated it allows for the transfer of$22,200 from
the Department of Social Services to the Division of Human Services for the term beginning September 1,
2002, through June 30, 2003. Commissioner Geile moved to approve said addition. Commissioner Vaad
seconded the motion, which carried unanimously.

CONSIDER ADDITION TO OPERATIONS MANUAL, SECTION 5.000, GENERAL ASSISTANCE
PROGRAMS POLICIES AND PROCEDURES: Ms. Griego stated this addition will provide for clarification
and additions to the County funded General Assistance Programs. She stated no State or Federal funds
are involved in these programs. Ms. Griego stated a provision will be added clarifying that the City of
Greeley/Weld County Housing Authority will assume the administrative and financial management of Weld
County's Shelter and Shelter Case Management Program developed under the Weld County Shelter and
Case Management Funding Formula distribution methodology. Ms. Griego stated at the beginning of each
calendar year the Department of Social Services will transfer its General Assistance Funds through a
check to the City of Greeley/Weld County Housing Authority for the purposes of shelter, in the amount of
$40,000, as well as case management, in the amount of$20,000. She further stated the transfer authority
will be effective for the calendar year 2004. Commissioner Vaad moved to approve said addition.
Commissioner Masden seconded the motion, which carried unanimously.
CONSIDER AMENDMENT TO COLORADO WORKS PROGRAM AGREEMENT FOR SERVICES AND
AUTHORIZE CHAIR TO SIGN - ISLAND GROVE REGIONAL TREATMENT CENTER, INC.: Ms. Griego
stated this amendment will extend the agreement term from June 30,2003,to March 31,2004, and change
deadline dates for certain client and Social Services staff surveys. She stated this project was funded with
reserve TANF funding, in the amount of$2,795. Commissioner Geile moved to approve said amendment
and authorize the Chair to sign. Commissioner Vaad seconded the motion, which carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
